17FEB2022 Questions
W15QKN-22-R-0008
1. Page 118 of 123, Section M.3.3.4(a) states “When the Government decides to exercise its right to waive First Article Sample, as to a particular offeror/quoter, that offer will be evaluated without the price submitted for First Article Sample.” Will the Government provide the basis for which it would waive the First Article Sample given that the 155XM1128 is in research and development?
Government Response: The Government does not intend to waive First Article Sample for this solicitation.
2. The following Data Item Descriptions (“DIDS”) called out in Exhibit A are not contained in
Attachment 0002: DI-MISC-80678 Tailored, DI-MGMT-81255, DI-QCIC-80736, DI-MGMT-80899, and DI-ADMN-81505 Tailored. Will the Government provide these missing DIDS?
Government Response: For DI-MISC-80678 Tailored and DI-ADMN-81505 Tailored the word “Tailored” is added to the end of the DID reference within the SOW to indicate that this DID is tailored in accordance with the details located within the associated CDRL Block 16. The DID documents themselves are not altered. DI-MISC-80678 and DI-ADMN-81505 already provided as a part of the solicitation.
The missing DID, DI-MGMT-81255, was included in the updated Attachment 0002 that was with Amendment 0002.
3. Will the Government change the Distribution Statement D designations in Exhibit A to
Distribution B in order to protect Contractor’s proprietary information? Distribution Statement B affords the Government the same limitations as Distribution Statement D and add protection for the contractor. In accordance with DoD Directive 5230.24, a reason for assigning Distribution Statement B is to protect information not owned by the U.S. Government and protected by a contractor’s “limited rights” statement, or received with the understanding that it not be routinely transmitted outside the U.S. Government.
Government Response: The Distribution Statement listed in Block 9 of the DD1423 form is the baseline requirement. It is the Contractor’s responsibility to apply proprietary markings on submitted documents such as supporting data, reports, and analysis that the Contractor determines are applicable.
4. RFP page 104, L.2.1.6: This section of the solicitation limits the Volume I: Technical Factor to a maximum of 75 pages. Will the USG consider increasing this limit to a maximum of 150 pages so the offeror can adequately describe the Manufacturing & Quality Plan to include all process maps as well as the description of two Integrated Master Schedules for (1) FAT and Minimum Delivery Rate and (2) Ramp Up?
