D. General SVD Schedule and Procedures—
1. No later than two weeks prior to the start of the SVD (tentatively scheduled to begin 7
May 2018), the Offeror will deliver systems to Fort Bliss, TX. At that location, the
Government and Offeror will verify receipt of the systems and conduct inventories of the systems and their components. The Government will then store and secure Offeror systems until the beginning of the demonstration.
2. Week 1: The first week of the SVD will consist of site surveys and set up by the
Government. Additionally, Offerors will inventory, sign for, and verify functionality of
Government provided equipment for use during the demonstration. After completion of these initial tasks, the Government will weigh and measure system cases with the Offeror present. Cases will also be loaded into a HMMWV to evaluate the transportability requirement.
3. Week 2: System Field Demonstration
a. On Monday, the Offeror will retrieve their systems from the Government storage facility at Ft. Bliss, TX. After conducting an inventory of the systems, the
Offeror will be randomly assigned a demonstration locations (FBE to WSMR9 or
Graceland to Orogrande, NM). The Offeror will transport systems to their assigned demonstration locations in the system transport configuration using their own transport vehicles.
b. Offeror systems will be evaluated at the assigned demonstration locations
Monday through Friday. After transport, the Offeror will demonstrate system setup and self-alignment. These tasks will be performed daily at each location for a total of ten timed setups and 10 timed self-alignments.
c. 2-person setup will be evaluated during the daily system setup at the assigned demonstration locations. The performance assessment will consist of evaluations of the throughput requirements at the distances established for each demonstration.
d. On Friday, after the completion of the demonstration, the Offeror will conduct a tear down of systems and place them into transport configuration. Offerors will transport the systems back to the Government storage facility on Ft. Bliss, TX.
The Government and Offerors will verify receipt and conduct inventories of the systems. The Government will be responsible for storing and securing the systems until the following Monday.
4. Week 3: System Field Demonstration – The same schedule and tasks outlined above for Week 2 will be performed during Week 3. However, the Offeror will be assigned to an alternate demonstration location. For example, if the Offeror was randomly assigned
FBE to WSMR9 during Week 2, they will be assigned Graceland to Orogrande during
Week 3.
5. Week 4: Contingency Demonstrations
a. If necessary, week 4 may be used to conduct any demonstrations cancelled due to contingencies that arose during Weeks 2 and 3. The schedule for Week 4, as well as the demonstrations and evaluations requiring completion, will be determined by the onsite Government representatives.
b. In the event of a contingency that jeopardizes the safety of personnel participating in the SVD, such as severe weather or a security threat, the Range
Safety Officer (RSO) will have responsibility for deciding on range closures. The
RSO is the only individual with the authority to close the range, and as such, the demonstration will continue as planned regardless of conditions until the RSO decides that closing a range is necessary.
