About this file
This document is a Performance Work Statement (PWS) detailing quality standards and sampling methods for Installation Supply and Services Division (ISSD) operations at a military installation. The PWS establishes tasks and requirements across multiple functional areas with specified acceptable quality levels (AQL) and random sampling methodologies for surveillance purposes.
The document covers operations for the Central Issue Facility (CIF) Storefront, including core Organizational Clothing and Individual Equipment (OCIE) services with a 95% AQL for processing soldier records and a 90% AQL for providing procedural support. CIF turn-in operations require 90% AQL for acceptance and clearance documentation, with excess OCIE items reported to the Central Management Office within 15 working days at 90% AQL. Annual 100% inventory control checks and inventory accuracy maintenance within three working days are required at 97% and 100% AQL respectively. The Consolidated Installation Property Book Office manages property accountability with daily document close-out at 98% AQL, notification of inventory reviews at 95% AQL, and reconciliation of on-hand inventory within three working days at 95% AQL. Additional requirements include processing excess and shortage requests (90% AQL), lateral transfers (90% AQL), and found property (90% AQL) within specified timeframes. Installation Supply Support Activity (Retail Supply Services) operations address FEDEX PowerShip system maintenance, logbook tracking, source document filing, and daily summary transmittals, all at 90% AQL. Care of supply in storage (COSIS) inspections are performed at 95% AQL, with crating and packaging determinations at 90% AQL and turn-in item packaging at 90% AQL. Hazardous Material operations require Safety Data Sheet printing at 90% AQL, container turn-in processing within five business days at 90% AQL, and stock issuance within one business day at 90% AQL. All sampling uses random sampling methodology with lot sizes defined by specific transaction or inventory counts during surveillance periods.
