W900KK-23-R-TS01 - Unrestricted Lot Q # RFP or PWS Reference Question Answer
Attachment 4.2, Section 3.2 Section 3.2 in Attachment 4.2 TO1 QASP describes Contractor staff for Contract Administration. Subsections 3.2.1, 3.2.2, and 3.2.3 describe Task Order Manager, Program Manager, and Quality Manager. Table 1 in that same section lists a different set of Contractor Personnel: Contract Manager, Project Manager, and Quality Manager.
a) Please clarify if these are intended to be the same positions. If so, please clarify which positions in Table 1 correspond to the specific positions in the previous section paragraphs.
b) Can any of the roles listed in Table 1 be performed by the same individual? Is so, which roles?
a) Positions corrected in Table 1.
b) Yes - the Quality Manager may be performed by either the Task Order Manager or the Program Manager.
Attachment 4.1, Section 1.6.12 Section 1.6.12 Key Personnel in Attachment 4.1 TO1 PWS appears to state requirements for two different positions, Project Foreman and Site Manager. The paragraph states some requirements that appear to apply to both and some to specific positons.
a) Please confirm whether there are two separate key personnel, the Project Foreman and the Site Manager, or if it is a single position.
b) If it is two positions, please clarify that the requirements for the Site Manager are only, “The Site Manager shall have experience with common office computer software such as spreadsheet, word processing, and slide presentation programs, written communication skills. The site manager must be experienced with maximizing efficiency by recognizing situations that allow for the work crew to be split into two work crews working simultaneously on either work related support tasks or altogether different projects.”
c) If it is two positions, does “Related work experience with US Army SRP and ITAM Programs; and shall be able to work with a diverse group of Army civilian and military personnel including military trainers, and range operations staff” apply to both the Project Foreman and Site Manager positions?
a) The Project Foreman and the Site Manager are terms for synomous positions.
b) It is the determination of the Offeror based on their expertise whether or not it should be two positions or one.
c) Yes
Attachment 4.1; Attachment 4.2 5.1.1 Task 1, Project Management Plan states, “The PMP will include as a minimum the following information: Corporate Program manager and alternate Program manager name and contract info.”
a) Please clarify if these are meant to apply to the Contractors IDIQ manager and alternate or the Task Order management.
b) Also, do they correspond to any of the roles in the previous question on Contractor roles in Section 3.2 in Attachment 4.2 TO1 QASP?
The Corporate Program Manager and alternate Program Manager may be synonomous as determined by the Offeror's expertise.
Attachment 4.1 5.1.1 Task 1, Project Management Plan also lists “Onsite Project Foreman” in the minimum information of the PMP. This relates to the previous Key Personnel question requesting clarification. “Onsite Project Foreman” can be interpreted as either the Project Foreman, the Site Manager, or a single key personnel position. Please clarify which one of the Key Personnel this is referring to or if the Project Foreman and Site Manager are the same position.
The Project Foreman and the Site Manager are terms for synomous positions.
Attachment 4 TO1 RTOP, Section 1.6
Section 1.6 of Attachment 4 TO1 RTOP describes a Phase-In period and a 6-month Base Period. Is the Phase-In to be included in the Base Period pricing? Including it in the evaluated price would seem to give a price advantage to the incumbent contractor.
A new tab has been added to Attachment 4 in able to include Phase In pricing. As described in Attachment 4.1 RTOP W900KK-23-R-TS01 Unrestricted Lot PWS ITAM Fort Bragg, the phase in period is to establish the property account with the Installation Property Book Officer and to inventory equipment. Evaluating the pricing for personnel to perform the inventory in no way gives a price advantage to the incumbent contractor.
ITAM Fort Bragg
Attachment 4 TO RTOP, Sections 2 and 3; Solicitation, Section L.2
Sections 2 and 3 of Attachment 4 TO RTOP and Section L.2 of the Solicitation have conflicting instructions for the TO proposal/execution plan response. The table in L.2 has a page limit of 35 pages with two subfactor tabs (A Staffing & Key Personnel and B Technical Approach) within Factor 3. Section 2 of the RTOP has a 15-page limit; and Section 3 of Attachment 4 has a different requirement (Staffing Plan (In Contractor Format) to meet the throughput requirements; Key Personnel is not explicitly required;
and no requirement for a Technical Approach). Please clarify and de-conflict these instructions.
Sections 2, 3 and 4 of the Attachment 4 TO RTOP are the instructions for the RTOP. Section L.2 are the instructions for the MAIDIQ.
Attachment 4 TO RTOP, Sections 2Similar to the above question on instructions for the TO proposal/execution plan response, Sections 2, 3, and 4 of the Attachment 4 TO RTOP and Section M.10 of the Solicitation have conflicting language on the evaluation criteria and process for the TO proposal/execution plan. There are different sets of Adjective ratings—five levels ranging from unacceptable to outstanding in M.10, and just two levels of unacceptable and acceptable in Section 3 Attachment 4. Section 3 Attachment 4 has the following evaluation criteria, “The Government will evaluate the adequacy of the Offeror's Staffing Plan (labor category, hours per labor category, and qualifications) to meet requirements and ensure it meets the throughput requirements in accordance with the Attachment 1 –PWS.” Please clarify and de-conflict the evaluation criteria and process text in the two files.
Sections 2, 3 and 4 of the Attachment 4 TO RTOP are the instructions for the RTOP. Section M.10 are the instructions for the MAIDIQ.
Solicitation, L.5 It is our understanding that the Task Order #1 and Task Order #2 are awardable Task Orders. Is it a solicitation requirement to bid on the applicable Task Order? In other words, would a Large Business proposal be compliant without bidding on Task Order #1?
While the Government encourages proposals for the task orders, we understand that all vendors will not have the expertise to perform on every task order. Vendors are still compliant and eligible for a MAIDIQ award without bidding on the Task orders.

The Phase in should be separate from the Base Period pricing. See 1.5.1 Phase In Period of Attachment 4.1 PWS that indicates that the Phase in Period is to establish the property account with the Installation Property Book Officer and inventory equipment. It should not give any price advantage to the incumbent.
