About this file
This is an amendment to a solicitation issued by the Army Contracting Command - Aberdeen Proving Ground for the production and sustainment of tactical Troposcatter Transmission Systems. Key details include:
-
The amendment revises evaluation criteria, the system verification demonstration schedule and address, and allows for inspection and acceptance at origin and/or destination depending on the contract line item. It also provides responses to industry questions and adds an attachment on DoD cybersecurity controls.
-
The solicitation is for a potential 10-year contract with one 5-year base period and one 5-year option period. It seeks firm fixed prices for production, warranty, training, drawings, software, and sustainment planning. Cost-plus-fixed-fee line items cover evaluation, repair of spare parts, interim support, and organic sustainment implementation.

The offeror shall disclose any potential OCI situations with itself, subcontractors, partners or any other offeror as it applies to this solicitation for the Troposcatter Transmission System (TROPO) contract award to the Contracting Officer as soon as the OCI is identified; including if identified prior to proposal submission, or the offeror shall submit an affirmation statement in its proposal that they are not aware of any OCI. Each offerors entire proposal shall remain valid for a minimum of 365 days from the date of proposal receipt by the Government, and the offeror shall insert "365" in Block 12 of the Standard Form 33. If an offeror states in their proposal that the proposal is valid for any period less than 365 days, the proposal may not be considered for award.
Offerors shall not submit any assumptions, terms, conditions, caveats, or exceptions with proposals. All concerns shall be addressed by submitting questions by the date specified in this solicitation. Volume 1 - Technical
Verification of Proposed System Performance
(a) Offerors are instructed that the Government will verify specific system performance proposed by the Offerors. Verification shall take the form of the System Verification Demonstration (SVD), Attachment 0006 of the solicitation. Proposed Offeror systems will be evaluated at a Government range to objectively verify:
(1) Offeror proposed threshold performance capabilities of: Throughput, Distance, Set-up Time, Antenna Self-Alignment, and
Transport.
(2) Offeror proposed above threshold performance capabilities of: Throughput and Set-up Time.
(b) Offerors must participate in the SVD to be considered for award.
Specific supporting data necessary to facilitate the SVD is identified in the SVD Addendum, Attachment 0006 of the solicitation as are roles and responsibilities for the Offerors and the Government. Offeror information submitted as directed by the SVD
Addendum, Attachment 0006 of the solicitation, shall be submitted via e-mail concurrent with the Offerors proposal submittal.
Offerors shall provide responses to the SVD Addendum in XX-VOL1-TECH_PERFORMANCE_DATA_MMDDYYYY.
Participation in the SVD requires the Offeror to submit the DD 1494 to the Contracting Officer within 7 days of RFP release in order to allow the Government to determine the ability of the Offeror candidate TROPO system to participate in the SVD.
Compliance with the Complete Requirement.
(a) The Offeror shall meet all requirements set forth in: Performance Work Statement (PWS) Section 3.0; and PWS Appendix A, System Performance Specifications (SPS), in its entirety.
(b) The Offeror shall submit a Compliance Matrix (Matrix) with applicable supporting performance data, information, test results, and directly relevant supporting narrative. Offerors shall provide the compliance matrix in XX-VOL1-
TECH_COMPLIANCE_MATRIX_MMDDYYY.docx or .pdf.

(2) Each PWS/SPS paragraph addressed in the Matrix shall be cross-referenced to the Offeror's proposal including any and all supporting information and test data.
The words for each paragraph contained in the PWS need not be repeated in the compliance matrix, only the reference number. Upon acceptance by the Government, all proposed documents, including supporting information and test data, will become part of the contract.
Offerors shall provide any additional information required to support a vendor's claim regarding technical items in the PWS, SPS, and shall consist of applicable supporting performance data, information, test results, and directied relevant supporting narrative in XX-
VOL1-TECH_PERFORMANCE SUPPORT INFO_MMDDYYY.
The Matrix shall contain a definitive Offeror response for each PWS/SPS paragraph in the form of yes or no. A "yes" response to a paragraph number shall mean that the Offeror has read and understood the paragraph and can meet the requirements identified and is supported by the Offeror's narrative discussion and/or submitted plans. A "no" response for a threshold requirement will result in an unacceptable rating. Failure to provide a response will also result in an unacceptable rating. Stipulations, caveats and/or terms and conditions associated with a "yes" response for any compliance matrix response will result in an unacceptable rating. The Offeror must provide supporting test data to support all proposed performance capabilities.
Volume 2 Cost/Price
17 24
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
The Cost Volume shall include the information, detailed in the subparagraphs below, as it applies to the configuration as described in Appendix A of the PWS. Offerors shall follow the instructions in Section J, Attachment 0009, Pricing Spreadsheet and
Instructions. The Pricing Spreadsheet and Instructions, Attachment 0009 may be used to price CLINs in lieu of entering prices in

1. Each offeror and its subcontractor(s) shall provide whatever information is necessary to help the Government understand why the proposed costs are realistic in the COST_MMDDYYYY.docx (or PDF). Each offeror's cost proposal shall contain sufficient quantitative and narrative documentation to adequately support and explain the costs proposed, to include subcontractor proposed costs. Offeror and its subcontractor(s) shall disclose the location of each proposed labor categorys performance in their respective cost proposal(s).
2. Each offeror shall identify all proposed subcontractors and the contract type the offeror has with each subcontractor in its COST_MMDDYYYY.docx (or PDF). In accordance with FAR 15.404-3(b), the prime contractor or subcontractor shall: (1) Conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract costs/prices; and (2) Include the results of these analyses in the cost/price proposal. If the offeror or subcontractor relied upon its approved purchasing system to establish its subcontracts, it shall state so and provide documentation of its approved purchasing system (including date of approval) within its COST_MMDDYYYY.docx (or PDF) (see FAR 15.404-3).
3. Reference FAR 15.404-3: If the offeror is unable to obtain the required documentation from its subcontractors in order to conduct the appropriate cost or price analysis as required, the subcontractor shall provide the information directly to the
Government following the submission instructions of this RFP. However, the offeror and its subcontractor in this scenario shall provide the rationale detailing exactly why the offeror is unable to conduct the price or cost analysis required by FAR
15.404-3 in its COST_MMDDYYYY.docx (or PDF). For example, if a price/cost analysis is required for a subcontractor, that analysis requires a breakout of the individual cost elements to a prime, and if a subcontractor is unable to provide its proprietary data to the offeror, the offeror may then do a total price analysis per FAR 15.404-1(b) and the subcontractor shall submit its proprietary cost breakout directly to the Government.
Reference FAR 15.403-1: If an exception to certified cost or pricing data requirements applies to the subcontractor's proposal submission, the offeror shall provide, within its COST_MMDDYYYY.docx (or PDF), an explanation as to which exception applies and why.
4. In accordance with FAR 15.403-1(b), data other than certified cost or pricing data is required to support cost realism.
Each offeror's and subcontractors cost proposal shall be broken out by cost element as specified in FAR 15.408, Table 15-2. If a subcontractor submits its cost proposal directly to the Government, the subcontractors COST_MMDDYYYY.docx (or PDF) and
COST_DETAILS_MMDDYYYY.xlsx, Attachment 0009 of the solicitation, shall contain all of the same documentation, by cost volume, required by this RFP of offerors (primes). The subcontractor shall identify in its COST_MMDDYYYY.docx (or PDF) the offeror
(prime).
5. In support of the proposed Direct Labor Rates, Offeror and its subcontractor(s) shall provide documentation of the most recent Direct Labor Rates, to include at least one of the following (A, B, or C):
A. Forward Pricing Rate Agreements (FPRAs) or Forward Pricing Rate Recommendations (FPRRs) from Defense Contract Audit
Agency (DCAA) or Defense Contract Management Agency (DCMA) or DCAA/DCMA-approved Compensation Rate Tables mapped to the proposed Labor Categories
B. Payroll records and/or paystubs showing Rate of Pay, and referenced to the Labor Category in the Proposal.
C. Salary Survey data, which shall include, at a minimum, the following:
1) Source of data to include copies of the surveys;
2) Job title and description;
3) Geographic location; and
4) Range of salary amounts with reference to applicability of amounts
6. In support of the proposed Indirect Expense Rates, Offeror and its subcontractor(s) shall provide documentation of the most recent Indirect Expense Rates, to include at least one of the following (A, B, C, or D):
A. Forward Pricing Rate Agreements (FPRAs) with DCAA or DCMA
B. Forward Pricing Rate Recommendations (FPRRs) from DCAA or DCMA
C. Forward Pricing Rate Proposal (FPRP), Approved Provisional Rates Proposal or other statement of current rates. If FPRP, Approved Provisional Rates Proposal, or other statement of current rates is submitted as supporting

documentation, the offeror shall also include three (3) years of Incurred Cost Submissions to DCAA detailing pools and bases
(by expense accounts) information that validates the calculations or three (3) years of historical actuals detailing pools and bases (by expense accounts) information that validates the calculations. Forecasted pools and bases for the current year
(by expense account) shall also be submitted.
D. If an entity cannot include A-C above because it restructured or is a new entity, that company shall provide proof to include the date it restructured or the date the new entity was formed and include the pools and bases as well as all historical data detailing pools and bases information (by expense account) which validates the calculation from the date of the restructuring.
NOTE: The rates reflected in the FPRA, FPRR, FPRP, Approved Provisional Rates Proposal or other statement of current rates should directly match the rates proposed by the offeror or subcontractor. If the rates do not match, the offeror or subcontractor shall provide sufficient detail explaining how the proposed rates are realistic.
NOTE: For all documents that are provided to support the proposed rates, such documents shall be explained within the
COST_MMDDYYYY.docx (or PDF). The explanation shall include a mapping of the supporting documentation to the proposed rate(s) and how the proposed rate(s) was developed.
7. If only one offer is received in response to this RFP, the Government may request additional information to include certified cost or pricing data and a Certificate of Current Cost or Pricing Data.
8. For all labor, offerors shall provide justification for proposing on any basis other than an eight-hour workday, forty-hour workweek.
9. If proposing a salary instead of hourly rates, offerors shall indicate the hours upon which the salary is based.
10. For offerors who propose any indirect rates on an intra-divisional company, the Government will view these efforts as subcontractors. As such, offerors shall propose accordingly in their Technical and Cost Volumes.
11. Proposals that include unrealistically low labor rates, or that do not otherwise demonstrate cost realism, will be considered in a risk assessment and will be evaluated for award in accordance with that assessment.
Volume 3 - Sustainment
