Relevant scope means contracts performed for facility maintenance, repair, and minor construction. Relevant size means contracts with an estimated annual value equal to or greater than $30 million. The Government will not consider the aggregate annual value of multiple contracts to determine relevant size. 2) (Phase-In) The Offeror shall address their understanding of the requirements to obtain system access to General Fund Enterprise Business System (GFEBS) and their plan to ensure that the Offeror has GFEBS access and will be at 100% GFEBS trained to complete PWS requirements by end of Phase-In Period.

3) A schedule of key events and personnel actions during the phase-in period. The phase-in period shall not exceed 90 days.

A major functional area is defined as those functional areas that have their own annex in the PWS (e.g., Ground Maintenance, Pavement Clearance, etc). Offeror shall identify the specific functional area of the PWS (Annex) that will be performed by subcontractors. Offeror shall include the letter of commitments, and shall, at a minimum, address the qualifications and capability of the proposed subcontractors. The letter of commitment shall:

i. Include the legal name of the entities.

ii. Identify the major functional area that the subcontractor will perform and the percentage of the total effort under the functional area.

3) Offeror’s plan shall describe its procurement process for selecting subcontractors for PWOs. The plan shall address offeror’s proposed effort to share with the Government price and/or cost data from subcontractors in order to determine price reasonableness for PWOs. The plan shall also address offeror’s efforts to reduce cost to Government for subcontractor efforts on subcontracted PWOs.

5. VOLUME II – Price. The offeror shall include in its Price Proposal the following submittal requirements:

a) Completed Price Book (Attachment 04).

1) Offeror shall complete and submit the Excel spreadsheet, Attachment 04, Price Book. The spreadsheet includes multiple worksheets which must be completed. The spreadsheet contains six (6) tabs that require fill-in by the offeror. Each tab is labeled to the corresponding CLIN in Section B. Offeror shall submit the Price Book spreadsheet in MS Excel format (Microsoft Office Version 2016 compatible) and must be editable by the Government.

2) Offerors shall include pricing for all resources necessary to accomplish work required by the PWS. This include fully-burdened rates and other direct costs (ODCs). All unit prices and rates that comprise the Total Evaluated Price (TEP) are contractually binding except for Material in CLINs 0003 and 1003. An omitted price may result in proposal elimination.

3) CLINs 0020 – 0022 and 1020 - 1022 are for a firm fixed price to execute

PWOs, whether self-performed or performed by subcontractors. The price of each PWO will consist of two (2) elements:

i. the proposed unit price for each PWO as listed in the Price Book CLINs

0020 – 0022 and 1020 - 1022. This proposed price must account for offeror’s indirect costs associated with PWO effort.

ii. the cost for direct labor and material if self-performed by the awardee, or the cost of subcontractors efforts. The cost under this element will be negotiated between the Government and the prime contractor before the execution of the PWO is authorized by the Government.

The only element of the PWO pricing that counts toward the TEP is element 1, the proposed unit price for PWOs. Offeror is required to submit in the Price Book, CLINs 0020 – 0022 and 1020 - 1022, its proposed unit prices for PWOs that will account for Element 1 of the PWO pricing during contract performance.

4) Offeror shall propose fully-burdened rates for CLIN 0018.

b) Pricing Assumptions – Offeror shall summarize all significant pricing assumptions, scope limitations and/or qualifications of the Price Proposal.

Cost or Pricing Information Requirements – In accordance with FAR 15.402, 15.403- 1(b) and 15.403-3(a), “information other than cost or pricing data” may be required to support price reasonableness. If, after receipt of proposals, the Contracting Officer determines that there is insufficient information available to determine the reasonableness of the proposed pricing, the offeror may be required to submit additional information other than cost or pricing data. If, during the source selection process, the Contracting Officer determines that adequate competition no longer exists, then cost or pricing data may be required.

Offerors are on notice that RFP Section B shall not be filled out. All pricing will be contained in the Price Exhibits.

6. VOLUME III – Past Performance. This volume shall contain past performance information regarding similar contracts. Offeror shall submit a list of Government and/or Commercial contracts on which offeror itself served as either the prime, as a major subcontractor, or as part of a Joint Venture, in performance and/or completed during the past five (5) years, from the date of solicitation issuance, which are relevant to the efforts required by this solicitation.

Offeror shall also submit a list of Government and/or Commercial contracts on which its Major Subcontractor(s) served as either the prime, as a major subcontractor, or as part of a Joint Venture, in performance and/or completed during the past five (5) years, from the date of solicitation issuance, which are relevant to the efforts required by this solicitation.

The Government will assess for relevant past performance in terms of scope and magnitude. Relevant scope means contracts performed for facility maintenance, repair, and minor construction. Relevant magnitude means contracts with an estimated annual value equal to or greater than $30 million. The Government will consider the aggregate annual value of multiple contracts to determine relevant magnitude.

This volume shall be organized into the following sections:

a) Section 1 – Contract Descriptions. This section shall include the following information in the following format.

1) Contractor/Subcontractor place of performance, CAGE Code and DUNS Number. If the work was performed as a subcontractor, also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone and fax numbers).

2) Government or equivalent commercial entity contracting activity, and current address, Procuring Contracting Officer’s name, e-mail address, telephone and fax numbers.

3) Government’s or equivalent commercial entity’s technical representative/COR and current email address, telephone and fax numbers.

4) Government or equivalent commercial entity contract administration activity and the Administrative Contracting Officer’s name, and current e-mail address, telephone and fax number.

5) Government or equivalent commercial entity contract administration activity’s Pre-Award Monitor’s name, and current e-mail address, telephone and fax numbers.
