Containers (SSC) to support the JAGM Low-Rate Initial Production (LRIP) Phases. The SSCs will provide protection for one JAGM from the conditions encountered during transportation and storage. A single container design will be used for Army and Navy applications.

A-2 This formal RFP solicitation will result in one firm fixed price contract comprised of a base effort with options. The base effort will consist of the following CLIN/SLINs: 1701AA (JAGM Shipping/ Storage Containers) and 1701AB (First Article Testing (FAT) and

SubCLIN, and pricing for the options shall be provided on Attachment 0008, Pricing Table.

A-3 The Offeror should take into consideration the following terms and conditions when formulating their proposal:

(1) The requested proposal should coincide with the SSC CLIN Structure within the RFP.

(2) The Offeror should consider the required delivery dates reflected in the RFP and Attachment 0004, Deliverable Hardware Matrix.

Deliveries shall be no later than the last day of the month of the designated delivery month.

(3) The JAGM SSCs shall be built in accordance with (IAW) the Government-Furnished Technical Data Package (TDP) 13556595, Attachment 0003, and Statement of Work (SOW), Attachment 0001 of the RFP.

(4) JAGM SSCs shall be delivered to:

*** END OF NARRATIVE A0001 ***

A-1. This amendment is issued to incorporate the following changes, additions, and corrections to the provisions, specifications, and attachments into the solicitation.

a. In Section B under SLIN 1703AA and 1801AA, narrative B0001 was revised. The following changes were incorporated:

SLIN 1703AA

OFFERORS SHALL PROVIDE A UNIT PRICE AND EXTENDED PRICE FOR THE MINIMUM OF 400 AND MAXIMUM OF 600. IF APPLICABLE, PROVIDE ADDITIONAL UNIT

PRICES AND EXTENDED PRICES FOR PRICE QUANTITY BREAKS WITHIN THE MINIMUM AND MAXIMUM.

SLIN 1801AA

OFFERORS SHALL PROVIDE A UNIT PRICE AND EXTENDED PRICE FOR THE MINIMUM OF 300 AND MAXIMUM OF 1658. IF APPLICABLE, PROVIDE ADDITIONAL

UNIT PRICES AND EXTENDED PRICES FOR PRICE QUANTITY BREAKS WITHIN THE MINIMUM AND MAXIMUM.

b. In Section J, Attachment 0005 entitled "DD254 Security Classification Guide" dated 06 April 2016 is deleted in its entirety and replaced with Attachment 0005 entitled "DD254 Security Classification Guide" dated 13 October 2016. This attachment was revised to remove the requirement for classified information and facilities.

A-2. Below are the Questions and Answers that were submitted by the offerors.

1. Is this 40 page limitation on each individual volume (i.e. 120 pages total), or all three of the noted volumes combined (i.e.

40 pages total)? Government response: The 40 pages is the combined total for Volumes I-III.

2. Are these items in their original format included in the 40 page limitation?

Government response: Yes. Items in original format are included in the 40 page total.

3. Does the Government require a minimum or maximum number of Past Performance records for Volume III (as detailed in Attachment

10 Section L, part C.III)?

Government response: No. Information provided shall include contracts performed/or completed; similar to the effort in the RFP, and are within the last (3) three years from the date of the RFP.

4. Would the Government consider extending the proposal submission deadline by 2 weeks?

Government response: Not at this time.

5. Why is there a requirement for SECRET-level cleared personnel and facilities to support JAGM SSC production and delivery as referenced in (1) Attachment 0001 SOW 04-AUG-2016 009, para 3.1.2, Security and (2) Attachment 0005 DD254?

Government response: There is no requirement for classified information or facilities at this time, therefore, the DD254, Attachment

0005, has been amended and is included in this RFP amendment.

6. Why was there neither a DRAFT RFP issued for industry to comment nor an Industry Day conducted?

Government response: A draft RFP was considered, but due to time constraints, one was not issued. Any questions, concerns, or clarifications should be submitted to the Government as soon as possible.

7. Could you please provide the following names and contact information associated with the JAGM SSC solicitation?

(a) Competition Advocacy Office - Government response: n/a

(b) Small Business Office - Government response: Donna M. Ragucci, Chief Office of Small Business (OSBP)

(c) Ombudsman - Government response: Charles Kallam- AMCOM Ombudsman

8. Inquiry about Total Small Business Set-Aside (FAR 52.219-6). As a small business, a company is eligible to submit a proposal for this requirement. However, what if a potential partner manufacturer is not a small business under the applicable NAICS code. Would the Government consider checking one of the alternates to FAR 52.219-6 in order to allow the small business to increase competition and allow small businesses to submit with a large business manufacturer?

3 39

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Government response: There is no non-manufacturer rule waiver for this item. Therefore, a small business manufacturer will have to perform at least 50% of the manufacturing IAW FAR 52.219-14 or provide the product of another small business.

9. The Facilities Subfactor (page 7) of Volume II Technical in Section L (Attachment 10) states that the offeror must describe the manufacturing plant and facilities required to produce the JAGM SSCs. The corresponding Facilities Sub-factor provided in Section M

(Attachment 11) states the offerors access to and availability of facilities to produce JAGM SSCs and the Minimum required facilities include receiving/stock area(s)/room(s), production floor/shop, in-house CARC capable paint facility, storage for customer specific tooling, dedicated inspection and test areas, and finished goods holding/storage area(s)/facilities. This solicitation also included a

DD-254 (Attachment 05) that clearly states the contractor will both require access to COMSEC (DoD SECRET) information and also will receive and generate classified material; will fabricate, modify, or store classified hardware; and will require a COMSEC account during the performance of this contract. Question #1 Since it is impossible for a company to apply for a brand new Facility Security

Clearance (FSC) before the stated target contract award date of 12/22/2016, does this program require prospective offerors to have an existing FSC? Question #2 Can you please clarify where Facility Security Clearance (FSC) and Personnel Clearances should be described in the Proposal Preparation Instructions (Section L) and how it will be evaluated in the Basis for Award (Section M)?

Government response: There is no requirement for classified information or facilities at this time, therefore, the DD254, Attachment

0005, has been amended and is included in this RFP amendment.

10. Section M Basis for Award (Attachment 11) discusses treatment of Range Pricing, but there is no mention of Range Pricing in any of the specified CLINs. For Option 1 (CLIN 1703AA) and Option 2 (CLIN 1801AA), where a specific quantity range is identified, will the Government allow offerors to provide a further breakdown of prices for specific quantities within the stated ranges to capitalize on most economical manufacturing volumes? Government response: Proposals will be evaluated IAW with Sections L&M, Attachments 10 and 11.

Award will be made to the offer who provides a Technically Acceptable proposal with the Lowest Aggregate Total Price. Pricing will be determined using Attachment 0008 of the RFP. Please refer to Section B narrative B001 under SLINs 1703AA and 1801AA.

11. Section L, Paragraph B.1 (pg. 3) - This paragraph states "Each volume shall be submitted in electronic (email) and digital format CD-ROM or DVD. The preferred method of ALL submissions is electronic (email) and digital in lieu of paper copies." Can you clarify that the requirement is to submit our proposal BOTH via email and also mailing the three (3) CDs, or if email submission only is preferred?

Government response: The intent is to have proposals submitted BOTH via email and CD/DVD (as a back-up).

A-3. As a result of this amendment the closing date of the solicitation is not extended or re-opened. Any change in the offeror's proposal as a result of this amendment to the solicitation shall be reflected and documented in the final proposal revision offer submitted to the Government.

A-4. All other terms and conditiions remain in effect for this solicitation and all attachments.

*** END OF NARRATIVE A0002 ***

A-1. This amendment 0002 is issued to extend the proposal due date for the JAGM Shipping and Storage Containers RFP W31P4Q-17-R-0063 and to clarify the page count for Volumes I-III.

a. The proposal due date is extended from 31 October 2016 to 14 November 2016. All proposals shall be submitted no later than

1600 (4:00PM) CST.

b. The 40 pages is the combined total for Volume I-III (Price, Technical, and Past Performance). The Cover Page, Table of

Contents, and Appendices are not inclusive in the page total.

A-2. As a result of this amendment the closing date of the solicitation is extended. Any change in the offeror's proposal as a result of this amendment to the solicitation shall be reflected and documented in the final proposal revision offer submitted to the

Government.

A-3. All other terms and conditions remain in effect for this solicitation and all attachments.

*** END OF NARRATIVE A0003 ***

b. In Section J, Attachment 0008 entitled "Pricing Table" dated, 29 September 2016 is deleted in its entirety and replaced with Attachment 0008 entitled "Pricing Table" dated, 25 October 2016. The FAT/POP SubCLIN was added to the pricing table.

A-2. Below are the Questions and Answers that were submitted by the offerors.

1. The Executive Summary para Section A-2 states "The base effort will consist of the following CLIN/SLINs: 1701AA (JAGM

Shipping/ Storage Containers) and 1701AB (First Article Testing (FAT) and Performance Oriented Packaging (POP)). The Offeror shall provide proposed prices for the base year requirement in Section B for each SubCLIN, and pricing for the options shall be provided on

Attachment 0008, Pricing Table." Section B CLIN 1701AA requires Packaging and Marking IAW Att.0007, Pallet Unit Configuration and

Attachment 0003, TDP 13556595. Are the prices of the BOM and filler assemblies for pallets (per Attachment 0007) to be included with the

Unit Prices for the Base, as well as, the unit prices for CLIN 1703AA Option I and CLIN 1801AA - Option II?

Government response: Yes. All SSC prices should include packaging, marking, and shipping per the requirements specified in the RFP.

2. Section B CLIN 1701AA uses a delivery date of 365 days after award. However, Attachment 0004 Deliverable Hardware Matrix requires deliveries starting 11 Months after contract (MAC) award through 22 MAC. Should the CLIN 1701AA delivery date be changed to reflect Att.0004 delivery dates?

Government response: CLIN 1701AA should specify 11MAC and has been updated. Attachment 04 is correct.

3. Section B CLIN 1701AB FAT and POP testing requires the offeror to enter an unit price and total price for these 17 units.

Should the offeror include the costs of FAT and POP testing in just the unit price and total price of these 17 units -or- should the cost of FAT and POP testing be allocated to the unit price of the total 390 units of the Base contract (17FAT/POP units plus the 373

Base Units) -or- should the price of the FAT/POP testing be allocated in another manner?

Government response: The Government will evaluate the offerors proposal, Attachment 08, for its aggregate total price. The contractor should decide based on their business approach where to amortize these costs.

4. This Pricing Table does not include the 17 units of CLIN 1701AB. Per Section L, "The Government will evaluate the offerors proposal for its aggregate total price with first article costs, including maximum option quantities, in accordance with the narrative in Section M of the RFP." Should the aggregate total price include the FAT/POP units and Base units (17 PLUS 373 = 390 units) and all

Option I and Option II quantities? If yes, then shouldn't the Pricing Table include all priced CLINs to capture the total aggregate price of each offeror?

Government response: Yes. Attachment 0008 has been updated.

5. Should Offerors include RFP Attachment 0008-Pricing Table into Volume I-Price?

Government response: Yes.

6. Section L & M for Volume I do not clearly specify what textual content or narratives the Government expects to receive from

Offerors for evaluation of their Volume I submission. Could the Government provide an outline of their expectations for Volume I Price content so that all Offerors submit consistent information in Volume I?

Government response: Attachment 0008 is the only required content for the Price Volume I.

A-3. As a result of this amendment the closing date of the solicitation is not extended or re-opened. Any change in the offeror's proposal as a result of this amendment to the solicitation shall be reflected and documented in the final proposal revision offer submitted to the Government.

A-4. All other terms and conditions remain in effect for this solicitation and all attachments.
