COMPLETE 1ST & 2ND FLOORS BUILDING 405
TOMAH VA MEDICAL CENTER, TOMAH, WI
I. THE FOLLOWING CHANGES ARE TO BE MADE ON PROJECT SPECIFICATIONS:
SPECIFICATION 09 60 00 REMOVED FROM PROJECT SPECIFICATIONS.
II. THE FOLLOWING CHANGES ARE TO BE MADE ON PROJECT DRAWINGS:
1. Added Sheet AS-801 “Signage schedule and Details”
2. Sheet MH-606 “FCU schedule” revised to exclude FCU’s 37-52, and capacity changed to reflect propylene glycol in the system, and FCU 5 added to the schedule.
3. Sheet AS-920 “door schedule”, added doors 2510.1 & 2510.2 to schedule
4. Sheet AS-920 “door schedule”, adjusted quantity and rating on cross corridor doors 5C22 & 5C26.
5. Sheet AS-102 “floor plan level 2”, added door(s) and frame(s) in corridors 2C02 & 5C22. Integrated assemblies/cross corridor doors.
III. THE FOLLOWING QUESTIONS AND ANSWERS / CLARIFICATIONS ARE THE RESULT OF BIDDERS REQUEST(S) FOR INFORMATION:
Question 8: I am working on a bid and could not find the signage plan for the VA69D-18-B-1687 00002 project. I see the sign specifications but not the quantities needed. Do you know where I can find this?
Answer 8: The signage plan is a deliverable via the project specifications (or this is/was my intention) and thus was not included. Quantities needed will be determined off of the VA design manual Mental Health Facilities and the Interior Signs design guide. At minimum room identification, egress signage, and wayfinding will be required. No exterior signage required.
Question 9: Can the Prime modify the hours of operation as long as it does not disturb the occupants on the 3rd floor. Please state the earliest and the latest hour we can work during a standard work week.
Answer 9: 0730 a.m. is the earliest start time, typical contract end time is 4:30pm.
Question 10: There have been discussions about a ceiling coordination study for this project. We gather that the intent is to ensure we have clash detection between the MEP&FP contractor prior to setting the ceiling heights as well as to ensure we have proper access for the MEP subs to accommodate the existing concrete beams. We ask the VA to consider providing an allowance of $20-30k to add to this bid or to define the expectations of this work. Also, possibly the VA option to add BIM/Clash Detection as part of the construction package prior to developing shop drawings for the different piping, duct, conduit that is needed if the VA does not want to take the risk for establishing the ceiling heights of the ACT and or hard ceiling. Generally, this is more of a partnering question between GC and VA as the expectations are not extremely clear for what deliverables in this type of study are required and to what level the GC and MEP&FP subs will need to execute this clash detection study to optimize ceiling height and proper interstitial space requirements. Please advise Answer 10: Coordination/layout drawings (what the contractor references as “ceiling coordination study”) is a standard deliverable in the VA master specifications and this project. This is especially important for MEP coordination among the effected subcontractors. It is intended to avoid “clash” between the various subcontractors in: mechanical rooms, above ceilings, through floors and risers…ect. I place the role and responsibility on the general contractor to facilitate this because the subcontractors are not directly contracted by the VA; the general contractor is responsible for the review and accuracy (quality control) of all submittals and should not submit coordination/layout drawings that would cause clash. In order to successfully do this the G.C. (general contractor) will coordinate layouts between trades i.e. sit down with effected sub-contractors, allocate space, capture in drawings, and submit as described in the appropriate specification(s). If the contractor feels this is going to result in added cost then this should be reflected in your bid. The VA is not expecting electronic drawings depicting layout of MEPS, or any BIM model, but we do expect scaled sketches depicted elevation of such distribution for all MEPs which is further detailed in the appropriate MEP specification(s). So long as we can maintain minimum ceiling height (8’) we’re good.
Question 11: 3rd Floor Occupants: Please verify the entrance that 3rd floor occupants utilize for access. Please verify if the elevator connected to the 1st and 2nd floor fitout work will remain operational for 3rd floor occupants? Are there any constraints on the GC for this elevator to accommodate patients or occupants especially wheelchair bound personnel needing access to 3rd floor? Would the VA expect some sort of I.C. tunnel for access from finished 1st floor work outside of our contract to accommodate wheelchair bound individuals? Please let us know if this is a consideration.
Answer 11: All 3rd floor occupants (residents and staff) currently utilize the tram-way connector from 404 to access 405. The elevator connected to the 1st and 2nd floor fitout will remain operational for 3rd floor occupants. No I.C. (infectious control?) tunnel necessary
Question 12: Please confirm that the 'laydown area' for this project will remain at final acceptance and that no hardscape modifications are necessary in connection with this project.
Answer 12: Laydown are will remain at final acceptance, no hardscape modifications are necessary in connection with the project. Contractor shall capture existing conditions of this area prior to establishing the laydown area and restore to original condition at project completion.
Question 13: Please confirm that Submittal Exchange/Oracle is the only approved submittal register software and that Prolog or Procore cannot be substituted Answer 13: The VA currently has an IDIQ type contract with oracle; there is no substitute.
Question 14: Please confirm that this project is NOT tax exempt.
Answer 14: This project is NOT tax exempt.
Question 15: Infection Control is stated to be at Class III. With no occupants other than craftspeople on the 1st and 2nd floor please define the expectations for the site. We would expect that none of the MEP systems on the 1st and 2nd floor would affect 3rd floor occupancy. We assume negative air per standard square footage of the new space. Do you expect air monitoring? Do you expect any drywall temp barriers for 3rd floor access points to elevators?
Answer 15: Neg air and pressure differential monitoring across barriers is expected. Plastic barriers may be established at stair well doors but a hard barrier is appropriate at the elevator entrance at the second floor only. Cross corridor doors (on the first floor) may also utilize a plastic barrier.
Question 16: Please confirm that DDC language provided in this spec is relevant to this contract. This included the 'contractor providing graphical tending through the DDC control system'; maybe CxA vs. CxR responsibility?
Answer 16: Graphical trending can be absorbed/performed by the CxA in lieu of the CxR. However, discrepancies identified via such trends shall become a part of the Cx report discrepancies log and shall be addressed by the appropriate subcontractor and flowed up by the CxM.
Question 17: Finish schedule is stated for window sills; 04 72 00, cast stone masonry. Please verify that no modifications need to be made as there is no DIV 04 specs.
Answer 17: No modification required/needed.
Question 18: We understand the Interior Sign Types are to conform with the VA Signage Design Guideline. We do not see a signage schedule listed in the drawings or specs. Further we do not see a drawing that shows the design aesthetic and sizing, lettering per room location. We are unclear of the number and types of signs. We are unclear if we are completing final signage for all three floors, just 1 and 2 or if this is going to be a separate contract by VA. Please also provide a Basis of Design of the hospital Answer 18: Signage shall be provided for all three floors (interior signage only). Signage schedule and detail is attached
Question 19: Per the partition notes, please provide a minimum ceiling height for drywall and ACT ceiling for each floor for bidding purposes - 8 or 9'?. We understand that the intent is to build just below the lowest pipe, duct etc. in the interstitial space.
Answer 19: 8’ minimum height
Question 20: Please provide areas requiring Vinyl - Coated Fabric Wall Covering as we do not see WF on the finish schedule.
Answer 20: Vinyl-coated fabric wall covering is required in hallways and HAC closets only. Offices, patient rooms, bathrooms, IT closets, laundry rooms, staff lounge, storage, ect are exempt.
Question 21: Interior elevations show details for Bedroom H, J, K, Accessible Shower, and Bedroom J Sink Wall. Bath and toilet accessories are described with acronyms, but there is only a finishes schedule shown in 11 06 00 under 'schedule of equipment' that shows VFCI and VFVI furnished and installed items. We cannot discern between which of these items are common area 'equipment' vs what should be provided in the bedrooms as the 'interior elevation general notes' and the specs/drawings do not match. Could you please generally described which of that bathroom accessories you would like the contractor to furnish and install and we have recognized 10 28 00 and are trying to achieve the counts on 1.1.B items 1 - 16. There was discussions at the site visit that soap and towel dispensers are no longer desired. Do we assume that all loose items for typical installation on AS800, which stay mute to furnish and install requirements to either USG or Contractor, are provided by the contractor? Please advise.
Answer 21: Contractor shall provide and install: Towel hooks, Shower curtain rods, utility shelf(s), mirrors, grab bars, clothes/coat hooks, soap dish and wall mounted shower seats (accessible rooms only). The VA will provide shower curtains. Paper towel, toilet paper, and soap dispensers shall be furnished by the VA and installed by the contractor (this is true for all: bathrooms, common spaces, exam room, staff lounge ect). We have a campus wide contract to provide and restock such devices. In patient rooms, on the third floor which have sinks in individual rooms, have since been removed on the future build-out rooms and thus the observed condition, on the third floor, will not be built on the second or first floor (Type A bedrooms). i.e. the sink, mirror, light, paper towel dispenser, soap dispenser, and shelf is not required in sleeping rooms (common to bedrooms with a shared bathroom).
Question 22: Please confirm who furnishes and installs bedroom (a.) beds/bed frames (b.) desk 36", night stand. We do not recognize this items under 12 32 00 manufactured wood casework. Please provide a schedule if necessary.
Answer 22: The VA will provide and install (a.) beds/bed frames (b.) desk 36", night stand and wardrobe. Items are only depicted to better describe overall room layout.
Question 23: Under 2.1 Plywood, Hardwood face veneer is HPVA HP-1 Premium Grade under section 09 60 00 required? The Specs are not provided. Please advise.
Answer 23: reference to 09 60 00 will be removed.
Question 24: Please confirm that only blocking for tv mounts is required for the assembly of a 'tv system'. The TV and the mount are furnished and installed by the VA Answer 24: Only the blocking for the tv mounts is required for the assembly of a ‘tv system’. The TV and the mount are furnished and installed by the VA
Question 25: The four pipe fan coil capacities appear to be based on water. I believe the existing heating and cooling loops are glycol. The schedules should be revised for performance based on the type and percentage of glycol in the systems.
Answer 25: Revised FCU schedule is attached
Question 26: The four pipe fan coil specs called for horizontal concealed fan coil units with a complete cabinet. Since a concealed fan coil unit is by definition above a finished ceiling, the cabinet servers no purpose and actually hinders the ability to service internal components of the fan coil Answer 26: Horizontal concealed fan coil units may be configured without a complete cabinet.
Question 27: FCU-5 on MH/MP101A is missing from schedule. Is this another existing unit to be relocated?
Answer 27: FCU-5 will be added to the schedule, and it will be an exposed unit and thus will require a full cabinet.
Question 28: Where are FCU’s 37 through 52?
Answer 28: FCU’s 37 through 52 on MH606 were part of a previously revised design of the first floor space. The schedule has since been revised and the FCU’s removed from the schedule. FCU’s 37-52 are not to be installed in this project. Revised schedule is attached
Question 29: If they VA is not happy with the current FCUV manufacturer (Multi Aqua) please advise another manufacturer. Multi-Aqua is the only manufacturer that we are aware of that makes a vertical wall hung fan coil with a water coil.
Answer 29: Multi Aqua it is. All other “similar” manufacturers are made and distributed in countries where standard power is generated at 50HZ and thus would require special construction to work “state side”.
Question 30: We believe there might be a great possibility that the current 1st and 2nd floor slabs might be greatly out of tolerance. This instance occurs on several of our VA renovation projects. We see 15,000 sf of floor leveling as a large risk to GC as well as floor subcontractor. Would the VA consider placing 1/8" or 1/4" floor leveling requirement note. "Contractor should include an average of x amount of floor leveling that cannot be verified during the bid process".
Answer 30: I concur with your risk assessment. Please review the attached documents and report which better describes existing conditions and corrective actions taken via FF/FL measurements.
Question 31: Refer to Spec section 08 71 00-22 There is a list of doors that require a cylinder per section noted above and hardware HW-7. Need location and door type.
Answer 31: Coiling door at med room 2554.
Question 32: Refer to Spec section 08 71 00-23 2.24 states to include padlocks for various doors, gates and hatches. Are they required, if so how may and locations?
Answer 32: Kitchen range safety/lock-out button.
Question 33: Refer to Spec section 08 14 00-5 (G) States Sound rated Doors. Are they required? If so, which doors?
Answer 33: No
Question 34: The hardware specs say grade 1 cylindrical lever locks but the hardware groups call out mortise locks. Are they to be cylindrical lever or mortise?
Answer 34: All doors are Mortised. The saflok RT series device is also mortised but has an integral cylindrical lever lock which can accept a 7 pin best core
Question 35: Sheet 405 FP102:
1. The drawing indicates a type 1S smoke barrier wall, but is not continuous and does not terminate to the exterior walls. Are smoke compartment walls and additional doors required on the second floor?
2. Are additional smoke and fire dampers required?
Answer 35: No. An earlier/original design incorporated horizontal egress, but that is not required in a RRTP (Domiciliary) type facility. Cross corridor doors and smoke dampers not required but we left in the 1S rated walls in the NE and SW corners of the building for future use in the event we change building usage.
Question 36: Sheet 405 FP101 & 102:
1. Most of the toilet room layout on both floors do not appear to be compliant with ADA/ABA nor VA accessible standards. Is accessibility compliance required in the project?
Answer 36: Unlike nearly all VA facilities accessibility compliance is not required throughout the facility per the RRTP design criteria.
Question 37: Specification Section 08 71 00:
1. Indicates antiligature pull hardware (pulls) only for hardware group HW-MH6. Are there any other antiligature hardware requirements?
Answer 37: No, omit the antiligature pulls at/on group rooms.
Question 38: Ref drawing 405 AS704- detail 7- the 1st floor laundry room 1554 is shown with an elevation indicator 11. Detail 11 does not exist on drawing AS704. Please provide clarification.
Answer 38: 405 AS 704, detail #7, will reference detail # 12 on same referenced drawings
Question 39: Detail 1/AS900: This detail indicates using 1/16” thick deflection track which is 16 gauge track and is very heavy for interior applications. Could we use a 33mil deflection track with 3” legs (same gauge as the metal studs)?
Answer 39: No
Question 40: Detail 3/AS900: The track detail indicated below the duct penetration will not work because it will be wider than the track in the rest of the wall. The issue is that each end of the track would have to be capped because it be thicker than the rest of the wall. Can we use the same deflection track as the rest of the wall?
Answer 40: Yes
Question 41: Please confirm response to question 1 on Amendment 2 regarding cabinets. First part of response states “VA to provide cabinets”. Please clarify if that is all manufactured casework or what that refers too.
Answer 41: This only applies to detail 3 on sheet AS 705 (key note # 10 shows/demonstrates omnicell(s) which are pharmaceutical locking cabinets), and the VA will be purchasing and installing the described devices shown on the referenced detail.
Question 42: There are notes on page AS201 that refer to pages AS 401 and AS402 but we do not see those two pages in the documents.
Answer 42: Details called out on AS 201 (details 1 & 3) are building section views and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 43: Doors 2506.1 and 2506.2 are not called out.
Answer 43: 2506.1 & 2506.2 are identical to 2510.1 & 2510.2 (respectively) and will be added to the door schedule on AS-920.
Question 44: Electrical rooms doors 2518 and 2530 are not called out Answer 44: Doors 2518 & 2530 (and associated hardware) are currently installed and in place and thus are not a deliverable.
Question 45: Door 5336 (3rd level) – Need location.
Answer 45: Door 5336 is a typo; it should be 3536 and it is the third floor communication closet, directly above 2nd floor communication closet.
Question 46: We need door type, frame and hardware specified for doors listed above.
Answer 46: 2518: NA; 2530: NA; 2506.1: Identical to 2510.1; 2506.2: identical to 2510.2; 3536 same as 1536 & 2536
Question 47: Please confirm which openings are associated with spec section 08-17-10 Integrated Door Assemblies?
Answer 47: Cross corridor doors 5C22 & 5C26 are integrated assemblies and have been added to AS-102.
Question 48: Are there floor patterns we need to be aware of for Resilient flooring? For instance Room type G 1501 shows RF1 A, B in finish schedule. Does this indicate 2 different colors that will have a pattern?
Answer 48: Options for floor type (color), no pattern. Will utilize RF1-A as performed on the third floor.
Question 49: Sheet 405 AS920 & Section 087100: Door Hardware 1.The hardware groups in the Door Schedule in the drawing set does not match the hardware groups in the project specifications. Please clarify.
Answer 49: Abbreviations for hardware groups used on drawing AS-920 omitted the first 2 alpha designators found in the specs. Example: hardware group MH1 (as designated on AS-920) is HW-MH1 in the spec. The HW is an abbreviation for “Hardware” which is common for all hardware groups and thus was omitted for all hardware abbreviations on drawing AS-920. In addition there are hardware groups identified in the specifications which are not called out/used on the drawings and thus will not be utilized for construction; however, should we decide to change the hardware group of a specific door during construction, we can simply reference the hardware group found in the spec.
Question 50: Drawing AS101 - “FLOOR PLAN LEVEL ONE” shows Building Section Indicator 1/AS402 Answer 50: Detail called out on AS 101 (detail 1) are building section views (details structural connections) and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 51: Drawing AS102 - “FLOOR PLAN LEVEL TWO” shows Building Section Indicators 1/AS401, 2/AS401, 3/AS401 and 1/AS402 Answer 51: Details called out on AS 102 (details 1,2 & 3) are building section views (details structural connections) and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 52: Drawing AS201 - “REFLECTED CEILING PLAN LEVEL ONE” shows Building Section Indicators 1/AS401, 2/AS401, 3/AS401 and 1/AS402, 3/AS402 Answer 52: Details called out on AS 201 (details 1 & 3) are building section views (details structural connections) and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 53: Drawing AS202 - “REFLECTED CEILING PLAN LEVEL TWO” shows Building Section Indicators 1/AS401, 2/AS401, 3/AS401 and 1/AS402 Answer 53: Details called out on AS 202 (details 1,2 & 3) are building section views (details structural connections) and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 54: Drawing AS702 - “ENLARGED PLANS AND INTERIOR ELEVATIONS” shows Building Section Indicator 1/AS401 – detail #1 not shown.
Answer 54: Detail called out on AS 702 (details 1) are building section views (details structural connections) and do not provide much value to the drawings and have been omitted. Section may be provided upon request.
Question 55: Drawing AS704 - “ENLARGED PLANS AND INTERIOR ELEVATIONS” shows Building Section Indicator 13/AS704 – detail #13 not shown.
Answer 55: Detail and feature has been removed. No elevation detail required and the call out (13/AS704) will be removed
Question 56: Are panels required above the ceilings for controllers? Normally for conduit only jobs they would be but during the walkthrough not using them was discussed for both cost savings and space savings Answer 56: Above ceiling controllers (rated for plenum use) at FCU’s or FCUV’s do not need to be in a panel. Conduit may terminate in “free-air” adjacent/near the individual controller(s) and wiring landed at the appropriate terminal strip. Caveat: Wire nut connections should be in an enclosure i.e. wiring from said “free-air” conduit must be low voltage plenum rated sheathed cable assembly (eg 18/2 ect) and be landed directly to a terminal strip or device.
Question 57: Is a local realtime clock required on each controller that utilizes a schedule or can scheduling be done on the NAE?
Answer 57: Scheduling can be done via the NAE. We’ve found that scheduling of occupancy, with setbacks, does not achieve better space temperature control nor savings, so it’s not critical that we have occupancy/scheduling control in the event that we “lose” an NAE.
Question 58: Section 23 09 23 -5 mentions a “operator terminal – laptop” and “one digital display unit” are either of these required to be furnished for this project?
Answer 58: The specs include updating existing “operator terminal-laptop” (populate with the added controls/points “probably performed autonomously”) the “one digital display unit” is existing along with the ECC located in building 40. Left this language in the spec to cover “updating existing” not to imply a new device. Neither of these are required to be furnished in this project just updated.
Question 59: Section 23 09 23 -12 states “The controls subcontractor shall be a 1st tier subcontractor whom works directly for the general contractor” will the Div 23 09 work be bid through mechanical contractors or directly to the GCs?
Answer 59: Bid directly to the GC. Experience has shown there is poor coordination, communication, scheduling ect when the controls subcontractor works through a mechanical sub
Question 60: Section 23 09 23 – 21 mentions “Provide data storage server(s)” is this required for this project? It seems that the intent is to use the existing Metasys server. Can you please confirm?
Answer 60: Use existing Metasys server.
Question 61: Section 23 09 23 -22 states “System shall be expandable to at least twice the required input and output objects with additional controllers, associated devices, and wiring. Expansion shall not require operator interface hardware additions or software revisions.” Is this additional expandability required for this project? This would require install of a larger NAE than would otherwise be needed.
Answer 61: Expandability is not required for the build-out. Caveat if existing NAE cannot support the added devices then a larger NAE is necessary.
Question 62: Section 23 09 23 – 27 talks about a “bacnet protocol analyzer” is this required for this project?
Answer 62: No
Question 63: Section 23 09 23 – 30 talks about a “local keypad and display” for each controller. Is this required for this project? This is a large cost impact to put this at each FCU/FCUV if not needed.
Answer 63: This is not required at FCU’s nor FCUV’s. IE not required for any of the added devices.. not required at in floor heat either.
Question 64: Can existing controllers, panels, valves (this would require recovery by the Mechanical Contractor of Div 23) and other components from the previous project be recovered and reused on this project as able to save money?
Answer 64: Yes
Question 65: Can a TEC3620 (see attached for more info) be used for the “Four Pipe, single coil, fan coil unit,” the “four pipe fan coil unit” and the cooling only fan coil unit” controllers? This would be a cost saving measure but would require that the following be approved:
a. Valve position status cannot be used. (you would still be able to see the output command to the valve)
b. The supply temperature sensor could not be used on the “Four Pipe, single coil, fan coil unit.”
c. The changeover command to switch from heating to cooling would need to be over the network (this is not currently defined in the sequences but will probably be required anyway).
d. The canned sequence that can be selected for the TEC3620 would need to be approved by the VA rather than what is in the project documents currently.
e. This would be different than how the units on the other floors are controlled.
Answer 65: TEC 360 acceptable for use on “four pipe single coil” FCUV’s & the “cooling only” fan coil units
