About this file
This solicitation requests proposals for Threat Systems Operations Maintenance and Integrated Support II (TSOMIS II) services. The scope of work includes engineering, configuration management, maintenance, operations, transportation, site surveys, logistics support, and training for ground and airborne threat systems used in testing and training by the U.S. Army. The services are required at locations including Redstone Arsenal, Fort Irwin, Fort Polk, and White Sands Missile Range. The contract type will be a single award Indefinite-Delivery/Indefinite-Quantity vehicle with a combination of fixed-price and cost-plus-fixed-fee CLINs. The period of performance is a five-year base period with two one-year option periods, for a total of seven years. The anticipated proposal due date is May 13, 2019, with a target award date of November 19, 2019. Questions regarding this solicitation are due by April 22, 2019.

CICADA-C (Communications) Jammer
Challenge
After the Persian Gulf War, the Red forces began making aggressive advances in several areas of Electronic
Warfare (EW) capabilities. The US Army Test and Evaluation (T&E) community faces the need and the challenges of developing systems that will serve as a threat faithful representation of current and future Red foreign weapon systems. This acquisition and development of the CICADA provided systems capable of intercepting, identifying, and neutralizing current and future data links critical to the effective operations of systems integral to the army’s transformation.
Solution
In reference to the challenge listed above, PEO STRI addressed this issue by defining the basic requirements and the different jamming modes (see back for more details).
Result
CICADA is a highly mobile state of the art communications jamming system capable of jamming up to 16 simultaneously active radio nets including frequency hoppers. There are several jamming modes that can be used against frequency hoppers, cell phones, and satellite navigation. The system can be programmed to jam only certain signals, scan the environment, and become active only when those signals are present. Specific signals can also be “blanked out” or blocked from jamming.

“Rx/Tx Jamming” window (Operator View):
Capabilities System functional description includes:
Automatic, computer controlled jamming sequences
High power, liquid cooled power amplifiers
Extremely fast Multiplex (TDMA) operation for effective jamming of multiple targets simultaneously
Look-through capability ensuring that the jammer is only active when the target signal is on the air.
Special jamming modulations ensuring effectiveness
Jamming of predefined frequencies in an order of priority
Barrage jamming against several frequency hoppers
Protected frequencies to be spared from jamming
Low false alarm rate and high probability of intercept
Applications
Preset Jam - Automatic "scanning and jamming" of preset frequencies
Broad Jam – Wide band barrage jamming
Adaptive Broad Jam - Fast frequency scanning in FFT-mode and broadband jamming
Band Jam - Frequency band scanning and jamming
Man Jam - Manual jamming
Attack Jam - Signal initiated jamming of a single frequency
