Extend Proposal Due

Date General

As a result of the COVID-19 pandemic, worldwide restrictions for travel, mandatory workforce shortages, and limited contact with individual workforces, offerors will be significantly challenged to provide the best value solution to the Government. Would the Government please consider extending the proposal due date?

RFP extended 30 days through 14May2020.

Update 26-May: extended through 12Jun2020, 12:00PM local time.

Extend Proposal due date General

Given the worldwide COVID-19 pandemic, the following conditions exist:

- Limitations on Interviewing and testing Key Personnel

- No travel allowed for proposal and capture teams

- Minimal in-office collaboration between teammates

- Limited ability to do internet-based solutioning

- No travel between Germany and other locations

For all of these reasons, compounded by the Government's (expected) similar difficulties in having time to respond to questions in a timely manner, we respectfully request a 45 day extension and adjusted submittal date of 30 May 2020. Reference: "RFP due 14 April 2020". Worldwide Coronavirus restricts travel and in-person office work.

RFP extended 30 days through 14May2020.

Update 26-May: extended through 12Jun2020, 12:00PM local time.

Offeror is required to be registered in SAM. Therefore, offeror is not required to fill-in provisions in Section K. Offeror shall only submit the complete fill-in under 252.229-7001.

Section L will be revised to reconcile with this answer.

108 Section L RFP Section L, L.1.a Submission

Background: The Final solicitation specifies that proposals shall only be submitted via email. Based on the estimated size of offeror proposals, this may cause information to be lost through email transmission.

Question: Will the Government consider changing the primary proposal submission method to DoD SAFE? It benefits both offerors and the Government by validating submission times, file size, naming conventions, and file quantities. The RFP states servers routinely block files over 7MB; this method will provide all offerors and the Government the ability to validate submissions at one time rather than across multiple emails and help eliminate the potential for incomplete submissions.

Section L is revised to allow for the submittal of offers by DoD SAFE. See revised Sections L.3.b and L.3 c in the solicitation.
