About this file

This is a National Geospatial-Intelligence Agency (NGA) Instruction document (NGAI 8955.6) establishing web property standards and guidelines for NGA enterprise domains, effective October 1, 2019, with Administrative Update 1 dated May 13, 2020.

The instruction applies to all NGA civilian employees, military service members, other government agency personnel assigned to NGA, and contractors developing or maintaining web properties on enterprise domains. The NGA Chief Information Officer (CIO) establishes and oversees web standards for enterprise domains, while the Director of CIO and Information Technology Services (D/CIO-T) manages the enterprise domain web property framework. The Director of the Future Experience Office (D/TF) develops web property standards and guidelines, maintains DNS guidelines, develops NGA web style guidance, reviews and removes non-compliant web properties, and maintains the NGA Web Guidance and Resources website at https://www.intranet.nga.ic.gov/web/. The Director of Corporate Communications manages review of publicly released NGA products and external marketing to ensure compliance with NGA messaging standards and that information is unclassified. Information developers and designers must comply with web standards provided in the Online Resources, including header and footer guidance, and ensure Section 508 accessibility compliance. The instruction requires NGA web properties to meet standards for web design style, plain language writing, copyright protections, accessibility, analytics, security (including HTTPS and classification markings), search and discovery functionality, DNS registration, and records management in accordance with referenced federal regulations and OMB memoranda.

b. NGA web properties on enterprise domains should have a web analytics collection capability. (Reference (d)) Web analytic solutions are provided in the Online Resources.

8. Security Guidance.

a. NGA web properties provide Government information and services to support the performance of NGA’s mission. Security and risk management are essential functions incorporated into the lifecycle of NGA web properties, including classification markings, public key infrastructure (PKI) certificates, and hypertext transfer protocol secure (HTTPS) IAW References (c), (k) and (p).

a. IC computer domain networks disseminate intelligence information. NGA has multiple IC domain networks based on classification. Web properties are stored on servers that are connected to the domain networks and are reachable using DNS.

When the DNS is translated into an Internet Protocol (IP) address, an information system (IS) can pinpoint the location of another IS/server where the web property is stored.
