About this file
This document contains industry questions and government responses regarding a solicitation for tactical troposcatter transmission systems production and sustainment. The government agreed to revise language in the performance work statement to ensure consistency regarding priority levels for software trouble reports. While industry requested a one-week extension to the proposal response date of April 2nd due to required reviews, the government denied this request and maintained the original deadline. The government also declined alternate payment terms other than payment upon completion/delivery for non-hardware contract line items under the fixed-price contract.

| Question Number | Reference | Question | Answer |
| 71 | PWS Paragraph 3.8.2.2 and 3.4.7.2 | The Government appears to have conflicting language regarding the fix of STRs in Attachment 1 PWS Amendment 3. In PWS Paragraph 3.8.2.2 the Government indicates that all priority 1 and 2 STRs as agreed by the Government and the contractor shall be closed prior to delivery of the product with Priority 1 STRs corrected while priority 2 STRs corrected or mitigated down to a lower priority STR. However in PWS Paragraph 3.4.7.2 the language reads “The Contractor shall fix through a maintenance plan / warranty all software Category 1, 2, and 3 Type failures immediately upon becoming aware of the failure IAW Contractor’s best practices and the Government Configuration Control Process. Recommend the Government update PWS Paragraph 3.7.4.2 to be consistent with PWS Paragraph 3.8.2.2 and update to read: The Contractor shall correct or mitigate through a maintenance plan / warranty all software priority 1 and 2 Software Trouble Reports (STRs), as agreed to by the Government and contractor, IAW Contractor’s Best Practices and the Government Configuration Control Process. Priority 1 STRs shall be corrected while priority 2 STRs shall be corrected or mitigated down to the lesser priority STR. | The Government accepts the proposed language as submitted. The PWS is revised to reflect the changed language. |
| 72 | Solicitation | As a result of the questions responses and RFP updates, industry will need to complete a self-assessment and management review and approval prior to providing our bids to the Government. In order to accommodate these reviews and changes, it is respectfully requested that a one (1) week extension until April 9, 2018 be provided to respond to the Troposcatter solicitation. | The Government does not concur with the request to extend the proposal response time by one week. The original proposal submission date of 2 April 2018 is sufficient. |
| 73 | Solicitation | Will the Government consider alternate payment terms (e.g. Progress Payments, milestones, Performance Based Payments, etc.) other than payment on completeion/delivery for non-hardware, fixed price CLINs? | The Government will not consider alternate payment terms. |
