About this file
This solicitation requests proposals for the Threat Systems Operations Maintenance and Integrated Support II (TSOMIS II) contract to provide operations, maintenance, sustainment of threat systems and event support for Army testing and training. Services include engineering, configuration management, testing, transportation, logistics, maintenance, operations and training. The period of performance is a five-year ordering period with two one-year option periods. Proposals are due by May 13, 2019. The government anticipates a single-award Indefinite-Delivery/Indefinite-Quantity contract with fixed price and cost-plus-fixed-fee contract line items. Main places of performance are Redstone Arsenal, AL, Fort Irwin, CA, Fort Polk, LA and White Sands Missile Range, NM. The Department of the Army Materiel Command Contracting Command Orlando Contracting Center is the contracting agency.

Wideband Configurable Controlled Jammer (WCCJ)
Providing realistic Electronic Warfare COMs and GPS Threat Simulators
Challenge
The Office of the Director, Test and Evaluation (DOT&E) addressed concerns about live, open-air radio frequency (RF) jamming systems and their ability to band pass/band stop (e.g. notch out) jamming type transmissions. Their concern centered on the fact that these jamming transmissions historically tend to
“bleed over” or accidently interfere with emergency and range safety frequencies including commercial plus other restricted and protected frequencies.
Solution
The Wideband Configurable Controlled Jammer (WCCJ) program began as a “proof of concept” experiment that far exceeded expectations and was expedited into service to begin supporting operational test events at US test ranges across the South-West. It was designed from the onset to replicate threat jamming systems that were a concern to the Army, Navy, and Air Force. The WCCJ was able to replicate threat waveforms at their known operating frequencies and accomplish this while successfully preventing (notching out) unintended transmissions in adjacent frequencies all across its entire operational range.
Result
As a result of the WCCJ program efforts, emerging DoD weapon systems can effectively test against the most current and emerging plus realistic threat capabilities they are expected to confront on the battlefield today and beyond; and, accomplish this without worry of unintended (jamming) consequences to nearby operating frequencies that may carry range safety or emergency transmissions and not cause harm to commercial broadcasting in the surrounding area.
Wideband Configurable Controlled Jammer (WCCJ)
Capabilities
The WCCJ system is capable of simulating a vast array of threat waveforms. The threat waveforms are software generated; updated and newly emerging threats require only a change of software code, not hardware modifications.
This original “proof of concept” demonstrator has been selected as the first candidate for Central Test and Evaluation Investment Program (CTEIP) funding to add more automated operations and reduce the amount of operator manual intervention with transmission frequency changes.
Additional features include plans for automatic jamming responses with a threat “look thru” type capability; frequency follower plus other Direct
Sequence Spread Spectrum (DSSS) threat jamming capabilities; and lastly, the capability to remotely control operations from a threat command and control center.
Applications
The WCCJ program provides wide range of threat electronic attack capabilities to support both testing and training events.
Training
Training in WCCJ operations skills is available:
User Training (Initial and Advanced)
Technical Exchanges (Interaction between developers and users)
