DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID:___676-18-107_____________
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center
676-18-1-6917-0001 VA252-18-AP-1037
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Retrofit of existing courtyard windows to receive a third pane of glazing and integral blinds.
Estimated cost is approximately $ 40,000.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Current construction build out and windows, not installed on the courtyard side of the facility, are fitted with a third pane of glazing and integral blinds. There are approximately 28 courtyard windows, which were constructed and installed without this feature.
These windows need to be retrofitted with this feature to function like the rest of the facility and provide privacy for the patient rooms located on the courtyard perimeter.
4. Description of market research conducted and results or statement why it was not conducted:
Estimated value of this feature was provided by the supplier of the original windows currently installed in building 405.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
