About this file
This document provides a draft request for proposal for the production and sustainment of tactical Troposcatter Transmission Systems. The Army Contracting Command - Aberdeen Proving Ground is supporting the Program Executive Office for Command Control Communications-Tactical, Project Manager Tactical Network, and Product Manager Network Modernization in their potential ten-year requirement. The draft RFP and other pre-solicitation documents are being posted to engage industry and obtain comments and suggestions prior to soliciting final proposals. The potential solicitation involves the production of Troposcatter systems for the Army and Marine Corps over the ten-year period, along with related services such as training, engineering support, repairs and warranties. Pricing will be on a firm-fixed-price basis using an indefinite-delivery/indefinite-quantity contract structure, with delivery orders issued over the contract term.

1. Description of the items/services being procured: Troposcatter Transmission (TROPO) System is a low latency, high throughput, Beyond Line of Sight (BLOS) terrestrial capability that will significantly increase network robustness and decrease satellite dependence by bouncing signals off the troposphere layer of the atmosphere or diffracting them over sharp features or ridgelines. This allows for the secure and high-speed transfer of large volumes of data between sites and over terrestrial obstructions without the aid of a satellite.
2. Program Objectives/Needs: Procure, field, and sustain the next generation TROPO System.
3. Delivery Schedule: Nine (9) months after contract award for the first two (2) TROPO Systems.
4. Government Testing Requirements: Production Verification Testing (PVT) will be conducted after the initial System delivery of the first two(2) TROPO Systems.
5. Type of Contract: This acquisition will be up to a ten (10) year contract with one (1) five (5) year base period and one (1) five
(5) year option.

Task orders for technical manual development, training and support services will be Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), or a combination of two types.
7. Nature of the work: Production of TROPO Systems, spares, repairs, warranty, system engineering, field support, training and sustainment.
8. Source Selection Methodology: Best Value - Tradeoff
9. The Government guarantees a minimum buy of two (2) complete TROPO Systems: one (1) for US Army and one (1) for United States Marine

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.
"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards
Organization (ISO)/International Electrotechnical Commission (IEC) 16022.
"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.
"Enterprise" means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.
"Enterprise identifier" means a code that is uniquely assigned to an enterprise by an issuing agency.
