W900KK-16-R-0003 RFP Questions 14 January 2016

1. In the December 24 government response to question #19, the government stated that “DO 0001 will have a base period no greater than 18 months; offerors will define the base period for LRIP within their proposal submissions. Subsequent options for the DO will be in sequential one year increments – with the exception on Option 4 -from the proposed delivery date for LRIP items. Based on the proposed base period, Option 4 may be less than one year. The dates will be incorporated at award.” Additionally, in the 17 December government response to questions, the government stated that “LRIP units are First Article Units”.

Question: Based on the responses to these questions, is it the government’s intention that the DO 0001 base period of 18 months (or less) is completed with the completion of First Article Test of LRIP units IAW DO 0001 SOW paragraphs 3.3.1 and LRIP IAW SOW paragraph 3.1.6.1? If not, what is the testing and/or delivery milestone that results in completion of the DO 0001 base period?

Answer: Yes

Relates to: SOW DO 0001 Section 3.1.1 and SOW LRIP Section 3.1.6.1

2. In the 17 December government response to questions, the government stated that the Independent Government Test described in DO 0001 SOW paragraph 3.3.7.1 is expected to occur after SVT but before GAT. Both GAT and SVT are currently included in the Year 1 pricing work book and B-tables. However, the DO 0001 B-tables indicate that the Independent Government Test described in DO 0001 SOW paragraph 3.3.7.1 is to be included in the NRE CLINs 1002 through 4002.

Question: Will the government please clarify?

Answer: The Independent Government Test described in DO 0001 SOW paragraph

3.3.7.1 will be conducted by the Army. The Contractor shall provide assistance as needed with the installation, operations and collection of data during component testing. The Offeror shall price the cost of "assistance" in the CLIN 0002.

Relates to: SOW DO 0001 Section 3.3.7.1

3. Question: Will the government please clarify if the Independent Government Component Validation is part of the Independent Government Testing (DO 0001 SOW paragraph 3.3.7.1)? If not, will the government please specify when and where this test is to be conducted?

Answer: No, Commensurate with CDRL A015, block 16, bullet 4: "Second Submission (Draft to support 3rd part hardware validation), due 30 days in advance of Hardware/Software component testing."

Relates to: DO 0001 Section 3.3.7.3

4. Question: On the DO 0001 Tab, Cells E49, E51, and E52 contain hardcoded values of $0.00 instead of formulas. As the cells are protected the contractor cannot fix these. Please update the workbook to calculate the Subtotals.

Answer: Attachment 13, cells E49, E51, and E52 now calculate correctly.

Attachment 13, is updated and will be provided to W900KK-16-R-0003 Amendment 0001.

Relates to: Attachment 13 Cost Price Workbook 8 Section DO 0001 Tab, Cell E49, E51, and E52

5. Question: Will the government please provide a number of base kits that the contractor will use for each option to provide an accurate PIO spares price for CLINS 1004 through 4004.

Answer: 568 base kits will be priced for the PIO spares in CLIN 0010. For evaluation purposes the following shall be priced:

2440 for CLIN 1004 5000 For CLIN 2004 498 for CLIN 3004 498 for CLIN 4004

Relates to: Attachment 13 Cost Price Workbook 8 Section DO 0001 Tab

6. Question: Will the government please provide a number of base kits that the contractor will use for each option to provide an accurate price for STTE CLINs 1005 through 4005.

Answer: 568 base kits will be priced for the PIO spares in CLIN 0011. For evaluation purposes the following shall be priced:

2440 for CLIN 1005 5000 For CLIN 2005 498 for CLIN 3005 498 for CLIN 4005

Relates to: Attachment 13 Cost Price Workbook 8 Section DO 0001 Tab

7. Requirement is: I-MILES VTESS shall provide a test kit with the capability to perform a functionality check of the I-MILES VTESS system without being installed or interfaced with a vehicle.

Questions: What should a test kit consist of? Should the test kit functionally test individual components? Where is this test kit to be priced? How many test kits should be priced? Where is this test kit to be delivered?

Answer: The test kit will depend on the offeror’s solution, but should contain everything necessary to perform the complete functionality of the I-MILES VTESS system without a vehicle. Yes, the test kit should test individual components. The test kit should be priced in the STTE CLINs 0011, 1005, 2005, 3005, and 4005. The priced test kits should be 4 for CLIN 0011, 8 for CLIN 1005, 16 for CLIN 2005, 4 for CLIN 3005, and 4 for CLIN 4005. Delivery will be Government Bill of Lading.

Relates to: Performance Specification Section 3.1

8. In Laser Pairing Analysis Field, Attachment 15, Appendix 4.0, Form D-2 in the Horizontal NM (Near Miss) profile test, the government included an Expected Result for the Horizontal NM of "Minimum of 10% and a Maximum of 25% larger in all directions than the HIT profile". This requirement exceeds the fielded IWS-2 M240 SAT NM requirement of "larger than the HIT profile".

Question: Will the government change the Expected result to match the current

IWS-2 M240 SAT requirement of "Larger than the HIT profile"?

Answer: No, the current requirement is as specified.

Relates to: ATTACHMENT_15 Laser Pairing Analysis Field SECTION Appendix 4.0

Form D-2

9. VTESS DO1 SOW Para 3.5.6 states “The Contractor shall conduct the ILT training courses developed for field maintenance personnel and users/operators function and operational capabilities.”

Questions: What are the locations of the training?

How many courses per location? How many students per course?

Is the “maintainer” course the same as the “course developed for field maintenance personnel”?

When do you intend for the courses to be conducted?

Does the Government envision the users/operators and maintainers attend one field-level O and M course?

Answer: The maintenance personnel training will be at Louisville with a single course for approximately 12 students. Yes, the maintainer course is the same as the “course developed for field maintenance personnel”. The course will be conducted after verification and validation of the training package. Users/operators will be conducted at offeror’s facilities and provided to Government. Maintainers will attend one field level course in Louisville.

Relates to: DO 0001 SOW Section 3.5.6

10. RFP L.13.0 states "The Offeror shall populate the Cost/Price workbook, provided as Attachment 13, with prices proposed for each CLIN. Only those cells which are modifiable are to be populated by the Offeror." Section M.7.0 states "The total evaluated price for this solicitation will be the summation of all priced CLINs of DO 0001 as delineated in the pricing workbook, Attachment 13."

Question: Attachment 13 Cost Price Workbook tab "DO 0001" calculates the TEP based on prices entered by the Offeror. For Option 3, CLINs 3002, 3004, and 3005, the Subtotal is hardcoded as "0" rather than calculating the quantity times the price as is done with all other Options, thereby excluding these 3 CLINs from the TEP.

Will the Government modify the TEP calculations to include CLINs 3002, 3004, and 3005?

Answer: Attachment 13, cells E49, E51, and E52 now calculate correctly.

Attachment 13, is updated and will be provided to W900KK-16-R-0003 Amendment 0001.
