About this file

This is a comprehensive data collection template and instruction workbook developed by the National Geospatial Intelligence Agency (NGA) for capturing detailed technical, contractual, and developmental information related to federal contract opportunities. The template is unclassified and designed to be completed annually, at First Operational Capability (FOC), and during contract close-out, with provisions for follow-on contracts to capture baseline data separately from modifications.

The workbook contains eleven primary data collection tabs addressing: Program Information (program description, functions, protection levels, user counts, milestones); Contract Information (prime contractor and subcontractor details, contract types, values, option years, contract line identification numbers, and Engineering Change Proposals); Work Breakdown Structure (WBS) by function with cost and labor hour allocation; COTS/GOTS hardware and software inventory with pricing strategies and maintenance costs; Agile Development Measures (epics, features, story points, and feature hours for planned and actual development); Agile Detail (software development by function, release, and complexity); Code Counts using UCC-G methodology (new, reused, autogenerated, modified, and deleted code); Data Management (migration and conditioning tasks with effort hours and data volumes); Database information (size, instances, platforms, tables, constraints, triggers, forms, and views); Discrepancy Reports (software baseline maintenance, defect tracking, priority, and closure status); and PickList Tables for standardized data validation. The template supports multiple development functions including Analysis and Exploitation, Command and Control, Mission Management, Dissemination, Ground Terminal, Infrastructure and Framework, Mission Data Processing, and Tasking and Management. Contractors and government teams must provide cost reporting, detailed agile methodology descriptions, and comprehensive documentation of all contractual changes, with contact information for data accuracy verification and classification markings applied per organizational policy.

d. Protection Level woollej: Description of the appropriate Protection Level (PL) for information systems (IS) based on the required clearance(s), formal access approval(s), and need-to-know of all direct and indirect users who receive information from the IS without manual intervention and reliable human review. It indicates an implicit level of trust that is placed in the system’s technical capabilities.

PL1: An IS operates at Protection Level 1 when all users have all required approvals for access to all information on the IS. This means that all users have all required clearances, formal access approvals, and the need to know for all information on the IS.

PL2: An IS operates at Protection Level 2 when all users have all required formal approvals for access to all information on the IS, but at least one user lacks administrative approval for some of the information on the IS. This means that all users have all required clearances and all required formal access approvals, but at least one user lacks the need to know for some of the information on the IS.

PL3: An IS operates at Protection Level 3 when at least one user lacks at least one required formal approval for access to all information on the IS. This means that all users have all required clearances, but at least one user lacks formal access approval for some of the information on the IS.

PL4: An IS operates at Protection Level 4 when at least one user lacks sufficient clearance for access to some of the information on the IS, but all users have at least a Secret clearance.

PL5: An IS operates at Protection Level 5 when at least one user lacks any clearance for access to some of the information on the IS.
