About this file
This document summarizes a draft solicitation for Threat Systems Operations Maintenance and Integrated Support II (TSOMIS II) services. The U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Threat Systems Management Office (TSMO) requires operations, maintenance, sustainment, and event support services for threat systems used in Army testing and training. The services include engineering, maintenance, operations, transportation, storage, logistics, development support, integration, and training support. The contract will have multiple locations of performance including facilities at Redstone Arsenal, AL, Fort Irwin, CA, Fort Polk, LA, and White Sands Missile Range, NM. The government anticipates a single-award indefinite-delivery/indefinite-quantity contract for a five-year base period and two one-year options, for a total of seven years. The preponderance of work will be fixed-price, with some cost-plus-fixed-fee contract line items. The draft solicitation response deadline is December 21, 2018, with an estimated final solicitation release of January 15, 2019 and proposal submission deadline of March 4, 2019. The target award date is November 19, 2019.

Mobile Commercial Network Infrastructure Test Range
(MCNITR)
Providing a Realistic Threat Faithful Communications Environment
Challenge
The U.S. Army Test and Evaluation (T&E) community faces many complex challenges in providing a realistic threat Radio Frequency (RF) signal environment without compromising commercial signals. Of particular need is the creation of a stressing threat RF environment to evaluate the Future Combat Systems (FCS) and other new
Signal Intelligence (SIGINT) sensors operating in or near urban battle space. Current operational theaters encompass all possible combinations of natural and man-made environments. Consequently, PEO STRI systems have to be developed with the capability to support testing and training environments across the spectrum of real world scenarios.
Solution
MCNITR provides a dynamic closed loop communications environment to provide test and evaluation personnel the capability of conducting operational tests of developmental Blue Force (BLUFOR) assets.
MCNITR is also capable of supporting BLUFOR training by providing an Opposing Force (OPFOR) communications infrastructure similar to those encountered in theater.
Result
The MCNITR program is a HMMWV mounted communications infrastructure capable of providing 2G and 3G cellular communications, Wi-Fi, a simulated internet for traffic generation simulation, and long range cordless telephones (LRCTs). These capabilities can operate independently and communicate with each other via the
Public Branch Exchange (PBX).
Mobile Commercial Network Infrastructure Test Range
(MCNITR)
Providing a Realistic Threat Faithful Communications Environment
Capabilities
2-2.75G GSM, GPRS, EDGE
3G UMTS
Voice, SMS, MMS, and DATA
Wi-Fi hotspot
802.11 A, B, G, and N
Applications
MCNITR can provide a realistic RF environment capable of being tested as a threat, providing a red cell communications infrastructure for OPFOR training, and a white cell communications infrastructure for closed loop communications requirements. MCNITR requires no external connection to meet these communications requirements.
