Section L

A. INTRODUCTION

Proposals submitted in response to this solicitation will be evaluated in accordance with the criteria set forth in this Section and Section M. Pursuant to FAR 15.306(a)(3), offerors are advised that the Government may evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Procuring Contracting Officer (PCO) later determines them to be necessary.

Offerors are cautioned that “parroting” of the Technical requirements with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Proposals must document clear and convincing evidence that fully substantiates proposal claims relating to promised performance to permit a complete and accurate evaluation of each proposal.

Inconsistencies between the various sections of an offeror’s proposal may indicate a lack of understanding of the complexity of the requirements and increased proposal risk, and could result in an Unacceptable rating. Proprietary information shall be clearly marked. Rights in Technical Data and Computer Software shall be marked in accordance with DFARS 252.227-7013 and 252.227-7014. The official baseline for documents cited herein and in the Technical Data Package (TDP) under P/N 13556595 shall be the latest revision of the applicable specified documents by the Government at Contract Award.

Alternative proposals will not be evaluated and are ineligible for award. An alternative proposal is a proposal that materially changes the requirements or conditions of this solicitation.

The offeror’s proposal shall be submitted in electronic (email) and digital format, as set forth in Section B below. The Request for Proposal (RFP) shall set forth the receipt date for proposal submittal.

The offeror’s proposal shall consist of four (4) volumes. The volumes are:

a. Offeror’s Company/Division Name (Full Address)

b. Government Contracting Activity, address and telephone number

c. Contract Number

d. Type of Contract

5. Failure to provide a valid point of contact for a contract reference or failure to provide sufficient information to allow Government evaluators to identify the contract to be evaluated may result in that past performance submission not being evaluated.

6. The offeror shall include a statement that the company is/is not currently included on the Defense Logistics Agency’s Contractor Alert List, debarred, suspended or otherwise ineligible to receive an award under applicable laws and regulations. The offeror shall also give the reason(s) for inclusion on any such list.

The offeror shall print or type the company’s name on the Schedule and each Continuation Sheet thereof, on which an entry is made.

Acknowledgement of amendments to the RFP shall be accomplished on the face of the SF 33 or include a signed copy of each amendment with the proposal submission.
