L.4.0 PROPOSAL GENERAL INFORMATION

http://www.lt2portal.mil/

L.4.1 In accordance with FAR Subpart 52.215-1, Instructions to Offerors – Competitive

Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the

Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

L.4.2 The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.

L.4.3 Offerors shall assume that any data they have previously submitted in response to another solicitation, whether submitted to the ACC-Orlando or another agency, should be assumed to be unavailable during this proposal evaluation and source selection process. Offerors Proposal data shall not be incorporated into the proposal by referring to another proposal or other source.

L.4.4 Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government will base its evaluation on only the information presented in the

Offerors proposal. In presenting material in their proposal, Offerors are advised that quality information is more important than quantity. Statements that the prospective offeror understands, can or will comply with the SOW, and statements paraphrasing the requirements or parts thereof are unacceptable. Elaborate brochures or other presentations, and other documents beyond that sufficient to present a complete and effective proposal are neither necessary nor desired.

L.4.5 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. It’s the Offeror’s responsibility to present enough information to be meaningfully evaluated without discussions. Features offered beyond the requirement of this solicitation will be incorporated into the awardee’s contract award.

L.5.1 Submission of telegraphic or facsimile offers is not authorized for this solicitation.

Proposals shall be mailed/delivered as follows:
