(a) All proposed prices shall be entered into the price matrices at Attachments 0028-0031 and 0032-0035. If the Offeror is requesting indemnification, Attachments 0040-0043 as well.
(b) Unit prices under this acquisition shall not contain more than four (4) decimal places.
(c) Evaluation quantities and weights are included in the price matrices and are provided for evaluation only. The evaluation quantities and weights are estimates based on planning quantities at this time and are not obligatory under this contract; they are not binding and shall not be relied upon for execution purposes. Not meeting, or exceeding, the evaluation quantities should be expected and will not constitute revision of the price matrices. If the Government's requirements do not result in orders for the estimated evaluation quantities, it shall not constitute the basis for an equitable price adjustment. All orders placed against this contract are subject to availability funds.
(d) A quantity of 30,000,000 rounds (total of all 5.56mm, 7.62mm, .50 Caliber, .30 Caliber, and .22 Caliber combined) will be awarded in the initial award to achieve the minimum under the IDIQ in accordance with FAR 16.504(a)(2).
(e) FFP with EPA Delivery Orders (DO) and DO modifications will be utilized to place requirements for small caliber ammunition based on the quantities and FY the DO is placed. Ordering periods correlate to the Government's fiscal year, 01 October through 30 September.
(f) Production Base Support (PBS) efforts (inclusive of Modernization projects) will be awarded via separately priced FFP or Cost
Reimbursable plus Fee (fixed or incentive), direct funded modifications as projects are funded and negotiated.
(g) The Government may require engineering analysis and the procurement of components and raw materials. Such efforts will be awarded via separately priced FFP or Cost Reimbursable plus Fee (fixed or incentive), direct funded modifications as efforts are funded and negotiated.
(h) DOs and CLINs will be assigned as follows:
DO 01 FY2020 Production: 01XX
DO 02 FY2021 Production: 02XX
DO 03 FY2022 Production: 03XX
DO 04 FY2023 Production: 04XX
DO 05 FY2024 Production: 05XX
DO 06 FY2025 Production: 06XX
DO 07 FY2026 Production: 07XX
DO 08 FY2027 Production: 08XX
DO 09 FY2028 Production: 09XX
DO 10 FY2029 Production: 10XX
DO 11 CIP/CUP: 11XX
DO 12 Modernization: 12XX
DO 13 PBS: 13XX
DO 14 ARMS: 14XX
DO 15 Production Improvement: 15XX
DO 16 Miscellaneous Support: 16XX
(i) Unit prices are effective for each Government FY. DOs and DO modifications placed against the contract will always reflect the current cumulative family total of the delivery order. If a new order changes the quantity range of a family within the same DO, the price of all previously awarded quantity within the DO will be adjusted accordingly (downward only). Families are established as 5.56mm;
7.62mm/.30 Caliber; .50 Caliber; and .22 Caliber.
Example (all quantity ranges/prices are for illustration purposes):
DODIC A059 DODIC AA33
Range Unit Price Range Unit Price _____ __________ _____ __________
1-50 $0.50 each 1-50 $0.39
51-99 $0.48 each 51-99 $0.34
100-200 $0.46 each 100-200 $0.29
On 30 Oct 2019, the Government issues a DO for 45 cartridges of A059 at $0.50 each. On 02 Jan 2020, the Government issues a modification to the same DO for 40 cartridges of AA33. As both DODICs are within the 5.56mm family, both of their quantities count towards the cumulative family total, resulting in a total family quantity for that DO of 85 cartridges. The 40 cartridges of AA33 are awarded at a unit price of $0.34 each and the price for the initial 45 cartridges of A059 is adjusted from $0.50 each to $0.48 each.
(j) All matrix unit prices are subject to an Economic Price Adjustment in accordance with Narrative I0001, Economic Price Adjustment -
Material.
7 215
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
(k) In addition to an EPA Adjustment, the following items are also subject to a currency fluctuation adjustment as outlined in Narrative
I0002, Currency Fluctuation Provision: A606, A607, AA06, AA41, AA50 and AA58.
(l) The following family maximum quantities apply in each DO period. Offerors are advised that the Government is not obligated to award any quantities beyond the guaranteed minimum for IDIQ CLINs, and the Government has no minimum obligation for the Requirements CLINs.
5.56mm: 1,320,000,000
7.62mm/Caliber .30: 230,000,000
Caliber .50: 75,000,000
Caliber .22: 6,000,000 _____________
Total: 1,631,000,000
(m) The ranges identified for each DODIC within the price matrices serve as the cumulative family ranges; accordingly, the maximum identified for each DODIC is the maximum for the family, not the individual DODIC. The contractor is only required to deliver up to the family maximums per DO in accordance with the delivery terms outlined in the contract.
(n) Any cost impact due to configuration change(s) during contract execution will be limited exclusively to the costs directly attributable to the change(s), will require substantiation, and will be negotiated in accordance with the Changes Clause (52.243-1, Changes-Fixed Price). Any additional production orders resulting from a configuration change(s) will be considered as part of the applicable cumulative family total.
*** END OF NARRATIVE B0001 ***
INDUSTRIAL CAPACITY___________________
The current LCAAP production capacity is approximately 1,625,000,000 cartridges per year based on a 3x8x5 shift (or equivalent), nominally comprised of 1,320,000,000 5.56mm cartridges per year; 230,000,000 7.62mm cartridges per year; and 75,000,000 .50 Caliber cartridges per year. The Contractor is required to retain the approximate production capacity for the duration of the contract, or until such time as new requirements or other capacity planning/retention criteria are implemented under this contract. Retention of capacity is satisfied if the equipment and facilities comprising the 1,625,000,000 cartridge capacity are a) being operated for this contract or approved commercial and 3rd party/facility use production, and maintained in accordance with the contract or b) idle, but adequately protected from physical degradation and unauthorized borrowing of machine parts. Retention of capacity is subject to Government audit.
Additionally, it is the Army's intent that idle portions of the equipment and facilities comprising the 1,625,000,000 cartridge capacity be eligible for consideration for Layaway of Equipment and Facilities and associated Maintenance of Laidaway Equipment and Facilities under the PBS program, subject to the availability of appropriated funds.
