PLEASE BE AWARE: THE LAST DAY FOR OFFERORS QUESTIONS IS
15 MARCH 2017.
A-1. Below are the Questions and Answers that were submitted by the offerors.
1. Is this program in Draft status? There is multiple references in the 'draft solicitation' and amendment 0001 indicating no due date extensions for proposals will be granted, yet the solicitation shows that it's still in 'Draft' status. Can you please clarify? When does the USG anticipate releasing official RFP for this program?
Government Response: The official RFP was released Feb. 9. The solicitation, attachments, and any amendments are located under the downloadable files. The due date for proposals is 17 March 2017.
2. The JAGM Container being made in this RFQ is 13556595, Rev A. Is this correct?
Government Response: Yes.
3. Regarding question #2 on Amendment 0002, your answer was that companies had to do all of the testing because this was a new, unique part. However, the drawing package for this RFQ is the same drawing package that we had for the 2016 order. Same container. Please clarify.
Government Response: Although the drawing package is extremely similar to one that was built to in 2016, through the creation of an updated Technical Data Package, it received a different part number and thus must be POP tested.
4. Our company is under the belief that the JAGM SSC tool in container must be temperature stable prior to testing. Testing is performed at temperature conditions. Our company needs to install the JAGM SSC Fit Check Tool in the container and then temperature condition it prior to testing, which may take many hours. Having a second tool, there could be one container in a chamber conditioning while testing another container. If the testing was only for 2 containers, this would not be an issue, but testing 6 units adds a lot of time and costs. Is it possible to receive a second Government furnished tool for testing?
Government Response: No, the Government does not plan to furnish a second JAGM SSC Fit Check Tool for testing.
5.This company is a HUBZone and woman owned small business company. Can this company subcontract/team up with another company for this job? Does the subcontractor have to be ISO 9000 certified?
Government Response: Yes. However, IAW FAR 52.219-14, Limitations on Subcontracting, the small business concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. No, in a prime contractor/subcontractor relationship, the subcontractor does not have to be ISO 9000 certified. In the event of a joint venture, however, the expectation would be that both parties would be ISO 9000 certified.
6. Are there other drawings that give a more comprehensive detail and bill of materials for the crates? What specific type of wood if any is required, pine, oak, poplar etc? Is the wood to be heat treated, pressure treated, kiln dried etc? The drawing I found does spec type the nail to be used but does not spec the material of the nails. Are they hot dipped zinc, stainless steel, etc? Also, the paint question, What type of paint is to be used? If it is regular commercially available paint we can do it, if it is some special paint maybe not. More comprehensive drawings would be helpful. The drawing that is supplied makes it seem as though the Government wants the crates palletized which may be the case but do they need to be palletized AFTER filling them with ammunition? Is it possible that the palletization is simply to get them where they will be filled?
Government Response: Attachment 07 Pallet Unit Configuration provides dimensions to which pallets (on which the empty JAGM SSCs shall be shipped to the JAGM All-Up-Round manufacturer) shall be built. Attachment 07 Pallet Unit Configuration also provides dimensions for a Filler Assembly that shall to be included in a shipment of SSCs on a pallet in instances where the unit load (SSC quantity) does not equal three, six or nine. Attachment 07 Pallet Unit Configuration does not provide instructions for building a crate, nor does the

Government intend for the offeror to build crates. The Government requires the offeror to build the pallet and filler assemblies (if required) IAW Attachment 07 Pallet Unit Configuration. The Government has not specified, and does not intend to specify, type of wood or other materials not already called out in Attachment 07 Pallet Unit Configuration. The offeror does, however, have the responsibility for ensuring the JAGM SSCs reach the JAGM All-Up-Round manufacturer undamaged and should choose the materials accordingly. In reference to part 5 of this question, the SSCs should be painted IAW the requirements of the TDP in this RFP, which requires CARC paint. Please refer to the TDP for additional information on the requirement.
