| Question: | Relates to: | Answer: |
| In Table 8, the terms “N/A” in the Point Target (Effective) Range column and “effective” in the Area Target Range column for the same weapons, and how these are applied to Table 4 through Table 7, are unclear. Can the Government explain, for example, how it will verify performance for the various M2 weapons shown in Table 8? |
Attachment 6 – VTESS Performance Specification, Tables 4 through 8
| DO 0001 specification has been amended to remove the effective and suppression range to only use the Point and Area Target verbiage in Tables 4 through 8. In the case of the M2 weapon, it will not be tested as a Point Target Weapon (i.e. hit/kill percentage) but will be tested as a Area Target Weapon (i.e. hit/kill/near miss percentage). | |
| The M2 beam profile test range in Attachment 15 has been reduced to 500 meters, but this does not equate to 50% of the stated M2 effective range (1,830 meters) per Table 8 of the VTESS Performance Specification. Please correct the beam profile test range to 915 meters, or change the effective range in the Performance Specification to 1000 meters, to ensure the LPA test reflects the actual performance that must be delivered under the contract. | Attachment 15 - Laser Pairing Analysis-Field |
Table 1 and Para. 2.1.1.6
| The M2 is a unique case due to not having an effective range (point target), as a result, the specification has been clarified to state the 500 meter requirement in 3.6.1. | |
| The addition of IWS 2 SATs (M2 and M240) to Table 10 appears to be an error. These SATs are required to meet a 1.5 meter MAXIMUM laser hit profile (width) against the IWS Vest. The table now requires the same laser to have a 2.0 meter MINIMUM laser hit profile (width) against a single VTESS detector. Since it is not possible for the minimum to be larger than the maximum, please remove the SATS from Table 10 to remove this conflict. | Attachment 6 – VTESS Performance Specification |
Table 10
| Table 10 has been amended. | |
| 52.209-3(a) states: "The Contractor shall test 30 unit(s) of Lot/Item CLIN 0001 as specified in this contract." Please clarify that the 30 units for first article testing are only the base units and not any of the delta kits that are a part of the CLIN 0001 Lot. | Attachment 4 – Delivery Order 0001 |
Section I, FAR 52.209-3
| 22 Base Kits, 2 Abrams, 2 Bradley, 2 MGS and 2 ATGM kits. DO 0001 has been amended. |
| Clause H.3 requires all incurred costs for the FPIF CLIN be submitted to the Government no later than 90 days after acceptance of the First Articles for the final cost negotiation and price revision required at the completion of the FPIF CLIN work. However, as CLIN 0001 is for the full DO 0001 production and not just the first articles, only the costs incurred while producing the first article units will have been incurred by the stipulated deadline. Since most of the costs for CLIN 0001 will not have been incurred by 90 days after first article acceptance, all of the necessary data for final cost negotiation and price revision would not be available. |
Did the Government intend to make the deadline 90 days after Government acceptance of the full CLIN 0001 Lot so all costs for that CLIN would be included in the incurred cost submittal?
RFP W900KK-16-R-0003
Section H, Clause H.3
| Language in section H has been updated to clarify the requirement |
| Page 51, Attachment 5, SOW, Section 3.7 – The Contractor shall take necessary actions to facilitate transition of the system from ICS to a combination of Life Cycle Contractor Support and organic support. ...The transition effort shall include an analysis of all failures and maintenance actions undertaken during the interim support and revising technical publications subject to Government approval to reflect actual fielded experience. ...The Contractor in conjunction with a Government representative and the appropriate third party representative (TSC / LCCS Contractor / organic) shall conduct a physical inventory of Spares, ST&TE, and consumables during the transition period. |
The ICS scope of work was removed from the SOW. This paragraph requires output from ICS in order to do the analysis of failures.
Question: What is the process for collection of this data for the analysis without ICS?
| W900KK-16-R-0003 draft RFP 12-24-2015 Page 51, Attachment 5 SOW, Section 3.7 | DO 0001 SOW paragraph 3.7 and associated CDRLs have been removed. |
| Page 149, Section L.9.0– Note 2 – The Range and Laboratory Analysis events will be held at the Towns Institute Science & Technology Experimentation Facility (TISTEF) site in the Kennedy Space Center (KSC). The Offeror shall require Kennedy Space Center (KSC) badges to enter the facility at TISTEF. It is recommended that the Offeror get their badge one day prior to their scheduled Laser Pairing Analysis date. The Offeror’s team information (see Note 5) shall be given to the Contracting Officer when scheduling the pairing analysis. |
Question: The Reference in Note 2 should be to Note 4 versus Note 5. Please confirm.
| W900KK-16-R-0003 draft RFP 12-24-2015 Page 149, Section 9.0 Note 2 | RFP L.9.0 has been updated. |
| Page 150, Section L.10.0 Note 1 – The Production Capability Assessment requires an initial self-assessment and briefing. The contractor shall include the results of the initial self-assessment and briefing with its proposal in Volume II. |
Question: Please confirm that the initial self-assessment and briefing are to be included in proposal Volume III and not Volume II.
| W900KK-16-R-0003 draft RFP 12-24-2015 Page 150, Section 10.0 Note 1 | RFP has been corrected. |
| Attachment 13 is password protected and therefore does not allow the offeror to adjust the print area on DO 0001 to display visibly on a printed page. The current print area does not print the last 10 columns of the spreadsheet. Also, the column width in some columns does not accommodate full answers. |
Question: Will the Government please address these problems and reissue Attachment 13?
| W900KK-16-R-0003 draft RFP 12-24-2015 Attachment 13 | Attachment 13 has been updated |
| Page 156, Section 12.0 - Offerors shall submit a list of all Government contracts (prime and major subcontractors, in performance or awarded, during the past 3 years), which are relevant to the efforts required by this solicitation. Relevant efforts include such things as Product Line Development, Product Line Management, Configuration Management, Architectural Development, Architecture Management, Live Training Engagement Composition (LTEC) development, IA System Certification, Army Live Collective/Individual Training and Training Systems (development, integration, fielding, sustainment, etc.), and Live, Virtual & Constructive Interoperability.. |
Question: In order to provide a more thorough review of the most relevant contracts, will the Government consider limiting the response to a maximum of 10 contracts?
| W900KK-16-R-0003 draft RFP 12-24-2015 Page 156, Section 12.0 | The Government has reviewed the recommendation. The RFP will stand as written. |
| Page 1, Question 2 from IMILES VTESS DRAFT RFP questions dated December 7 - Reference Production Capability Assessment. Response Answer: The Government intends to visit all of the production facilities that the offeror is describing to be used for the VTESS production. DCMA will support PEO STRI in accomplishing this mission. The only location where DCMA is unlikely to go is Mexico, in this situation, PEO STRI will supply the appropriate resources to accomplish the mission. |
Question: To ensure fair and consistent evaluation of the Production Capability Assessment (PCA) of offeror's facilities, would the Government consider using a single evaluation agency for all sites and not a combination of DCMA for some sites and PEO STRI for Mexico?
| Question 2 from IMILES VTESS DRAFT RFP questions dated December 7 | The Government intends at least one consistent person across all Production Capability Assessments. All Government representatives will be using the IMILES VTESS Section L to execute the PCA. |
| Page 31, Attachment 6, Section 3.6.1, Delivery Order 0001 Performance Specification |
Question: Should the IWS2 M2 SAT and IWS2 M240 SAT be removed from the Target Hit Table, Table 10, as these laser transmitters are not set up to be profiled for vehicles with a horizontal aspect?
| W900KK-16-R-0003 draft RFP 12-24-2015 Delivery Order 0001 Performance Specification | Table 10 has been amended. |
| Page 18, Attachment 6, Section 3.4.8, Delivery Order 0001 Performance Specification - IMILES VTESS shall interface with the DIFCUE, Device number 06-69 (Ref: 9721801C - Prime Item Function Specification for the Keyless Direct/Indirect Fire Cue). IMILES VTESS shall provide the capability via Controller Mode to enable or disable the DIFCUE functionality. IMILES VTESS operation, with the exception of the DIFCUE not firing, shall not be affected when the DIFCUE is not connected. |
When the IMILES VTESS DIFCUE functionality is disabled, IMILES VTESS shall not generate a message to fire the DIFCUE under any circumstances. When enabled, the DIFCUE interface shall:
1. Generate a firing command in response to a catastrophic kill assessment by the IMILES VTESS.
2. Generate a firing command in response to the appropriate message from the instrumentation system IAW the IS-TESS Interface Standard, PRF-PT-00552.
3. Not generate a firing command in response to a MCC Universal Kill.
4. Notify the operator through the IMILES VTESS BIT if the DIFCUE is not connected to the IMILES VTESS.
Question: Does the Government expect the DIFCUE to be powered by the VMC, and if so, does the offeror need to provide a power cable as part of the Base Kit?
| W900KK-16-R-0003 draft RFP 12-24-2015 Delivery Order 0001 Performance Specification | Yes, the IMILES VTESS will be required to power both the DIFCUE and MGSS. Yes, a cable will need to be provided. |
| D0001 SOW, para 3.3.7.1, page 34 states: “The Government will require IMILES VTESS to be independently tested by the Army Test and Evaluation Command.” “The contractor shall provide assistance as needed…” |

o Section I page 88 -FAR 52.227-14 Rights in Data – General – DRFP o Section I page 88 - FAR 52.227-17 Rights in Data – Special Works - DRFP o Section I page 96 - FAR 52.227-23 Rights to Proposal Data - DRFP The FAR clauses conflict with the corresponding DFARS clauses which are included in the RFP.
| ATTACHMENT: DRFP (W900KK-16-R-0003_IMILES_VTESS_IDIQ_17_DEC_2015) Section I, pg 88 | The RFP has been amended to use DFARS 227.4 guidance. | |
| Is it the Government’s intent that Offeror must bid exactly four (4) quantity ranges (per “range Pricing” worksheet of Attachment 13)? | ATTACHMENT: 13 (Cost Price Workbook), Range Pricing tab | yes |
| Is it the Government’s implication that the highest of quantity ranges incorporate a max quantity of 25,000? | ATTACHMENT: DRFP (W900KK-16-R-0003_IMILES_VTESS_IDIQ_17_DEC_2015), Section B.2-Range Pricing, pg 3 | yes. |
| "The current draft RFP includes FAR 52.225-1 Buy American – Supplies, certification at FAR 52.225-2, Buy American Act Certificate, as well DFARS 252.225-7021 Trade Agreements. As noted below, based on the value of the procurement and the types of products being acquired, the procurement should only be subject to the Trade Agreements Act (TAA) and its implementing clauses and certifications, instead of the Buy American Act. |
-Pursuant to FAR 25.402, DFARS 225.103(a)(i)(B) and DFARS 225.403, the BAA does not apply if the procurement is covered by a trade agreement, including the World Trade Organization Government Procurement Agreement (WTO GPA). Please see FAR 25.402(a) (“In acquisitions covered by the WTO GPA, Free Trade Agreements, or the Israeli Trade Act, the USTR has waived the Buy American Act and other discriminatory provisions for eligible products.”) -As set forth in FAR 25.402(b), procurements of supplies and services are covered by the WTO GPA if the value of the procurement is in excess of $202,000. In this case, given the number of training devices to be acquired, the value of the procurement is estimated to be well in excess of $202,000.
-This procurement is for training aids and devices, and has been categorized by the Army under FSG 69, “Training aids and devices” – a category of end product that is specifically identified in DFARS 225.401-70 as a type of end products that is “covered by trade agreements if the value of the acquisition is at or above the applicable trade agreement threshold and no exception applies.”
Because this procurement is for a type of product that is covered by trade agreements as set forth in DFARS 225.401-70 and because the value of the procurement is in excess of the applicable dollar threshold established by the WTO GPA, we respectfully request that the final RFP be amended to delete the following clauses:
-52.225-1 Buy American Act – DRFP, Section I page 96 -52.225-2 Buy American Certificate – DRFP page 122

| What are the procedures for booking the ARL IMILES Lab for end-to-end testing of our VTESS equipment? | ATTACHMENT__16__________ SECTION________ | For the purposes of source selection, the procedures are defined in section L of the RFP. The Government will provide a date and time upon an offerors intent to bid email following the release of final RFP. The offerors will not be provided access to the I-MILES Lab for their own end-to-end testing prior to completion of source selection. Thereafter, I-MILES Lab access is coordinated through PM LTS. |
