Utilities and Energy:
Paragraph 2.4
Paragraph 2.4 states, “The Contractor shall meet the requirements established in the Energy Independence and Security Act of 2007; the Army Energy and Water Campaign Plan for Installations, Dec 2007; AR 420-1, and the Energy Policy Act of 2005.”
EISA of 2007 included a mandate to reduce energy consumption. Has the mandate been met? What are the requirements in the up-coming fiscal years?
Section 431 of EISA requires a 30% usage reduction by 2015. Since LCAAP is an industrial manufacturing facility with continuous changing production volumes, it is difficult to ensure a flat reduction as orders fluctuate. Therefore, modern energy management practices guide us to normalize the energy data on a per pound of product basis as an energy performance indicator. Tracking in this manner, LCAAP achieved the EISA 07 goal.
2 General
During Industry Day #3, the Government indicated two MCH-240 tracer loading machines are still in storage at LCAAP. Are there other Government owned machines and equipment that are laid away? Can the Government provide a list of this equipment and its location?
None of the Government owned equipment at LCAAP is laid away. All active Government owned equipment, including its location, is listed in Attachment 0023. The two noted Manurhin tracer charging machines are located in warehouse 121G; but are not listed on Attachment 0023 because they have been declared excess and removed from the active equipment records in order to be dispositioned.
