Sheet1
| Question Number | Reference | Question | Answer | |
Appendix A - System Performance Specification, paragraph 6, Table 6-1 | Rows I, 2. 3, 15, 16, 17 all contain "Error! Reference source not found" in the Section Reference column. Please provide the correct references or guidance that we can disregard that language. | The references have been updated and the issue is resolved |
Attachment Tropo SBPCD, paragraph I, Table 1a | Table 1a, Row A states: "This value shall equal the TOTAL CONTRACT VALUE defined as the IDIQ contract ceiling. $$$." Please provide the contract ceiling. | The total contract value is the total value of your proposal. |
CDRLs, A063 Hardware Sustainment Transition Plan | The 1423 for this CDRL will not open. Request that the Government please provide the 1423 for CORL A063 | The updated list of CDRLs has corrected this issue. |
CDRLs, A077 Technical Data Package | The 1423 for this CDRL is blank (i.e., the file contains a blank 1423 form) | The updated list of CDRLs has corrected this issue. |
SPS, paragraph 3.1 1.4 | MIL-STD-1472 section 5.7.2.5, Signal Word, defines when to use Danger, Warning, Caution or Notice based on severity of bodily harm or equipment damage. This in combination with results from Radiation Hazard testing and standoff distance analysis based on maximum permissible radiation exposure limits will determine what level of "signal word" is used for RF radiation hazard. Is it the Government's intent that the SPS supersedes the MIL-STD-1472 | No, it is not Government’s intent to make SPS supersede the MIL-STD-1472. As stated in MIL-STD 1472, the combination of test results and safety risk assessment will determine the appropriate level of signal word. |
Where should contractor price the scope to execute PWS 3.1.50 NON-PDSS Transitioning CSC ls. Should this be provided in the Interim Contractor Support CLIN? | This item is not typically separately priced. Offerors can add a row in the Attachment 0009 Pricing Spreadsheet under "Other FFP" tab if they chose to include the price in their proposal. Additional blank lines have been provided in this tab for these items. | |
W15P7T-18-R-0008, paragraph 4, Government Testing Requirements: Production Verification Testing (PVT) | Why only 2 systems when other programs ( T2C2) had 10? | The Government intends to conduct simultaneous PVT tests. It is the intent to begin PVT after the first 2 systems are ready, and when additional systems are ready, they would be utilized for the respective PVT event(s) as well. |
PWS, paragraph 3.1.16.1 | Is it the Government's intent to make Army training optional? | Yes, the Army may or may not elect to purchase training from the Offeror who receives the contract. |
PWS Appendix A, paragraphs 3.5.5.2 and 3.5.5.3 | The referenced MIL-STD-188-124B section 5.1.2.1.1.4 and 5.1.1.3.8.5 | |
| shielding of system cables and waveguides are for Fixed permanent facilities installation and not for transportable or tactical systems such as the ANT/TRC-XXX. PWS section 3.1.27.6 sets forth a requirement for the offeror's equipment grounding to be compliant with the requirements of NFPA 70-14, article 250, and the requirements of UL 60950-1, par 1.6.4 and section 2.6. Recommend PWS Appendix A 3.5.5.2 and 3.5.5.3 be replaced with PWS section 3.1.27.6 in order to ensure complete consistency. | MIL-STD-188-124B is for grounding, bonding, and shielding for Long Haul/Tactical Communication Systems Including Ground Based Communications- Electronics Facilities and Equipments. As such, the MIL-STD applies to both tactical and fixed facilities. Any deviations that apply exclusively to tactical systems or fixed facilities are noted in the standard. What was section 3.1.27.6 (now 3.4.1.6) addresses grounding on the system level, while 3.5.5.2 and 3.5.5.3 of Appendix A references shielding of cables and grounding of waveguides, respectively. | |||
Pricing Sheet Warranty Tab | Recommend Government update tab to be consistent | Attachment 0009, Pricing Spreadsheet and Instructions has been updated to be consistent with the ranges in other tabs. |
PWS, paragraph 4.6.1 | As typical there are identified vulnerabilities that are not remediated due to various limitations or design needs. This falls into a residual risk category that is acceptable. Recommend that adjusting the language to: “The Contractor shall perform selfassessment prior to any Government witnessed tests, and prioritize the remediation of all Very Low, Low, Moderate, High, and Very High findings with coordination with contractor/government CCB.”This recommended change to the Government will align this section with the language set forth in 4.7.1. | The government concurs with the change and will make updates to the document accordingly. |
PWS, paragraphs 1.6.1 and 1.6.2 | Recommend updating to state that acceptance and inspection shall be at origin or destination on a CLIN by CLIN basis as this varies in the CLIN structure. | The government concurs with the change and will make updates to the document accordingly. |
PWS and Section B | The PWS requirements do not clearly map to the CLIN structure as provided in the solicitation document. Instructions to industry as to what PWS line items to bid to what CLINs remains unclear and creates confusion for industry in being able to respond with clear and fair proposals to the Government. We recommend that the correct CLIN to PWS mapping be issued to industry. | The CLINS have been revised to show the correct references to the PWS. In the event that industry continues to have uncertainty regarding the mapping of CLINs to the PWS, for any costs or prices that are not included elsewhere in the Pricing Spreadsheet and Instructions (Attachment 009), industry can use the additional rows in the "Other FFP" tab in the Pricing Spreadsheet and Instructions (Attachment 009) for such costs or prices. |
PWS, paragraph 4.5.3 | Industry requests that the Government provide the fully defined flow down/tailored RMF CNSSI 1253 controls specifically for this system. | The Government has provided attachment 0014 (DoD Cybersecurity Control) containing Control Correlation Identifier (CCI) references. Detailed information of the individual CCI is available in NIST SP 800-53 Rev 4.
