About this file

This is a labor rate build workbook template for the eCRAFT (Electronic Contracting for the Army's Requirement for Tailored Enterprise) system, designed to guide contractors in developing fully loaded labor rates for federal proposals.

The workbook provides detailed instructions for crosswalking contractors' internal Labor Category Assignments and Titles (LCATs) to eCRAFT LCAT equivalents and constructing hourly rates that incorporate direct costs, fringe benefits, overhead, Subcontractor Handling Charges (SHC)/Material Handling Charges (MHC), General and Administrative (G&A) expenses, and fee/profit. The template demonstrates the rate-building methodology through sample entries including Accounting Clerk positions, Acquisition Cost Estimators, and various analyst roles, with both prime and subcontractor labor classifications. Key columns address work location designation (Government Site or Contractor Site), performer type (Prime or Subcontractor), Full-Time Equivalent allocations, productive hours, proposed hours, direct labor rates, fringe rates (15.00% base period), overhead rates (22.50% on-site, 28.00% off-site for base period), SHC rates (2.22% base period), G&A rates (13.00%), and fee rates (5.50%). The workbook includes a comprehensive eCRAFT LCAT reference catalog of over 500 job classifications spanning administrative, technical, skilled trades, professional, and specialized positions. An Indirect Rate Sheet and Direct Labor Rate Sheet provide escalation factors (ranging from 1.25% to 2.00%) across multiple contract periods including base period and four option years. The submission requires contractors to input eCRAFT LCATs, proposed hours, and fully loaded labor rates into the Army's eCRAFT Labor Rate Workbook, with particular focus on columns addressing crosswalk alignment, hours, and fully loaded rates.
