About this file
This document outlines two technical scenarios and a related federal contract opportunity for Reserve Health Readiness Program III services. The scenarios describe group event requests and individual service member requests occurring simultaneously on weekends and requiring over 73,000 calls to be handled per month. Services include periodic health assessments, vision and audio screens, dental exams and treatment, vaccinations, laboratory services, and behavioral health assessments. The related federal contract opportunity is solicitation number W15QKN-17-R-1042 to provide Reserve Health Readiness Program III health readiness services to reserve and active components throughout the U.S. and its territories. The firm-fixed-price and cost reimbursement contract would have a maximum period of five years and be awarded as a single-award indefinite delivery/indefinite quantity contract through full and open competition.

Technical Scenarios- Attachment 0007
Date: May 2, 2018
Scenario 1 – The Weekend Drill (Group Event Requests).
Many of the DoD Reserve Components (RCs) have their normal drill weekend the first weekend of the month and need to have multiple RHRP services performed. Occasional, relatively short-notice surges go well beyond the typical weekend and have to be accomplished to meet the readiness requirements of the military units involved. You have just been notified that the following events are to take place over two eight hour days on two consecutive weekends in three weeks. NOTE: This is in addition to the normal weekend group events on other weekends in the month and the fulfillment of non-group event requests outlined in Scenario 2. The RCs require the types and number of services for events for their units conducted simultaneously at multiple Reserve unit locations throughout the U.S. and Territories as delineated in the attached excel spreadsheet. Service Members (SMs) indicate the number of SM requested by the RC/unit to receive the service.
Scenario 2 – Requests for and by Individual Service Members (SM)
Many SMs assigned to the DoD RCs and some active duty require multiple medical readiness services performed on an individual rather than group event basis.This scenario is to demonstrate the estimated services that are required on a monthly basis and will occur at the same time as the surge in scenario 1.
SMs from all covered Service Components need to complete services across the entirety of the U.S. and Puerto Rico requiring 9,000 Periodic Health Assessments; 5,000 vision screens; 6,500 audiograms; 200 Comprehensive Audio Exams; 9,000 Mental Health Assessments (MHA);
6,000 dental examinations; 3,000 dental treatments; 900 panograms; 7,000 bitewings; 16,000 vaccinations (80% of which are flu); 1,000 eyewear exams; 3,200 HIV draws; 1,500 specimens sent to the Offeror’s laboratory; 150 physical exams; 700 EKGs; 2,000 Post-Deployment Health Reassessments (PDHRA). As a result of these procedures, SMs may need further evaluation, treatment, or referral. SMs receiving MHAs and PDHRAs will occasionally refer to thoughts of harm to self or others. The Offeror’s call center will receive 73,000 inbound calls over the month, up to 5,000 calls a day, regarding these requests as well as calls from SMs, providers, and units for a panoply of reasons, including but not limited to, status of appointments;
changing and cancelling appointments; accomplishment of PDHRA and MHA; status of data entry; how to complete paperwork; and how to provide documentation of immunizations, dental exams, and dental x-rays from their private providers that need to be reviewed, updated in their current medical readiness record, and added to their Electronic Health Record.
