Is this correct? DO the TSOMIS PEO STRI information systems now have RMF accreditation and Authority to operations? Who is responsible for maintaining this accreditation? All Government and provided equipment needs to have RMF. All systems have or will have RMF accrediation before TSOMIS II is awarded. The contractor supports the RMF process, but is not responsible for the accreditation of the systems. All of the 54 systems require RMF compliance.
There appears to be considerable transportation and movement of equipment to range locations and to the NTC, JRTC, JPAC, JMRC and other locations. Does the Government arrange for and provide the cost of all movements? Is the contractor responsible for the loading, unloading and dunnage material to secure each load? The contractor is responsible for all coordination to and from the test ranges. The Government pays for Gas and moves the equipment.

Will we get access to documentation on the current operations and maintenance work for the test sites? i.e. Maintenance schedules, Equipment operation and maintenance SOPs, MTBF, etc.A document library will be made availble of the all the information the Government currently has. The information will be provided before or at draft RFP.
Are there any new regulations expected to be coming into effect in the first 12 motnhs of the new contract that can impact performance and cost?FAA 2020. The Government does not know the impact of this regulation, if any, on the TSOMIS II contract. It will be DoD wide affecting all contracts.
Regarding the type of work under PWS 3.8.2, what is the anticipated LOE nevessary for developing and integrating new/updated threat systems based on adversay TTPs? Will there be need for M&S prior to various testing to verify conformity to changing adversary TTPs? What is the typical time frame for "periodic updates" as described in PWS 3.8.2.d?See questions 10 and 18. OEM contractor performs the integration OPFOR TPP, conducts individual training and new equipment training. Identify how long training takes with new equipment and operators. Prior to test event contractor can test. All new equipment would include new equipment training and threat TTPs would be government by OTC for Test and TRADOC G2 for training.
PWS 3.8.1 describes a variety of operational SMEs required for the contract. PWS 3.8.2 also includes requirements that indicate the need for SMEs in specific EW systems, particularly adversary equipment function and use (TTPs), but does not specify that such SMEs are necessary. Are such SMEs anticipated, or used currently to support operations, and what level of effort is expected for advanced analytics to support the work described in the subparagraphs of PWS 3.8.2? The data analytics appear to focus on reporting on the characterization of blue force effects on adversary EW equipment and blue force defense effectiveness against adversary EW attack, but does not specifically describe the work as such.FFP labor is for O&M. SME Support is for testing events. ITF captures data from all systems to do the analysis. Reports are provided to test officer depending on the test officers needs. The actual test command performs the evaluation and the analysis. We provide data logs and other signal data such as NESTS data logs to our custormer (e.g. OTC). The OTC test officer then evaluates the effectiveness of our EW support.
During industry day there was mention of systems which had a more intuative user interface vice systems which required the OEM to operate. Is there a desire in this contract to improve operations or is that outside the scope of this contract?Systems are validated to replicate a specific test. Increasing or decreasing the equiptment may cause a change to the accreditation and change the replicability of the specific threat.
Does the Government expect the current baseline for equiptment, test events, training to remain the same over seven years or will new systems or events came on line? If new equipment is fielded what will be the contractors role in fielding/operations? (is there a roadmap for the modernization/new equipment fielding?Any new equipment that is provided to the contractor will also come with Net Training and training packages. The contractor will not develop, design or create any publications. The TSOMIS II contract is for Operations, Maintenance and Event support only.
Ref 3.17 PWS - RMF - can Government provide more detailed description of contractor roles/responsibilities? (with regards to RMF responsibiliities; number of systems/networks etc.) (waivers, schedule, current non-compliant systems)?Contractor will provide support of RMF for accreditatiuon but will not be performing accreditation.
The incument has a tremendous adavantage with inside information on this contract, one tool the Government has to ensure fair and open competition is with the bidders library in time for industry to comment on documents needed and will the library be released in time for bidders to review and analyze the data to provide accurate bids? All documents that the Government has will be posted and provided to industry.
Reference industry day discussions on 15 May. The Government indictated that they were satisfied with current performance and that there were no additional areas which needed change or improvement. Is that characterization correct, and if not required to compete TSOMIS II would the Government compete this contract? The Government will hold a full and open competition for the TSOMIS II. Per the FAR, the Government's preference is competition.
Historical surge data. Please provide personnel surge data for the past 2 years in terms of types of personnel, number of personnel, and devationa of surge. The Government will not provide personnel surge data. Types of personnel, number of personnel and deviation surge. No historical data is available to the Government that it can provide.
Almost all, if not all, support contractors at the NTC are under one or more collective barganing agreements (CBAs). Given the system O&M support is FFP CLIN, how will the contractor be able to realistically price CBA-impacted economics that have yet to be determined?See question 40 and 75
Will the Government be requesting past performance questionaires (PPQ) be sent out for subcontractors? Reason for this questions is that the Government has no contract privity for subcontractors and large businesses no longer respond to them due to potential libel suits. The Government has not determined the way it will determine past performance or whether it will use a PPQ.
Hazard pay. It appears that support contractor may be climbing on top of vehicles to maintain/operate antennas and radars. Are there hazard pay for these types of work and under the current contract? No hazard pay shall be provided for in this contract at this time. If a CBA is required after contract award an equitable adjustment shall be made to the contract.
Small business participation. 1. what are the SB goals/ requirements? WOSB, HubZone, SDB, Service Disabled Vet? 2. Will CPARS evaluation factor be directly tied to SB goals? 3. What other measures will be put in place to ensure prime meets the SB goals. The Government has not yet made a determination of goals. However, CPARS shall be directly tied to the SB goals. All FAR clauses related to SB will be part of the RFP.
Will the Government consider providing a level of effort table with labor categories and hours in the RFP? -Expedite review process for evaluators and Eliminate competitive advantage for incumbentSee question 2, 10, 18 and 40. The Government will provide a technical library that will provide information on systems, hours and requirements of the systems. The Government will not provide an LOE. As this is a performance based acquisition under a best value trade off continuum, the Government seeks to minimize as much as possible the incumbent competitive advantage. Through the technical library, site visit, industry day, questions and answers, providing section B (CLIN structure) early in the acquisition cycle, providing draft RFP that contains as much information as possible (Clauses, CLINS, Sections L and M, and all attachments) and providing clear criteria the Government is seeking to provide all bidders an even playing field. Therefore, it is up to each offeror to dermine the best mix of employee labor categories and hours to meet the Government's requirement.
What is the workforce requirement for each site? (Total number per site, permanent)See question 2, 10, 18, 40 and 93.
Wil Davis-Bacon act wage scale be used for personnel traveling to test/remote sites? The current and the future contract for the TSOMIS requirements will not use or have the Davis-Bacon act.
What union represents the hourly workers at each site?See question 40, 75 and 89
When are the labor contract negotiations years scheduled? For labor categories that are under DOL WD, a once a year adjustment will be performed after the prime contractor requests the changes to the labor categories. Any labor categories that have a change in labor hour cost shall be updated and shall be reflected in the CLINs. For labor category costs that increase due to a union contract after award, an equitable adjustment shall be made to the contract to update the CLIN costs. All labor categories outside of the DOL WD cost and FFP will be negotiated under the basic contract and no other negotiations are expected after award on these agreed to labor rate costs.
What job classification have union representation?See question 40, 75, 89 and 96
Will you provide job classifications and description/duties?See question 2, 10, 18, 40, 93 and 94.
Is there union representation at each site?See question 40, 75, 89, 96 and 98
The development work in Huntsville was mentioned yesterday, is that work included on this contract? No systems design, development or production work shall be performed under this contract.
What is the rationale behind FFP?Based on the information the Government has and the known requirements of the contract, the FFP type contract is most suitable. The Government will provide O&M manuals and all other technical documents it possesses. The Government belives that there is adequate price competition, enough information to permit realistic estimates of probable costs or performance and that performance uncertainties can be identified and reasonable estimates of their cost impacts can be made. A big portion of the contract is for O&M which is priced as FFP (only labor and licenses (if applicable) are priced in these CLINs , the support for spare parts on know equipment is also FFP (a spares parts list will be provided), the event which contains known requirements is FFP (Only CTC will be FFP), the Over and Above Work Request for emergency maintenance is FFP. Travel shall be Cost, all other events that cannot be resonably estimated shall be CPFF and all other ODCs shall be procured under CPFF.
Is it projected that offerors will need to identify any key personnel beyond the Program Manager, Operations Manager, and other supervisory personnel in their proposal submissions? Not at the moment.
