Unmanned Aircraft Systems (UAS) Instruction and Mission Support (IMS) Solicitation W900KK-18-R-0006

Industry Questions and Government Answers

NOTE: Information provided within this Q&A is for informational purposes only and is subject to change; the solicitation will contain all official information.

1. Note: This question was previously answered on the Q&A posted to fbo.gov under solicitation W900KK-17-R-0019 on 28 September 2017. This was question number

11 and the answer is hereby revised.

Question: Under what labor category(ies) does the Government expect the

Program Management personnel to be proposed, or are they expected to be indirect-charging functions?

Answer: A Program Manager has been added to the Cost/Price Workbook, there is also additional space for a contractor to propose additional key personnel. It is incumbent upon the contractor to propose labor category(ies) as they see fit. It is incumbent upon the offeror to propose this category(ies) as direct or indirect. If an offeror proposes a rate it will be binding for the duration of the contract as detailed in the solicitation at B.1.

2. Reference: Attachment 04, Indirect Rates tab

Question: Is it the Government’s expectation that the Prime Offeror insert a FEE

RATE as part of their Fully Burdened Labor Rate build-up within the Indirect Rate

Tab for both CPFF and FFP labor categories? Rationale: The Prime Offeror is also required to insert another FEE RATE within the Labor Rates and TEP for years 2-7.

The FEE RATE in Labor Rates and TEP tab will place an additional Fee on top of the Prime Offerors CPFF and FFP labor categories. The Government introduces additional confusion under TO 0001 where does not allow a FEE on the FFP

CLINS/Labor Categories. This would require that Prime bidders insert a fee rate on the Indirect Rates tab for Year 1 Labor Categories considered FFP.

Answer: The burdened rate identified within the "Labor Rates and TEP" tab of the

Attachment 04-Cost/Price Workbook should be exclusive of fee. Line 11 explains that the Burdened Rates shall equal the proposed Direct Rate * Escalation * any indirect rates. Profit/Fee is not considered an indirect rate. The FFP CLINs on the

"TO 0001" tab of the Cost/Price Workbook should include the entire cost of that

CLIN. Therefore, profit should be built into the Unit Price proposed.

3. Reference: Attachment 04, Labor Rates and TEP tab & TO 0001 tab

Question: Where does the Prime Offeror show the G&A or M&H burdening of

Subcontractor positions? Rationale: The Government does not provide any provision for the Prime Offeror to burden subcontractor costs with an appropriate

General & Administrative (G&A) or Material & Handling (M&H) Rates in the Labor

Rates and TEP or TO 0001 tabs. The current set up of the worksheets would not allow the G&A/M&H charge to be easily integrated on only Subcontractor positions.

Please advise as soon as possible since this affects the Prime Bidder’s ability to finalize pricing.

Answer: Language has been added to Solicitation Sections B.1 and L.6.4.2 and in

Attachment 04-Cost/Price Workbook, Labor Rates and TEP tab, row 11 to clarify.

Clarification language includes how to address subcontractor burdens (prime contractor indirect rates on top of subcontractor costs).

4. Reference: L.6.5.1

Question: This information is provided for use as a basis for proposed direct labor and burdens (indirects) mid-point calculations. Offerors shall only provide the fully burdened rates of the applicable subcontractors; subcontractor fully burdened rates presented within this workbook shall tie back to subcontractor information provided

IAW L.6.5.1.

Section L of the RFP does not contain subsection L.6.5.1. Please provide the omitted information or the correct Section L reference for the required subcontractor information.

Answer: Attachment 04-Cost/Price Workbook has been updated to state L.6.4.1.

5. Reference: Attachment 04

Question: Request the Government verify that it is permitted to change the equations on the Indirect Rates tab. For example; Fringe/OH/G&A/FEE Rates: We would like to add two decimal places; FBLR Calculation: We would like to add a rounding function.

Answer: The offeror can adjust the Indirect Rates tab as they see fit. The example provided is a sample.

6. Reference: Attachment 04

Question: Request the Government verify that they intend Prime Offeror to bid four

Labor Categories as FFP for years 1-7 and the extension period. These include: 1)

Training Material Support; 2) Logistics Support-Maintenance Training Tool Room, 3)

Logistics Specialist Support, and 4) Program Manager (all proposed positions).

Rationale: Clarification is needed given the way the Government has set up the

FEE RATES within Attachment 04 tabs.

Note: Typically there is a difference between how bidders apply FEE on FFP versus

CPFF positions. FFP is higher risk to bidders and may require a higher FEE than the same positions bid as CPFF.

Answer: The offeror shall propose the identified labor categories as FFP.

Attachment 04-Cost/Price Workbook has been revised to reflect a change in how fee is applied to the total proposed cost. Line 149 of "Labor Rates and TEP" tab now states "Total Proposed Cost [Plus Fixed Fee](Years 2-7 & Option) Note: Fee not applied to FFP labor".

7. Reference: Attachment 04

Question: The Government has inserted 2080 hours for the Program Manager.

Please clarify if 2080 hours (instead of 1920) is the required work hours to bid FFP labor category? Rationale: The number of hours seems excessive.

Answer: The number of Program Manager hours listed on the “Labor Rates and

TEP” tab in Attachment 04-Cost/Price Workbook has been changed to 1920. Note:

The Year 1 estimated hours has been removed as Task Order (TO) 0001 is serving as year 1. Therefore, the offeror shall utilize the estimated hours for CPFF CLINs listed in Attachment 06-TO 0001 CPFF LOE language (See the Amendment 0001 version) and rates identified in the “Labor Rates and TEP” tab. The FFP CLINs for

TO 0001 shall be priced how the offeror sees fit but shall utilize the labor rates identified in the “Labor Rates and TEP” tab.

8. Reference: Attachment 04

Question: On the Labor Rates and TEP Worksheet Tab of Attachment 4 – Cost-

Price workbook, the Government inserted the escalation rate to be used for each year.

If the Labor Category is determined to be covered under the Service Contract Act, may the Contractor change the escalation rate for the SCA positions to zero percent each year?

Answer: The stated escalation for SCA covered labor categories is an estimated amount used for evaluation purposes only. Since wage determination rates are issued periodically, would represent a nominal amount, and are likely to increase over time, application of an escalation provides the Government a reasonable estimate of its costs while making it likely that the project out-year costs are SCA compliant. Note: binding escalation rates will not be applicable to SCA covered labor categories

9. Reference: Attachment 06

Question: Attachment 06 directs specific hours per labor category. Attachment 04, TO 0001 Tab requires pricing for Training Material Support and Logistics Support.

Should the Contractor use the labor hours provided in the Labor Rates and TEP tab of Attachment 04 to price these two CLINs on the TO 0001 Tab?

Answer: No, the Offeror shall utilize Attachment 05-TO 0001 PWS to determine the amount of hours appropriate for the effort and propose accordingly. Note: The Year

1 estimated hours has been removed as Task Order (TO) 0001 is serving as year 1.

Therefore, the offeror shall utilize the estimated hours for CPFF CLINs listed in

Attachment 06-TO 0001 CPFF LOE language (See the Amendment 0001 version) and rates identified in the “Labor Rates and TEP” tab. The FFP CLINs for TO 0001 shall be priced how the offeror see fit but shall utilize the labor rates identified in the

“Labor Rates and TEP” tab.

Question: Request the Government move the due date from Monday, 6 Nov 2017 to Wednesday, 8 Nov 2017. Rationale: The Government has reduced the proposal period by requiring a Monday delivery. Bidders will need to FEDEX packages on

Friday or Thursday the previous week to be assured of meeting the suspense time.

Moving the due date to the 8th would allow us to use the last weekend of the proposal period and FEDEX packages on the 6th for arrival on the 8th.

Answer: The solicitation due date has been revised to 7 November 2017 at 1500

EST.

11. Reference: Section L, L.6.4.3

Question: Reference: To facilitate cost realism analysis of TO 0001, the offeror shall provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF (editable and executable with formulas for all subtotals and totals). It shall contain all elements of cost according to each element listed by CLIN, with all burdens identified for all CPFF CLINs for the prime and all proposed subcontractors as an Appendix to the Volume IV of the offeror’s proposal.

The format and content will be in accordance with the instructions in FAR Table 15-2

(located at the end of FAR 15.408). The offeror’s proposal shall provide a breakdown of the costs proposed and shall be shown by labor, overhead, other direct cost, subcontracts, and G&A.

Recommend the Government delete this paragraph in its entirety or provide specific description/template (other than FAR Reference) that is specific to this solicitation.

Rationale: The requirement states “with all burdens identified for all CPFF CLINs for the prime and all proposed subcontractors”. The Cost Breakdown for all CPFF

CLINs are already provided to the Government in Attachment 04/Indirect Rates.

This tab provides the Government all elements of cost according to each labor category. Subcontractors will provide the same in their sealed packages. Because of the proprietary nature of Subcontractor burdens there is no way the Prime Offeror can provide a consolidated spreadsheet showing all elements for all TO 0001 CLINs.

If Subcontractors provide separate spreadsheets, we don’t see how this will realistically facilitate the Governments cost realism analysis.

We would like to recommend updating the requirement by having the Prime Offeror

Only insert a new Worksheet into Attachment 04 that would group Year 1 labor categories, hours, and costs by CPFF CLIN. Prime bidders are going to have to create something similar anyway to feed TO 0001 tab requirements. This would facilitate the Government review of the Cost breakdown of each CPFF CLIN and would easily be traced to the hours/rates on Tab-Labor Hours and TEP for reference and then back to the Indirect Rates tab.

Answer: The language remains unchanged. L.6.4.1 states "Subcontractors can independently/separately submit their proprietary rate buildup portion of the proposal per delivery instructions IAW L.3.4-L.3.6; subcontractor proposals delivered separately shall clearly reference the prime Offeror with the submission." If a subcontractor does not wish to share their burden information with a prime, then it may be submitted separately, while the prime submission should show as much cost detail as is available regarding subcontractor submissions.

12. Reference: L.6.4.1

Question: All of the Offeror’s rates (and all subcontractor(s)’s direct and fully burdened rates) shall be included in the workbook. Subcontractors can per delivery instructions IAW L.3.4-L.3.6

Please confirm the prime offeror's Attachment 4 Cost/Price Workbook shall contain all the subcontractors' direct and fully burdened rates.

Answer: Yes, while the Government requires the Cost/Price Workbook to include subcontractors rate buildup it is not required to be in the same Cost/Price Workbook.

Attachment 04-Cost/Price Workbook, Labor Rates and TEP tab, line 5 states

"Offerors shall only provide the fully burdened rates of the applicable subcontractors;

subcontractor fully burdened rates presented within this workbook shall tie back to subcontractor information provided IAW L.6.4.1." Rate buildup information submitted by subcontractors must be in line with the fully burdened rates submitted within the prime proposal.

13. Reference: L.6.4.1

Question: All of the Offeror’s rates (and all subcontractor(s)’s direct and fully burdened rates) shall be included in the workbook. Subcontractors can per delivery instructions IAW L.3.4-L.3.6

Requiring the prime contractor to submit direct and fully burdened rates for subcontractors may potentially expose the respective subcontractors' proprietary indirect rates to the prime offeror. Request that the Government only require fully burdened rates for subcontractors to be included in the prime offerors Attachment 4

Cost Price Workbook and allow the direct rates and fully burdened rate buildup for the subcontractors to be submitted directly from the subcontractors to the

Government.

Answer: Per L.6.4.1, subcontractors may submit their proprietary rate buildup separately from the prime. Attachment 04-Cost/Price Workbook, Labor Rates and

TEP tab, line 5 states "Offerors shall only provide the fully burdened rates of the applicable subcontractors; subcontractor fully burdened rates presented within this workbook shall tie back to subcontractor information provided IAW L.6.4.1." Rate buildup information submitted by subcontractors must be in line with the fully burdened rates submitted within the prime proposal.

14. Reference: L.6.4.3

Question: Offeror shall provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF (CLINs 0003, 0004, and 0005) IAW

L.6.4.3 of solicitation.

Please confirm that prime offerors do not have do submit proprietary data for subcontractors performing under TO 0001 in the Cost Breakdown Excel Workbook and that the subcontractors may submit a Cost Breakdown Excel Workbook containing their proprietary data directly to the Government per delivery instructions

IAW L.3.4-L.3.6

Answer: Per L.6.4.1, subcontractors may submit their proprietary rate buildup separately from the prime. Attachment 04-Cost/Price Workbook, Labor Rates and

TEP tab, line 5 states "Offerors shall only provide the fully burdened rates of the applicable subcontractors; subcontractor fully burdened rates presented within this workbook shall tie back to subcontractor information provided IAW L.6.4.1." Rate buildup information submitted by subcontractors must be in line with the fully burdened rates submitted within the prime proposal.

Question: We have a subcontractor with an approved initial Facility Security

Clearances package and fully anticipate the full clearance before contract award, however the subcontractor has not been officially granted its Facility Security

Clearances. Are we able to, or is there a process in which we can, still certify and submit with them on our team?

Answer: Yes. The contractor/subcontractor will be required to have a full facility clearance prior to performing work in support of the contract but not prior to contract award.

16. Reference: Reference Section I, FAR 52.222-41, Service Contract Act Standards, and Attachment 04, Cost/Price Workbook.

Question: Please provide the applicable Department of Labor (DoL) Wage

Determination (WD) for this Solicitation and a mapping of the labor categories in

Attachment 04 to the applicable WD labor category.

Answer: The offeror is to propose labor categories as they see fit and determine if the position is exempt or non-exempt from the Department of Labor Wage Rates.

Section J of the Solicitation lists the applicable Wage Determination.

17. Reference: B.1

Question: If the direct labor rates and Government-provided escalation rates are binding, how is the Contractor to be compensated for increases in the Department of

Labor wage determination rates if the DOL increase exceeds the IHS Global Insight projection escalation rate?

Answer: FAR clause 52.222-41 states "If the term of this contract is more than 1 year, the minimum monetary wages and fringe benefits required to be paid or furnished thereunder to service employees under this contract shall be subject to adjustment after 1 year and not less often than once every 2 years, under wage determinations issued by the Wage and Hour Division." It would be the contractor’s responsibility to provide the Government with explanation for DOL increases. Note:

binding escalation rates will not be applicable to SCA covered labor categories

18. Reference: FAR clause 52.222-43

Question: It seems FAR 52.222-43 Fair Labor Standards Act and Service Contract

Labor Standards – Price Adjustment is relevant to this acquisition but is not included in Section I of the contract.

Can it be added?

Answer: FAR clause 52.222-43 has been added.

19. Reference: L.6.4.2

Question: Will the government explain how a man year of 1920 hours was calculated? It appears highly unlikely that Service Contract Act (SCA) employees will work 1920 hours/year. The minimum vacation hours per the SCA are 80 hours and employees are allowed to take 56 sick hours and 80 holiday hours. This results in a maximum of 1864 work hours and if an employee has more than 5 years on the contract, the employee is entitled to an additional 40 hours vacation, resulting in

1824 worked hours.

Answer: The 1920 hours/year on the “Labor Rates and TEP” tab of the Cost/Price

Workbook for years 2-7 are in place for the purposes of TEP calculation (1920 was derived as follows: 2080 - 80 (holiday hours) – 80 (vacation/sick hours)). It is incumbent upon the offeror to propose the hours for Task Order 0001 as they see fit.

Attachment 04-Cost/Price Workbook, Solicitation Section M.11.1, and Solicitation

Section L.6.4.2 has been updated to reflect this change.

20. Reference: L.6.4.2

Question: Our review of the Government’s specified labor categories and comparison against the Department of Labor’s catalog of Service Contract Act labor categories and descriptions indicates that there are SCA positions required by this effort.

SCA requires that employers accommodate federally mandated benefits, many in accordance with hiring anniversary dates. In this case, and with benefits such as paid time off accruing on those anniversary dates, rate build-ups required in L.6.4.2 would need to consider the current team structure. Specifically, a new incumbent is, by Executive Order, required to provide right of first refusal for the SCA workforce.

Therefore, which positions on the current team have been categorized as SCA and what are the employment anniversaries of those incumbent workers?

Answer: This information will not be available prior to award. If applicable, the

Government will follow Federal Acquisition Regulation 52.222-17 “Nondisplacement of qualified workers” to provide this information to the successor contractor.

21. Reference: SF33, Page 69, Section L, L.6.4.2, Line 11

Question: Reference States: Offeror shall submit forecasted rates for each fiscal year covered in the solicitation (base, pool, and calculated rate). If the Offeror does not have a budget or detailed forecast for all fiscal years covered in the solicitation, only the calculated rate information will be required for those fiscal years.

Request the Government clarify in detail what it means by the requirement “…only the calculated rate information will be required for those fiscal years.” Rationale:

Clarification.

Answer: If detailed forecasted data including individual cost elements are not available, then the overall pool, base, and resulting rate calculation forecast are sufficient.

22. Reference: L.6.3.1

Question: Section L.6.3.1 has changed from the draft RFP and now allows the inclusion of projects from UAS IMS key personnel. It is not clear what the term

"projects of proposed UAS IMS key personnel" means in the context of providing relevant past performance confidence citations. Paragraph two of Section L.6.3.1 states that all projects submitted shall have been performed as a prime contractor, predecessor company, subcontractor, or Joint Venture (JV) partner. Projects of proposed UAS IMS key personnel would appear to allow the offeror to propose the citation of a program that the offeror was not privy to as either a prime, subcontractor or JV partner but use the experience of the key personnel from executing another contractors program to allow the offeror to take credit for program performance and relevancy. This does not appear consistent with the performance confidence assessment criteria in Section M whereby the Performance Confidence Assessment is based on the Offeror's recent/relevant performance. Please clarify the

Government's intent with respect to "projects of proposed UAS IMS key personnel".

Answer: Section L.6.3.1 has been revised to include UAS IMS key personnel but note that the prime contractor shall submit at least one project for consideration that they themselves performed (as a prime contractor, predecessor company, subcontractor, or Joint Venture (JV) partner).

23. Reference: L.5.0

Question: Government Q&A issued 9/28/17, Q&A #30 says "The page limitation within the Proposal Structure Table in solicitation paragraph L.5.0 for Executive

Summary has been increased to three pages." Final RFP still indicates Executive

Summary should be limited to 2 pages. Please confirm that a three page limit applies.

Answer: The page limitation within the Proposal Structure Table in solicitation paragraph L.5.0 for Executive Summary has been increased to three pages.

24. Reference: L.5.0

Question: Can the government please clarify are we to separate files for each volume on the CD’s (example. Volume II – Program Management: Sub-factor 1

Program Management, Sub-factor 2: Staffing, Sub-factor 3: Quality Control Plan and

Sub-factor 4: Task Order 0001 Transition Plan)? If this is correct do you also want a volume doc with the full volume as one document?

Answer: Yes, sub-factors should be separate files within the volume. It is not a requirement to provide all sub-factors as one document. Solicitation Section L.4.0 has been updated to reflect this change.

25. Reference: L.4.2

Question: Font size – will the Government allow for Arial 9 – point font for graphics and tables?

Answer: Arial 9-point font size is an acceptable font for graphics and tables.

26. Reference: L.4.1

Question: Section L.4.1 Proposal DVD+R states:

The Offeror’s proposal shall be organized into four separate folders by Volume number and Title as follows:

Volume I – General

Volume II – Program Management

Volume III – Performance Confidence Assessment

Volume IV – Cost/Price

Windows does not allow the “/” character in file or folder names. Please clarify how the folders are to be named?

Additionally, L.4.2 states:

File names should:

include the Offeror name and corresponding proposal volume;

NOT include special characters (e.g. ~, #, %, &, *, {, }, \, :, <, >, ?, /, +, |, and ”);

be 40 characters or less and use “_” instead of spaces when possible

Does the government intend that file naming instructions apply to folder names as well? If so, please clarify how the folders should be named, specifically in regards to the use of “_” instead of spaces?

Answer: Volume IV can be named without the /. Therefore, CostPrice, Cost-Price, Cost_Price are examples of acceptable naming conventions. An example of a file name with "_" would be "Volume IV-Cost_Price".

27. Reference: L.6.1.4

Question: Are offerors required to use the exact Compliance Matrix as currently built and fill in the information for the 30 Excel rows provided, or may offerors parse some of the current rows, and add other rows? This will increase the number of

Excel rows, but will not otherwise change the format of the Excel worksheet.

Answer: Offerors may separate the Compliance Matrix into smaller portions but the overall format shall remain unchanged.

28. Reference: L.6.1.4

Question: L.6.1.4 requires that “The Offeror shall also complete and provide the

Compliance Matrix (Section J of the solicitation, Attachment 02).” The compliance matrix requires that the offeror provide “Contractor's Proposal References (Volumes, Section, Paragraph, Page #, etc. [as applicable])” for each solicitation requirement.

Some requirements such as “L.1.2 No classified material shall appear anywhere within the proposal.” may not be explicitly addressed in our written proposal.

Does the Government expect that requirements such as these will be explicitly acknowledged in our proposal, or can a simple “noted” statement be included in the compliance matrix to indicate our acceptance of these requirements?

Answer: The Government expects that the Offeror will acknowledge statements like this in some way (i.e. by stating noted, acknowledged, in compliance, etc).

29. Reference: L.6.1.5

Question: L.6.1.5 on Page 63 the RFP states: “The offeror shall submit its current

Disclosure Statement describing the offeror’s cost accounting practices and procedures or its established practices.”

Since the solicitation is a Small Business Set Aside and small businesses are exempt from Cost Accounting Standards (CAS) and having a Disclosure Statement, can this requirement be removed from the RFP?

Answer: "If available" has been added to the statement within L.6.1.5.

30. Reference: L.6.1.5

Question: L.6.1.5 states “The Offeror shall establish and maintain acceptable business systems (Accounting and Contractor Purchasing – see DFARS clauses

252.242-7006 and 252.244-7001, respectively) in accordance with DFARS Clause

252.242-7005, Contractor Business System.” DCAA will not audit Contractor

Purchasing Systems unless requested by a government contracting official. We have never had such a request made by the government, and therefore do not have an audited purchasing system.

Will the government change the wording to indicate that offerors must have purchasing systems and that the government will request an audit of the winning offeror’s purchasing system after contract award?

Answer: The Government is asking for documentation from a recent successful

DCAA audit if it is available. The second paragraph within L.6.1.5 states "If none of the above audit documentation is available, the offeror shall provide a self-completed Pre-Award Survey of Prospective Contractor Accounting System (Section

J of the solicitation, Attachment 03)".

31. Reference: L.6.3

Question: The last two sentences of Section L.6.3. states: “Additionally, letters of commitment shall be included for all subcontractors for their past performance to be considered. This commitment shall acknowledge a teaming arrangement for contract performance and shall be the awarded team structure.”

What does “shall be the awarded team structure.” mean in the context of the sentence?

Answer: The subcontractors submitted for the teaming arrangement for the requirement are being evaluated as part of the offerors proposed solution, therefore, they become part of the offerors team structure that will be performingunder the contract.

32. Reference: L.6.3.3

Question: The subject paragraph calls out both letters of consent and letters of commitment. Recent Government guidance indicates that letters of consent are not included in this volume’s page count.

Request the Government confirm that letters of commitment are also excluded from the page count.

Answer: Proposal Structure Table within L.5.0 has been revised to state "Letters of

Commitment".

33. Reference: L.6.4.2

Question: Reference Section L.6.4.2. Please identify the submission requirements for proposed small business subcontractors that do not have approved accounting and estimating systems. These subcontractors would be performing under FFP type contracts.

Answer: Per L.6.1.5, offerors shall submit documentation demonstrating an approved accounting system. If an offeror's system has not been audited, then a completed Pre-Award Survey of Prospective Contractor Accounting System is to be submitted. Contractors conducting effort solely under a Firm Fixed Price type CLIN are not required to have an approved accounting system.

34. Reference: L.6.4.2

Question: The proposed base for indirect rates shall include the presumption that the Offeror will receive the UAS IMS award.

Please provide the total dollars for each year (1-7) that the Government anticipates being awarded under the UAS IMS contract.

Answer: The IDIQ Not-to-Exceed Ceiling Amount for this 7 year contract is

$553,200,000. No additional information regarding yearly estimates will be provided.

35. Reference: L.6.4.3

Question: L.6.4.3 on Page 69 of 78 the RFP states: “To facilitate cost realism analysis of TO 0001, the offeror shall provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF (editable and executable with formulas for all subtotals and totals). It shall contain all elements of cost according to each element listed by CLIN, with all burdens identified for all

CPFF CLINs for the prime and all proposed subcontractors as an Appendix to the

Volume IV of the offeror’s proposal. The format and content will be in accordance with the instructions in FAR Table 15-2 (located at the end of FAR 15.408). The offeror’s proposal shall provide a breakdown of the costs proposed and shall be shown by labor, overhead, other direct cost, subcontracts, and G&A.”

Does only the Prime offeror have to provide its information IAW the instructions in

FAR Table 15-2 (located at the end of FAR 15.408) as an Appendix to its Cost/Price

Volume IV or does each Subcontractor have to provide the information IAW the instructions in FAR Table 15-2 (located at the end of FAR 15.408) as an Appendix to its sealed subcontractor proprietary Cost/Price Volume IV?

Answer: Each subcontractor must comply with the submission instructions in addition to the prime.

36. Reference: L.6.4.3

Question: L.6.4.3 requires offerors to provide a Cost Breakdown Excel Workbook describing the cost elements of each CLIN delineated as CPFF, and states “the format and content will be in accordance with the instructions in FAR Table 15-2

(located at the end of FAR 15.408). The offeror’s proposal shall provide a breakdown of the costs proposed and shall be shown by labor, overhead, other direct cost, subcontracts, and G&A.”

We cannot find a table 15-2 that appears to meet the requirement. Will the government please provide a format for use in meeting this requirement?

Answer: FAR Table 15-2 under FAR 15.408 starts with "Table 15-2 -- Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data are

Required". It includes Section I--General Instructions, Section II--Cost Elements, and Section III--Format for Submission of Line Items Summaries.

Question: M.8.1 states a GFR “will review the Offeror’s Flight and Ground

Operations Procedures, and will determine whether the Offeror “can” comply with the safety requirements of the contract, not “is” the Offeror in compliance. The

Procedure Review Guide (Attachment L) will be utilized to review Offeror's Flight and

Ground Operations Procedures.”

Since creating FGOPs requires intimate knowledge of factors peculiar to a specific contract which only an incumbent can have, and since Attachment L is used by

GFRs to review completed FGOPs, will the government please explain what evidence it expects from an offeror (whose team does not include the incumbent) to prove it “can” comply?

Answer: The GFR will not be looking for specifics on operations at Ft. Huachuca, but looking at whether or not an offeror can follow directions, and write to attachment

K in AR 95-20. This is a determination of whether the Offeror “can” comply with the safety requirements of the contract, not “is” the Offeror in compliance with 95-20."
