Key policy objectives include maintaining capability to rapidly respond to and recover from undesirable events (natural or manmade), implementing a risk-based enterprise-wide approach, and establishing thorough continuity plans, procedures, and technical measures. The instruction assigns specific responsibilities to numerous organizational entities including the Director, Deputy Director, Chief of Staff, Agency Continuity Coordinator, Associate Directors, NGA Operations Center leadership, Chief Financial Executive, General Counsel, Director of Human Development, Chief Information Officer and IT Services, Information System Owners, Directorate Component Heads, Agency Element Leads, and Business Continuity Lead Planners. Each role encompasses defined duties related to planning, budgeting, exercising, training, records management, personnel accountability, communications, facility identification, IT system resilience, and coordination with external organizations. The document includes comprehensive definitions of continuity-related terminology such as Essential Functions, Recovery Time Objectives, Mission Assurance, Business Continuity Plans, and Information System Contingency Plans.
