Additionally, please be advised that when using the PIEE Solicitation Module, the user's e-mail address in PIEE must match the e-mail address on file in SAM.gov. Also, be advised that submitting files to the Unsolicited Proposal Module will NOT CONSTITUTE a responsive submission to this solicitation. The Proposal Manager must ensure that his or her profile is complete and has been updated as is necessary to ensure a compliant submission in accordance with this solicitation and is highly encouraged to take steps to do so at the earliest opportunity.

OFFERORS ARE STRONGLY ENCOURAGED TO AVOID WAITING UNTIL THE LAST MINUTE TO ATTEMPT TO TRANSMIT THEIR PROPOSALS. TECHNICAL ISSUES WITH UPLOAD MAY RENDER YOUR PROPOSAL TO BE LATE.

For the purposes of establishing whether a proposal submission is considered timely, the Government considers the date and time the submission is completely uploaded into the PIEE website. For multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the PIEE website. Do not assume that electronic communication is instantaneous. It can take several hours for completion of upload.

The Government intends for PIEE to serve as the primary means for submitting the proposals. Accordingly, proposals received by email, modifications thereto, or cancellations of proposals will not be accepted unless the offeror sends an email containing the required mailto:disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil proposal documents along with an explanation as to why the proposal was not submitted via PIEE. Emails are to be sent to the Contract Specialist and the Contracting Officer and must be received by the Government electronic infrastructure prior to the exact time set for receipt. The offeror will be solely responsible for ensuring that the email and the proposal in its entirety are received timely. The emailed version will then serve as the offeror's official submission.

The Government is not responsible for submissions delivered to any location or to anyone other than those designated to receive proposals.

1.3 NAMING CONVENTION: To ensure submissions are received and processed appropriately, it is important that interested parties CAREFULLY ensure their electronic files adhere to the following naming convention. Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11” The following additional restrictions apply:

b. Content Requirement. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:

2.1. VOLUME I –SUBMISSION REQUIREMENTS (TECHNICAL PROPOSAL, FACTORS 1-4):

2.1.1 For purposes of this solicitation, an “offeror” may include a group of two (2) or more entities that have formed a “contractor team arrangement,” as the term is defined in the Federal Acquisition Regulation, Part 9.6. In the case of entities that have formed a contractor team arrangement, the experience and performance history of any member of the team, whether or not gained while working with the other member(s) of the currently proposed contractor team arrangement, will be considered as a part of the evaluation of the offeror’s proposal.

An offeror that relies upon the experience and performance history of a member, members or affiliates of a proposed contractor team arrangement must provide a teaming agreement or commitment (in the case of any affiliates) signed by all parties. The teaming agreement/commitment shall:

a. Identify the legal name(s), UEI number, and cage code(s) of all entities.

b. Describe the nature of each entity’s relationship (partnership, joint venture, prime/sub or mentor/protégé) and their role on this project as a part of their proposal. The offeror will be expected to maintain that arrangement during performance of any contract awarded to that offeror under this solicitation.

c. The estimated percentage of work to be completed by each member submitted for the solicitation.

The following are to be used in determining the status of the Offeror’s team for evaluation of project submissions under Factor 4:

• In the case of contractor team arrangements involving a prime contractor and subcontractor(s), where the prime contractor submits the proposal in response to this solicitation, the prime contractor is considered the “prime offeror”.

• In the case of joint ventures, the “prime offeror” experience can come from any of the entities involved in the venture.

• In the case of mentor/protégé relationships, the relationship must be established by the two offerors and approved by the Small

Business Administration (SBA) prior to proposal submission. Once the relationship has been approved, the “prime offeror” experience can come from any of the entities involved in the relationship. The approved mentor/protégé document from the Small Business Administration (SBA) must be submitted along with the teaming agreement.

• In the case of contractor team arrangements involving a prime contractor and subcontractor(s), where the experience (submitted project) comes from a subcontractor , the subcontractor shall submit the final cost of the work executed within the project along with the total project cost. Submission must comply with requirements under this section.

• In the case of offerors that are large, multi-functioning firms (consisting of subsidiaries), experience must only be submitted by the segment of the firm (e.g., division, group, unit, office) submitting a proposal in response to this solicitation.

• In the case of affiliates, past performance of an offeror’s “affiliate,” as that term is defined in FAR 2.101, will be evaluated (as described within this section) if the offeror demonstrates a firm commitment that the affiliate will participate meaningfully (e.g.

roles, responsibilities, etc.) in the performance of the contract. This commitment, nature of each entity’s relationship, and meaningful participation shall be described in a document signed by authorized representatives.

2.2. FACTOR 1 – TECHNICAL APPROACH (STAGE ONE):

2.2.1 In responding to this factor, the objective should be to instill confidence that the offeror thoroughly understands the requirements of the solicitation, has the adequate resources to execute, and has the expertise and experience required to successfully satisfy or exceed the solicitation requirements within the required period of performance (See Section 00700, FAR Clause 52.211- 10).

The offeror must submit a Technical Approach Plan, in a narrative form, to describe how the offeror intends to execute the project.

The technical approach must describe in detail how the offeror intends to perform key construction activities which includes, at a minimum:

• Installation of the utility bridge, sanitary siphon, 48-inch water main relocation, and channel walls.

• Construction of drilled shaft walls using slurry fluids.

• Noise and vibration controls during the sheet piles and drilled shafts installations.

• Erosion control placement in wet.

• Water diversion, surface and ground water control.

• Electrical utility relocation including coordination with local agencies and utility owners.

• Material excavation and disposal including procedures and equipment. Include methods of disposal using barges (Ocean disposal and disposal at La Chuleta or approved disposal site) and trucking as applicable.

The areas of work identified above represent areas of particular concern to the Government. Therefore, for each such area of work, the offeror must affirmatively explain whether it intends to self-perform the work or whether it intends to subcontract the work. If the offeror intends to subcontract the work, the offeror must identify the subcontractor proposed and submit a letter of commitment from that contractor using the template in Attachment 2.

2.2.2. The Technical Approach Plan must include a schedule narrative describing the construction sequence /process for successful completion of the project within the duration shown in FAR 52.211-10. The sequence of activities must represent work through the entire project from mobilization to demobilization and provide the basis for proposed timeframes of required work items proposed in the Construction Schedule, including all assumed contingencies.

2.2.3. In support of the sequence of activities, offers must include a conceptual construction schedule in the form of a Gantt, Pert, or similar graphical timeline. This summary schedule is used for evaluating the offeror’s proposal for reasonableness; the successful offer will, after contract award, replace the proposed construction schedule with a project schedule in accordance with contract requirements after award. The purpose of the conceptual construction schedule is to evaluate the offeror’s approach to satisfying the project requirements within the Period of Performance provided in the maximum contract duration, to review logic between activities, sequence of work, and evaluate the offeror’s understanding of the overall project requirements and constraints.

At a minimum, the construction schedule must clearly show the interdependence of activities (i.e schedule logic) and start and completion dates for the activities listed in paragraph 2.2.1, as well as the following:

a. Project initiation activities and demobilization of all work items

b. Preconstruction submittals (e.g., Accident Prevention Plan, Environmental Protection Plan, Quality Control Plan, etc.).

c. Critical submittals (e.g., Dewatering Plan, long lead items, Traffic Control Plan, Preconstruction Logistic Plan, Drilled Shaft

Installation Plan, etc.).

d. Procurement and delivery of long lead items.

e. Channel Excavation and material disposal.

f. Temporary sheet pile installation.

g. Drilled shaft installation.

h. Construction of the utility bridge.

i. Construction of transitions.

j. Utility relocations including the electrical and 48-inch water main.

k. Installation of the sanitary siphon including the required temporary cofferdam.

2.3. FACTOR 2 – ORGANIZATIONAL STRUCTURE AND QUALITY CONTROL (STAGE ONE):

2.3.1. Provide and organizational chart to include, at a minimum, all key personnel, and major subcontractors (and subcontractor key personnel). Provide a narrative describing lines of authority throughout key personnel and both internal and external lines of communication. This should provide a clear understanding of means of directing work internally as well as intended method of communicating with USACE counterparts, subcontractors and suppliers, and local organizations and authorities.

2.3.2. In a narrative form, describe the team’s quality control approach, corporate systems and/or processes, and capabilities to maintain quality control of construction. Describe the proposed quality control organization, including the proposed staffing plan to include positions, roles, and responsibilities.

Provide information on how you will handle internal and external requests for information, shop drawings, submittal reviews, progress meetings, contract completion, closeout, as- built, and completion documentation. Proposal must demonstrate adequate quality control processes to give the government confidence of the offeror’s ability to successfully manage the material submittal process and ensure subcontractor compliance with contract documents.

Provide a detailed explanation of how quality issues are dealt with on various types of construction projects for all items identified above and inspections, correction of non-compliant work, and how you intend to ensure non-reoccurrence and reporting of quality problems to Government officials. There is no need to submit a quality control plan or proposed staff resumes as the successful offeror will provide that after award.

2.3.3 A letter of commitment (Attachment 2) shall be included for each subcontractor performing one or more of the key construction activities identified under paragraph 2.2 Factor 1 – Technical Approach. A letter of commitment is defined as a letter from a subcontractor on official company letterhead addressed to the offeror as the prime contractor, identifying the work the subcontractor intends to perform, and stating that the subcontractor is willing to be bound to perform the identified work if the offeror is awarded a contract. A letter of commitment simply stating that a subcontractor commits to submit pricing to the offeror does not satisfy this requirement.

Identify the work intended to be self-performed by the prime offeror (Refer to Section 0700, FAR Clause 52.236-1).

2.4 FACTOR 3 – RISK AND RESOURCE IDENTIFICATION (STAGE ONE):

2.4.1. Provide a narrative outlining major risks and challenges related to the key activities identified in Factor 1 as well as the environmental and administrative conditions that may affect work. Narrative should include discussion of how risks will be mitigated proactively to prevent delays in work.

2.4.2. Provide a narrative describing means of identification, procurement, storage and transportation of key materials, equipment, and resources. Include discussion about identifying sources of general and skilled labor considering the availability and utilization of local resources, and any associated risks identified.

2.5 FACTOR 4 – PAST PERFORMANCE (STAGE ONE) NO PAGE LIMIT:

2.5.1. The submitted material must be organized sequentially under tabs for each numbered…
