About this file
This document is a Performance Work Statement (PWS) Annex A detailing the Maintenance Performance Requirement Summary (PRS) for equipment repair shop operations and materiel maintenance services. The PRS establishes quality standards, sampling methods, and acceptable quality levels (AQL) for six primary maintenance categories.
Under Materiel Maintenance – General, the contractor must establish and operate equipment repair shops with quality standards aligned to Army Regulation (AR) 750-1, DA Pamphlet 750-8, and applicable publications, using random sampling with 95% AQL for both shop management and technical inspection tasks. The Materiel Maintenance Support section requires repairs to be performed in accordance with maintenance requests and equipment Technical Manuals (TMs), Technical Bulletins (TBs), and OEM equivalent publications, with random sampling and 95% AQL, while also achieving minimum rejection rates of 97% for mechanical work and 98% for electrical work to ensure first-time pass rates. Materiel Maintenance – Programs/Efforts encompasses base operations metrics with timeliness and quality standards (95% AQL), tire maintenance per TM 9-2610-200-14 (95% AQL), wheel alignment support (95% AQL), and glass repairs to original design configurations with air and watertight seals (95% AQL). The Allied Trades section covers welding and nondestructive testing performed by AWS-certified welders and ANSI/ASNT CP-189 certified persons (95% AQL), while Repair Parts and Materiel Management requires Standard Pricing item management in compliance with DFAS-IN Regulation 37-1 Chapter 13 (95% AQL). Production Control operations must manage maintenance workload effectively with technically capable personnel and multiple equipment receiving points, meeting work completion timelines with 95% AQL. All requirements employ random, periodically scheduled surveillance sampling of in-process and completed work, records, logs, and files.
