Questions from Industry.
1. Question: In D.1.b, that addresses the Evaluation Approach with regards to feasibility under Subfactor 1, technical approach, Key Point #1, Systems Engineering & Software Support, it states an example of experience and knowledge that could support a higher subfactor rating other than “Acceptable” is listed below, referencing the Offeror having CMMI 2 or 3 level certification. Please confirm that having CMMI
Level 2 or 3 is not the only criteria to obtain a higher rating and other management frameworks, controls, techniques, innovation and tools are equally valued and weighed.
Government Response: Yes, CMMI Level 2 or 3 is not the only criteria to obtain a higher rating and other management frameworks, controls, techniques, innovation and tools are equally valued and weighed.
2. Question: In D.1.b, that addresses the Evaluation Approach with regards to feasibility under Subfactor 2, technical approach, Key Point #2, recruitment, retention, and development, it states an example of experience and knowledge that could support a higher subfactor rating other than “Acceptable” is listed below, referencing the Offeror demonstrate use of CMMI or other similar management controls. Please confirm that using CMMI is not the only criteria to obtain a higher rating and that a proven track record and innovation are equally valued and weighed.
Government Response: Yes, using CMMI is not the only criteria to obtain a higher rating and that a proven track record and innovation are equally valued and weighed.
3. Question: Our Proposal Team is about to send out our Past Performance Questionnaires for TTSS and noticed that we were missing the command letterhead as well as the KO’s signature on page 1. Can you provide me with letterhead and signature or advise me on how to proceed.
Government Response: The letterhead is as follows:
DEPARTMENT OF THE ARMY
U.S. ARMY MISSION AND INSTALLATION CONTRACTING COMMAND
MICC-FORT HOOD-SHOEMAKER
36000 DARNALL LOOP, ROOM 1300B
FORT HOOD, TX 76544-5095.
The Contracting officer's signature is as follows: Sandra K. Cleveland
4. Question: Offeror has reviewed the RFP W9115121R0012 and have a question related to the Past
Performance Questionnaires (PPQs). Normally we would include this in our Q&A submission but we are afraid if we don’t ask now and see if you can provide a response the Q&A will not be out in time to assist with the issue. Section L on page 38, Tab G, third paragraph states that PPQs are due no later than 5 April
2021. Our bid responses are due on 14 April 2021. Normally the PPQs are due the same day as the bid response would the Government consider changing this due date to the 14th of April? Otherwise this doesn’t leave a lot of time to have our clients fill them out and return by the due date.
Government Response: The PPQ response dates will remain the same.
5. Question: TE O / Wage Determination. The Wage Determination for Texas is provided in the solicitation documents in TE I. There are Wage Determination positions for IEWTD, but the wage determination for
Ft. Huachuca is not provided. Please provide the applicable Wage Determination for that area. Required to price Wage Determination positions.
Government Response: TE O will be incorporated with WD for Fort Huachuca & Texas.
6. Question: TE I /Baseline Staffing and Historical Data; Labor Category Tab. The "Ft Hood & Ft Huachuca
Labor Cat" tab lists labor categories, clearances, Description of work, Job Description, Education Level and
Degree Preferred In. There are several WD positions where a Bachelor’s Degree is shown in this table as required. For example, in line 29 (WD 30082 / Engineer Technician III), a Bachelors Degree is shown in an area such as electrical engineering and computer science for this position. Is it required for a Technician
III to have a Bachelor’s degree? There are several more instances where a WD position has a bachelor degree requirement. Can the Government please clarify if a Bachelor’s degree is required for a Technician
III as well as the other WD positions? Required to appropriately fill the position with a qualified person.
Government Response: Required to appropriately fill the position with a qualified person.
7. Question: TE I /Baseline Staffing and Historical Data. The "Ft Hood & Ft Huachuca Labor Cat" tab lists labor categories, and other requirements for the personnel positions. However, the labor categories in this tab do not match in many cases with the Historical Labor categories in the "Historical Labor FH" and the
Historical Labor IEWTD" tabs. For example, an Engineer Technician I and II are shown in the IEWTD historical tab, but these categories are not defined in the "Ft Hood & Ft Huachuca Labor Cat" tab. Another example is the "Historical Labor FH" tab lists a "Model & Sim SME I, II and IV", but these labor categories are not in the "Ft Hood & Ft Huachuca Labor Cat" tab. Request the labor categories in the tabs align for pricing and staffing purposes.
Government Response: Revised TE I to show mapping of historical positions to current labor positions.
8. Question: TE I /Baseline Staffing and Historical Data. The solicitation states on page 40, L.C.3.iv.h.(2) that: "The staffing by labor category and contract period is provided at Exhibit I." However, Exhibit I does not provide this information. Exhibit I provides labor categories and historical hours for FY17, 18, and 19.
It does not provide hours for each contract period as stated in the solicitation. Hours per labor category and per contract period is required (per the solicitation) for each contract period to complete the cost volume and provide the data needed for the cost evaluation.
Government Response: Added “FY” verbiage for IEWTD and Fort Hood. See revised TE I.
9. Question: Attachment 4 Cost Proposal Template. The solicitation states on page 40, L.C.3.iv.g.(2) that:
The pricing for CR CLINs shall be based on the amounts provided by the Government. Offerors shall use the Government provided amount in Attachment 4, Cost Proposal Format." However, Attachment 4 does not provide this information. Amounts for Materials is blank in Attachment 4 for all tabs. Exhibit I does provide historical material amounts for FY17, 18, and 19. It does not provide amounts for each contract period. Please provide the Cost Reimbursable amounts for Attachment 4 as specified in the solicitation.
These amounts are required to complete the cost volume and provide the data needed for the cost evaluation.
Government Response: The Government will provide amounts in Attachment 4.
10. Question: Solicitation W9115121R0012. The solicitation states on page 32, L.C.C that Volume IV-Cost shall be submitted in Excel format only. The solicitation requires a narrative of the normal rate development as well as BOEs, Total Comp Plan and DCAA/DCMA letters. This narrative is normally submitted as a word document as part of the Cost submission. Do Offerors incorporate the rate development narrative in the excel file or should we provide a separate word document(s) that includes this standard discussion? Cost compliance clarification.
Government Response: Volume IV Cost Attachment 4 shall be submitted in Excel format only. The narrative and the BOE shall be submitted in .pdf format.
11. Question: Solicitation W9115121R0012. The solicitation states on page 41, L.C.3.iv.f that: "Compensation for Professional Employees. The Offeror shall submit a total compensation plan setting forth salaries and fringe benefits proposed for the professional employees who will work under the contract, in accordance with the solicitation provision set forth in FAR 52.222-46 Evaluation of Compensation for Professional
Employees." Is the total compensation plan required to be submitted in the Cost volume? Cost compliance clarification.
Government Response: Yes, The compensation plan shall be in Volume IV - Cost.
12. Question: Solicitation W9115121R0012. The solicitation states on page 39, L.C.3.iv.h.(2) that: "The
Offeror shall incorporate the completed cost and pricing workbook Attachment 1 with its worksheets into the Excel cost proposal workbook to include the completed schedule B that shall match proposed prices in the workbook". Attachment 1 is the Sample Test Scenario TAR and specifically states in Paragraph 3 that:
"A cost of not required for this subfactor". Please clarify this discrepancy. Cost compliance clarification.
Government Response: Changed Attachment 1 to Attachment 4.
13. Question: TE AA and AB. TE AA and AB present the Ft Hood Base TAR and the IEWTD Base TAR, respectively. In the TE AA and AB, paragraph 3 on page 2 states: The Contractor shall provide a technical methodology/approach/narrative and cost based on the requirements in this TAR as part of its proposal.
The Contractor shall submit the cost (labor and reimbursable) for this base TAR in a separate tab under
Attachment 5, Proposal Template as part of Volume IV, Cost." The solicitation section L, Volume IV Cost does not mention nor contain any guidance on including this information in the Cost Proposal. Please clarify if the Offeror is to provide a technical methodology/approach/narrative and cost based on the requirements in the TAR as part of its Cost proposal. The Contractor shall submit the cost (labor and reimbursable) for this base TAR in a separate tab under Attachment 5, Proposal Template as part of
Volume IV, Cost." Cost compliance clarification.
Government Response: Yes, provide a cost estimate for each Base TAR. The Cost shall be submitted under Volume IV, Attachment 4. The technical approach shall be submitted under Section 3, Subfactor 3, Task Implementation Plan using CDRL A003, TE F TIP Template. Revised TE AA and AB for clarification. See Revised Attachment 4.
14. Question: TE AA and AB. TE AA and AB present the Ft Hood Base TAR and the IEWTD Base TAR, respectively. In TE AA and AB, paragraph 3 on page 2 states: The Contractor shall provide a technical methodology/approach/narrative and cost based on the requirements in this TAR as part of its proposal.

Attachment 5, Proposal Template as part of Volume IV, Cost." If the Offeror is to provide a technical methodology/approach/narrative based on the requirements in this TAR as part of its proposal, should this be in the Cost volume excel spreadsheets as stated in the TAR? Cost compliance clarification.
15. Question: Attachment 4 Cost Proposal Template. The Cost Proposal Template requires inclusion of proprietary data to arrive at the Total Cost, such as fringe and G&A. It is straight forward for each subcontractor to fill this spreadsheet out, but the problem occurs when the Prime tries to roll up (aggregate) the subcontractor costs into the Prime total price. There is not a location on the spreadsheets to include subcontractor labor to arrive at the final cost. Please provide the method Primes should use to aggregate the costs from subcontractors. Required to roll up costs from subcontractors.
Government Response: It is Offerors' discretion when determining cost proposal methodology. However, the numbers must be traceable and without error. Additional columns can be added to support cost proposal.
16. Question: TE A TTSS PWS 20210127. Page 49, para C.4.2-The Small Business Administration (SBA) updated 13 CFR parts 121, 124, 125, 126, 127, and 134. Within § 121.103(h) it specifically clarifies that an
SBA approved unpopulated Joint Venture (JV) does NOT need an FCL if both the Mentor and Protégé already possess the required FCL. Will MICC’s acquisition and evaluation for W9115121R0012 follow this SBA regulation for SBA approved unpopulated JVs? Obtaining a Facility Clearance for newly formed
JV's is limited to having a DD254 issued with a clearance requirement. Although we can prepare for obtaining an FCL for the JV it will not be granted without a requirement.
Government Response: The Offeror (individual or JV) shall have a security clearance in place at the time of award. See Page 49, para C.4.2 for guidance.
17. Question: TE A TTSS PWS 20210127. Page 49, para C.4.2-Paragaph title is "Secret Facility Clearance".

Consistent with the DD254.
Government Response: Changed to Facility Clearance.
The Contractor shall submit the cost (labor and reimbursable) for this base TAR in a separate tab under
Attachment 5, Proposal Template as part of Volume IV, Cost." Attachment 5 is the Subcontractor Consent

KEY POINT #4 Key Personnel; solicitation page 36-37. "Using the following format, the Offerors resumes shall provide capabilities with respect to technical knowledge, expertise, management, and experience."
"The Offeror shall also provide a signed letter of commitment/intent with each resume that confirms the individual's commitment/intent to begin performance in the identified Key Personnel position on the first day of performance, which is the first day of the Phase-In period (PWS Section C.1.6.34).” We understand the requirement and importance of providing Key Personnel who meet the established qualifications and requirements as established in the PWS C.1.6.27, on the first day of the Phase-In period. But, COVID-19 has made it difficult meeting, discussing, and convincing Incumbent KP to apply. This requirement poses a significant advantage to the incumbent contractor and unfairly handicaps competitors' ability to compete in a balanced and fair evaluation environment. Recommend the Government disallow inclusion of key personnel resumes and LOCs, and instead require competitors to detail the requirements our Key Personnel will possess in their staffing plans.
Government Response: Letter of commitment is no longer required. See revised PWS and Solicitation.
