About this file

This document includes a cost/price workbook and instructions for a firm-fixed-price contract to provide unmanned aircraft systems instruction and mission support services. The contractor will provide platform instructors, flight instructors, IT network administration, training material support, and logistics support personnel. Pricing is required for fixed-price and cost-plus-fixed-fee contract line items for the base year and six one-year options. Indirect rates and fixed fee percentages must be proposed. The contractor must also propose program management labor categories and hours to be applied annually. The Army Materiel Command Contracting Command Orlando Contracting Center will award an indefinite-delivery/indefinite-quantity contract for these services.

TO 0001

Instructions: Pricing for the TO 0001 tab shall be based on the TO 0001 PWS (Attachment 05) and TO 0001 CPFF LOE language (Attachment 06) which provides the estimated level of effort in hours for CPFF CLINs.
Offeror shall populate all YELLOW highlighted cells. Cells not highlighted in yellow are not to be edited.
Cells F20, F25, and F30. Fixed Fee shall be shown as a dollar value. Therefore, offeror shall apply their fixed fee percentage (cell AS148 in "Labor Rates and TEP" tab) to the CLIN value to generate the fixed fee dollar amount for that CLIN.
The FFP CLIN unit prices listed below (cells F10, F15, F35, and F40) should include the entire cost of that CLIN. Therefore, profit should be built into the Unit Price proposed.
Offeror shall provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF (CLINs 0003, 0004, and 0005) IAW L.6.4.3 of solicitation.
The proposed Program Management team (Items 18-22 in "Labor Rates and TEP" tab) shall be applied once each year (Period of Performance {PoP}) at the task order level. This team structure will not be modified due to any level of effort changes and if another task order is issued during that same year (PoP) that task order shall not include another Program Management CLIN as it will be covered under the first task order issued within that year (PoP).

This data within the yellow cells is considered to be confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.
Offeror's Name:
Instructions: Offeror shall populate all YELLOW highlighted cells. Cells not highlighted in yellow are not to be edited. (with the exception of yellow highlighted cells associated with direct rates for subcontractors; these cells can be left blank or marked as N/A).
This information is provided for use as a basis for proposed direct labor and burdens (indirects) mid-point calculations. Offerors shall only provide the fully burdened rates of the applicable subcontractors; subcontractor fully burdened rates presented within this workbook shall tie back to subcontractor information provided IAW L.6.4.1.
Rows under each Labor Category are provided for both the prime offeror and any subcontractors; offerors are permitted to add additional rows (or delete excess rows) if/when required (escalation, as provided by the Government [based on IHS Global Insight projection of Average Hourly Earnings for Professional, Scientific, and Technical Service wages published by HIS Markit], shall be utilized for any additional rows; additionally, any provided formulas should be copied accordingly into any additional rows); subcontractors proposed within this Workbook shall match those subcontractors proposed elsewhere within the offeror's proposal (to include FAR Clause 52.244-2).
Column C: if offeror includes a Proposed Labor Category Name (if other than Column B), this name shall be used for both the prime contractor and subcontractors.
Column D: Upon review of the related regulations and clauses, offeror shall identify if the Labor Categories listed are Exempt or Non/Exempt from the Service Contract Labor Standards. Type either "Exempt" or "Non/Exempt" directly into the cell.
Columns J, O...: Prepopulated hours are derived from Government estimates and are used here for evaluation purposes (while also reflecting the true estimated hours required of each category); offeror total proposed hours (prime [and subcontractors, if applicable]) shall equal the prepopulated hours for each Labor Category. Column F: Hours have not been populated as task order 1 serves as the year 1 effort.
Columns L, Q, V…: The proposed Direct Rates (after Year 1) shall be the previous years' Direct Rate multiplied by the Government provided Escalation Rate.
Columns H, M, R...: Offeror shall populate the Indirects Worksheet as they see fit; ALL indirects shall be proposed for each of the contract years to include the Option to Extend Services time period. The offeror's formulas in Columns H, M, R...etc. (Burdened Rates) shall equal the proposed Direct Rate * Escalation Rate * any indirect rates. The indirect rates would include any subcontractor burdens.
Row 148: Fixed Fee %: Offeror shall populate cell AS148 with the fixed fee % as proposed in Solicitation Section H.3 & Attachment 06; % is binding for the life of the contract. Fixed Fee shall not exceed 10%.
Row 149: This total is for the purposes of evaluation only; awardee's actual fixed fee will be determined at the TO level after award.
Row 150: Contractor Manpower Reporting (CMR): CMR is not separately priced (NSP).
Items 19-22 are blank to allow for an offeror to propose other key personnel. If other key personnel are proposed the offeror shall fill in the established qualifications/experience for that labor category in the "Labor Category Qualifications" tab.
Items 18-22 will be applied once each year (Period of Performance) at the task order level under the Firm Fixed Price Program Management CLIN. The number of key personnel proposed for the program management team (labor category and hours) shall be fixed for the life of the base contract duration.
Items 2, 7, 8, and 11 require SECRET security clearance.
