About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes performance standards, sampling methods, and acceptable quality levels (AQL) for various transportation and logistics services. The document is organized by operational category and specifies timeliness and quality requirements for contractor performance.
Under Transportation-General, contractors must deliver reports and statistical data by the due date with 95% AQL, inspected on a quarterly basis. Personal Property Operations requirements include counseling customers within specified timeframes (99% AQL for general counseling, 90% AQL for personnel counseling on pickup/delivery/storage), handling sensitive/Blue Bark shipments with 100% AQL, preparing shipment applications and PPM requests with 95% AQL, and conducting QC inspections on personal property movements (50% AQL for standard shipments, 100% AQL for Blue Bark/Gold Star/safety moves). Excess costs collection via DD Forms 139 and 1131 require 100% AQL, and extension requests must be processed within 5 business days with 90% AQL. Motor Pool Operations standards cover GSA vehicle control and accountability (99% AQL), hand receipt maintenance (98% AQL), vehicle pickup/delivery within 5 business days (98% AQL), annual vehicle justifications per AR 58-1 (100% AQL), safe vehicle operation (99% AQL), and maintenance scheduling with 5-day advance user notification (95% AQL). Cargo Movements requires military cargo routing per DTR Part II with 100% AQL and hazardous materials handling by certified preparers with 100% AQL. Container Yard Operations standards specify container transportation meeting deployment requirements (99% AQL), ISO container/MILVAN control document preparation (100% AQL), and ISO container inspection/certification within 2½ years per CSC standards (95% AQL). All surveillance activities employ random sampling methods with lots defined at the time of surveillance.
