About this file

This document is a Preaward Survey of Prospective Contractor Accounting System Checklist used to assess whether a contractor's accounting system is adequate for cost-reimbursement type federal contracts.

The checklist evaluates 15 core accounting system requirements organized into five categories. Item 1 addresses compliance with generally accepted accounting principles. Item 2 contains 10 sub-items (a-j) covering essential accounting functions: segregation of direct from indirect costs, identification and accumulation of direct costs by contract, logical allocation of indirect costs, general ledger control, timekeeping systems, labor distribution systems, interim monthly cost determinations, exclusion of unallowable costs per FAR 31, identification of costs by contract line item and units, and segregation of preproduction from production costs. Item 3 assesses whether the system provides financial information required by contract clauses concerning limitation of cost and progress payments. Item 4 evaluates whether the system develops adequate, reliable data for pricing follow-on acquisitions. Item 5 determines whether the accounting system is currently in full operation, or if portions are only set up, anticipated, or nonexistent. The checklist requires narrative explanations for each response and includes supplemental questions regarding intention to bid on cost-type contracts, readiness for Defense Contract Audit Agency (DCAA) audits, familiarity with SF1408 requirements, and identification of the cognizant DCAA office. The document requires signature by the individual responsible for accounting system design.

Preaward Survey of Prospective Contractor Accounting System Checklist

[FAR 16.301-3 states that a cost-reimbursement type contract may be used only when the contractor’s accounting system is adequate for determining costs applicable to the contract. If no information is available in the files to make this determination, a Preaward Survey of Prospective Contractor’s Accounting System (SF1408) can be requested from DCAA. Before requesting such an audit, it is a good idea to send this checklist to prospective contractor’s for completion to ensure they understand the requirements of the SF1408, and to ensure they are ready for DCAA to come in and perform an audit].
