About this file
This is a National Geospatial-Intelligence Agency (NGA) Instruction (NGAI 8550.1) establishing policy and responsibilities for health and performance monitoring of information systems and applications (IS&As), effective November 2, 2020.
The instruction mandates that NGA monitor the health and performance of all IS&As in accordance with DoD and NGA directives. It applies to all NGA civilian employees, military service members, other government agency personnel assigned to NGA, and contractors. The policy establishes a hierarchical responsibility structure beginning with the Chief Information Officer, delegating to the Director of CIO and Information Technology Services, who assigns implementation responsibilities to the Director of Secure Operations Group, who in turn assigns maintenance duties to the Director of Operations Control Office. Program Managers and Information System Owners (ISOs) are required to submit requests for required integration and adoption actions in the Service+ tool and collaborate with the Director of Operations Control Office to complete specified timelines.
For existing IS&As with a Recovery Time Objective (RTO) of 0-72 hours, mandatory timelines require initiating integration of IT health and performance monitoring tools into the Enterprise Service Center Manager of Managers (ESC MoM) no later than six months from the effective date, completing integration by 12 months, initiating adoption of enterprise management IT monitoring tools by 18 months, and completing adoption by October 1, 2023. For new IS&As with an RTO of 0-72 hours, integration must be completed within 12 months after Initial Operational Capability (IOC) and adoption within 18 months after IOC. ISOs and PMs must develop, complete, and maintain Service-Level Agreements identifying resolution and troubleshooting actions. Waivers may be requested to the Director of Secure Operations Group for non-compliance based on cost, schedule, or technical limitations, with existing waivers reviewed semi-annually.
