PLEASE BE AWARE: THE CUTOFF FOR OFFEROR QUESTIONS WAS CLOSE OF BUSINESS CDT,
15 MARCH 2017.
A-1. Please note Attachment 04 has been revised and is included in this amendment.
A-2. Below are the Questions and Answers that were submitted by the offerors.
1. Are the 2 x 4 specifications exactor generic, meaning will 3.5 x 1.5 suffice for the 2 x 4 specification? Do the pallets require painting? Are RFID tags necessary for this project? If so, does each container require a RFID tag or will (1) RFID tag per pallet be sufficient? Does the crate require 100% painting interior and exterior?
Government Response: Government expects offeror to build to the RFP and TDP. Pallets do not require painting. RFIDs are not required. If by crate the offeror means the SSC then yes it must be 100% painted IAW the TDP.
2. What is the diameter and weight of the JAGM missile?
Government Response: If offeror builds to the TDP the missile will fit in the container. Diameter is seven inches. Fin spread tip to tip on opposite fins is 10.25 inches. Max Weight is 115 pounds.
3. Does the prequalification testing need to performed onsite (at Suppliers location) or can some of the testing be performed at an outside laboratory with USG access? How many accelerometers per missile are required for the vibration testing? The test procedure is not clear on this requirement. The prequalification tests call out MIL-STD-810C and FED-STD-101. MIL-STD-810 has been revised to MIL-
STD-810G-with changes and FED-STD-101 has been revised to MIL-STD-3010. Some of the test procedures called out on the drawing may be updated in the newest revisions. Are we required to use the older revision listed on the drawing are the new revisions of the test procedures acceptable? The prequalification tests 16C, 16D and 16D call out containers to be tested at -50F and 160F. Can the containers be pre-conditioned to the desired temperatures, then brought out of freezer/oven to the vibration table to perform tests in ambient air or must testing be completed in the -50F and 160F temperature environment. For test 16D, if a vibration table is only a single axis table, can the longitudinal and traverse directions be performed as separate test to allow the box to be re-orientated to the correct direction? For test 16E, the MIL-STD-810C Method 516.2 Procedure 2 is called out as the repetitive shock test. Currently several labs have stated that they perform the MIL-STD-648 5.2.2 and ASTM D999 Method A1 or A2 instead of the MIL-STD-810 procedure.
Would the MIL-STD-648 and ASTM D999 test be acceptable instead of the MIL-STD-810 procedure?
Government Response: No prequalification does not need to be performed on site and can be performed at an outside laboratory with USG access. In the past the government has used a minimum of six (6) accelerometers for vibration testing. Accelerometers on the forward and aft of the missile in each axis. Offeror is required to submit a FAT test plan (SOW 57), POP test plan (SOW 60) for government approval. Please test to the newest revisions of the MIL-STD. SSC needs to be tested in environment rather than conditioned and brought out for testing. Yes, each axis to be tested separately. MIL-STD-648 (5.2.2) states that MIL-STD-810 is to be used for Army munition containers issued to ground troops, but also states that ASTM D999 may be used as an alternate.
4. Based on a review of the RFQ and associated documents, our company has found some issues with the proposed schedule:
CLIN 1701AA states 373 Productions containers to be delivered 334 days after award.
Notify CO 30day prior to FAT (day 150)
FAT due 180 days ARO
Contractor has 28 days to submit FAT report per CDRL ( day 208)
USG has 45 days to approve FATR (day254)
Contractor has 30 days to build 11 POP units (day 284)
Contractor has 28 days to submit POP report per CDRL (day 312)
USG has 30 days to approve (day 342)
Then production starts. This exceeds the 334 day ARO for 373 production units.
NOTE: CLIN 1701AB states 6 FA units due 180 day ARO and 11 POP units 30 days after approval of FAT report, but states 17 POP units due
150 ARO. This conflicts with the FA delivery day and POP approval.
Government Response: All of the dates in the RFP and associated attachments are no later than dates. To allow for an Offeror to utilize every allowable day noted, the Government will adjust CLIN 1701AA and Attachment 04-Deliverable Hardware Matrix to reflect first month
SSCs to be due 13 Months After Contract Award (MACA) versus 11 MACA.

Clarification Notes: Per CLIN 1701AB, 17 units (6 FAT and 11 POP are due 150 Days After Contract Award (DACA). Per CLIN 1701AB performance of FAT is due 180 DACA. Per CLIN 1701AB, performance of POP is due 30 days after approval of FAT report. Delivery of the 373
SSCs begins 11 MACA (now 13 MACA) with deliveries occurring IAW with Attachment 04 Deliverable Hardware Matrix.
5. The drawings call out MIL-STD-2219 which is fusion welding for Aerospace Applications, was cancelled and replaced by AWS D17.1 fusion welding for Aerospace Applications. In the AWS D17.1/D17.1M:2010-AMD1 book. Stated in paragraph 5.4.2 Procedure Qualification.
Procedures for Class A and B welds shall be qualified. Qualification of weld settings for manual welds is not required unless specified by the engineering authority. Class C welds do not require procedure qualification. Our company holds the AWS D1.2 Structural Welding
Code For Aluminum, which qualifies us to weld material thickness from 0.06 to 1 thick material. And all of our DLA and OEM projects have accepted this qualification. Does the USA accept this on the instant procurement?
Government Response: AWS D17.1 is the requirement listed on the weldment drawings of attachment 3 and AWS D17.1 calls out AWS D1.2/D1.2M for welding aluminum. Yes the government accepts this.
6. What is the maximum size file that can be received by the USG? Mb?
Government Response: The maximum file size to a government email account is 20MB. If using AMRDEC Safe Access File Exchange (SAFE), then the limit is 2GB.
7. Has the USG considered that signing up to a FFP on an item, which is largely aluminum exposes the bidder to risks of extremely volatile aluminum prices? In previous years, variants of aluminum stock suffered severe price swings (up and down). With that cost risk, has the USG considered that the fairest pricing arrangement would be a Firm-Fixed Price with an Economic Price Adjustment (EPA) on the price of stock aluminum in the marketplace or vice an index on the metal? The EPA adjusts both upward and downward, based on the market price of aluminum. JAGM SSC prices actually might be decreased given a decrease in aluminum over the life of the contract.
Government Response: Yes, the government did consider it. It is up to the Offeror to factor in the appropriate amount of risk and determine the price to be submitted as part of the proposal.
