1.2 Instructions to Offerors
1.2.1 Request Contractors Perform Self-Assessment
The contractor shall conduct an overall initial self-assessment using the criteria and process identified in the Manufacturing Readiness Level Deskbook v2.4, dated August 2015
(http://www.dodmrl.com/MRL_Deskbook_V2.4%20August_2015.pdf) to address the following basic questions and be prepared to conduct a one-hour brief with the results of this questions during the site visit.
1. What is the current Manufacturing Readiness Level (MRL) for each of the key technologies being developed and each key manufacturing process being used?
2. If currently funded activities continue as planned, what MRL will be achieved for each key technology or process by the end of this acquisition phase or program? What activities and schedules are required to achieve this MRL?
3. What MRL would be sufficient for you to commit to the VTESS product baseline design?
Directions to additional materials on self-assessment can be found at http://www.dodmrl.org/.
The results of the self-assessment shall be submitted with the offeror’s proposal.
1.2.2 Data Collection Proposal Instructions & artifacts
The contractor shall provide the Government Assessment team evidence as it relates to

Among those, the Government will be evaluating such things as: process maps, proposed manufacturing plan, process capability data, yield data, technology development plans, risk reduction plans, value stream analysis, supply chain management, and quality. The Government
Assessment team will seek for existing and objective documentation that supports the Offeror’s assessment results in the key areas mentioned above (e.g., process maps, process capability data, risk reduction plans, yield data, reports, briefings, work instructions).
All collected data will be labeled ”FOR OFFICIAL USE ONLY” in accordance with procurement integrity regulations and will only be disclosed to personnel with a need to know and signed Non-
