About this file
This is a solicitation for the Threat Systems Operations Maintenance and Integrated Support II (TSOMIS II) contract. The solicitation seeks proposals to provide operations, maintenance, sustainment, and event support services for threat systems used in Army testing and training. Services include engineering, configuration management, testing, transportation, logistics, integration, maintenance, operations, and training support. Main places of performance are government facilities at Redstone Arsenal, AL, Fort Irwin, CA, Fort Polk, LA, and White Sands Missile Range, NM. The government anticipates a single-award indefinite-delivery/indefinite-quantity contract with a five-year ordering period and two one-year option periods. The preponderance of work will be fixed-price, with some cost-plus-fixed-fee contract line items. The solicitation was amended four times between April and May 2019 to update questions and answers, change pricing of certain contract line items, extend the response deadline to May 30, and make various revisions.

Presenter
The purpose of our acquisition process is to promote positive exchange of information between you our Industry partners and our acquisition team of professionals. Our goals are to:
TSOMIS II Contracting Strategy 1 of 2
1. Contract vehicle expected to be Order type contract– May be amended or changed based on results of Market Research.
2. Single Award Indefinite Delivery / Indefinite Quantity - Offers the most flexibility for Operations, Maintenance and Event Support; additional requirements
3. Hybrid FFP, CPFF and Cost Type CLINs
15 May 2018 May’s Presentation
Presenter Presentation Notes Now to our Acquisition Strategy for the NCRC EPOS requirement. First and foremost, we are still in the market research phase of the procurement so our strategy is TBD. We are looking at alternatives, specifically two options. The first is a stand alone C type contract where will be making one award per location – If you saw the Sources Sought Notice, you are aware that currently we have selected 5 locations for the NCR. All 5 locations make up the NCRC or the complex of NCRs.
Our second option is the Multiple award ID/IQ commonly referred to as a MAC. We will evaluate all offers and make awards to several contractors. Each location will be awarded separately among the pool of contractors and will be awarded as a separate task order, so there will be 5 task orders awarded for 5 locations.
Contract type is also TBD and will be determined after the market research is completed.
TSOMIS II Contracting Strategy 2 of 2
Ordering Period:
If approved – 7 years – 5 Year Ordering Period with 2 option years.
Award Basis:
Anticipated Best Value Trade-Off Methodology Full and Open competition
Estimated Contract Ceiling amount: $ 220 million - $249 million
15 May 2018 May’s Presentation
Presenter Presentation Notes Our Period of performance will be 7 years ( a 1 year base and 6 option years) if approved. The 7 year timeframe will give the contractors time to ramp up to a total of 8 test beds.
The basis for our award will be Best Value trade off Source Selection process that I think we do the best at ACC Orlando.
We have not yet determined if it will be a full and open competition open to all or a Small Business Set-aside. We are also looking at the possibility of set-aside one or more locations, if we have enough competition from Small Business that can meet our needs. This is all TBD until the market research has been completed.
As you see our estimated contract ceiling for the ID/IQ is between $600 – $900M.
