About this file
This document is an addendum to the FS2 Aero Safety of Navigation Aeronautical Production System (APS) task order issued by the National Geospatial-Intelligence Agency (NGA) Aeronautical Navigation Office.
The addendum establishes system-specific information and constraints for APS support, which manages multiple databases (Aeronautical, Vertical Obstructions, Production, AFD, JPIP, MIDB) and utilizes COTS, GOTS, FOSS, and custom code software. The work scope encompasses Program Management (WBS 1.0), Operations Support (WBS 5.0), and Software Maintenance (WBS 4.0). The contractor must provide four FTEs onsite at NGA West Campus—two Database Administrators, one DevOps Engineer, and one Software Engineer—with appropriate security clearances to access classified and unclassified/LIMDIS data. All APS processes must comply with ISO 9001:2015 certification, CNS/ATM DO200B/FAA AC-153B standards, and maintain SFA FAA/CNS/ATM TYPE 1 Data Provider Letter of Authorization.
Critical requirements include expertise with APS databases, AIRAC production cycles, and NGA aeronautical processes; personnel capable of software integrations and deployments via Jenkins pipeline; and knowledge of all specialized applications (AAS, BEAR, NOTAM Query, JPIP, AIMS, AFD, VO, and associated tools). Software Support Services (WBS 4.0) requires adaptive maintenance ranging from simple data processing tasks to extensive system redesigns and COTS modifications with regression testing and security verification. Operations Support Services (WBS 5.0) mandates Agile operations with 2-week sprints and 4-week releases coordinated with production cycles including DAFIF (every 28 days), AAFIF (weekly), MIDB (twice daily), AFD (daily), and other outputs. The contractor must maintain software within one major version of current versions per NGA SWAP listings, deliver deployment packages with HP Fortify security scans containing no OWASP top ten hits, and ensure a transition plan that prevents service interruptions to SFA production schedules. The contractor must possess capability to operate in NGA Top Secret environments and utilize all three NGA Networks, WWW, GHUB, FVEY, COIs, and contractor sites for acquisition and dissemination activities.
