Technical Scenarios- Attachment 0007 Date: September 14, 2017

Scenario 1 – The Weekend Drill (Group Event Requests).

Many of the DoD Reserve Components (RCs) have their normal drill weekend the first weekend of the month and need to have multiple RHRP services performed. Occasional, relatively short-notice surges go well beyond the typical weekend and have to be accomplished to meet the readiness requirements of the military. The following events are to take place on a single weekend in six weeks.

The Army, Marine, and Navy RCs require DoD PHA services for their RC units (100 Service members in each unit) at 300 different Reserve Centers/Armories (165 USAR, 110 ARNG, 13 Marine Forces Reserve, and 12 Navy Reserve) located in 37 different States and Guam.

The Reserve Centers/Armories provide a mixture of individual offices, large open gathering/training areas, a dining facility and motor pool area. The building layout will present patient privacy concerns. Some of these locations do not have internet access. In addition, the Service Component (SC) medical readiness systems have had unscheduled down times for up to 24 hours. In addition to the PHAs, the SCs require each of the Service members (SM) to receive a flu vaccination, audiogram, and dental examination with accompanying bitewings. Five SMs at each location will require yellow fever vaccinations, and 50 at each location require blood draws for HIV testing. Typically there is one SM out of every 150 who for either physical or behavioral health reasons need immediate further evaluation or treatment. The units need to know how these services will be scheduled and provided this drill weekend and the results conveyed to them and entered into the readiness databases in a timely manner. What will the Offeror’s approach and processes be to meet the SC and unit needs?

Scenario 2 – Requests for and by Individual Service Members (SM)

Many SMs assigned to the DoD Reserve Components (RCs) and some active duty need to have multiple medical readiness services performed on an individual rather than group event basis. The following scenario is for activity beginning the first Saturday of the following month which will be in seven weeks.

Active duty Army TRICARE Prime Remote DoD recruiters and Reserve Officer Training Corps (ROTC) instructors (45 total) as well as USCGR (20 members), ARNG (150 members), and USAR (250 members) stationed equally in Alabama, Arizona, Nebraska, Utah and Vermont, but in disparate locations throughout each state need their annual flu immunizations, audiology exams, dental exams and bitewings, blood draws for HIV testing, vision screening, and PHAs. They want to know how they can schedule, obtain, and complete these assessments and procedures; where they would get them completed; and how their assessments would be updated into the medical readiness databases and Electronic Health Record (EHR). Some of the SMs have documentation of immunizations, dental exams, and dental x-rays from their private providers that need to be reviewed, updated in their current medical readiness record, and added to their Electronic Health Record.

Also, 8,000 Air Force RC (Air National Guard and Air Force Reserve Component) SMs are to have their Mental Health Assessments (MHAs) started the first Saturday of every month. They are located across all the 50 States and US Territories. The Air Force medical readiness database contains the SM demographic data as well as the individual’s completed first part of the MHA. The AF system requires user DoD RMF accreditation and CAC to access.
