About this file
This is a Concept of Operations (CONOPS) document for the Aeronautical Production System (APS), a National Geospatial-Intelligence Agency (NGA) system dated August 26, 2020.
The APS serves as a centralized repository for all NGA digital aeronautical product holdings and provides users with the capability to access, retrieve, and generate aeronautical products in both graphical and textual formats. The system supports the Aeronautical Navigation Office (SF) mission of producing timely, relevant, and accurate aeronautical Geospatial Intelligence (GEOINT) on-line and on-demand to meet flight safety and national security requirements. Key products generated include Flight Information Publications (FLIP), Digital Aeronautical Flight Information File (DAFIF), Automated Air Facilities Information File (AAFIF), Digital Vertical Obstruction File (DVOF), and Airfield Foundation Data (AFD). The system maintains over 70 million records essential to the Aeronautical Safety of Navigation Office (SFA) mission, with data potentially updated every 28 days. The APS collects worldwide aeronautical data from various host nation producers and intelligence sources to support military, civilian, and foreign customers across all phases of flight from pre-planning through mission completion.
The operational architecture consists of client workstations in St. Louis, Missouri and NCE locations with VMware virtual servers and file shares, connected via secure transmission lines to NDC West (Gateway) in Arnold, Missouri, which houses additional application servers, PVDI CITRIX servers, and file shares. The system also connects to a C2S Amazon Cloud environment hosted at STL, which includes an Aeronautical Postgres RDS database and PaaS Linux servers. Aeronautical Analysts and Aeronautical Imagery/Feature Analysts perform database maintenance using the Aeronautical Application Suite (AAS), Aeronautical Obstruction Environment (AOE) software, and various COTS, GOTS, and custom code tools for imagery analysis.

CONCEPT OF OPERATIONS
(CONOPS)
VERSION 1.0
26 AUG 2020
Office Mission
The Aeronautical Navigation Office (SF) produces timely, relevant and accurate aeronautical Geospatial Intelligence (GEOINT), on-line and on-demand, to meet user's flight safety and national security needs.
System Functional Mission
The Aeronautical Production System (APS) provides a single repository of all NGA digital aeronautical product holdings; provide users the ability to access and retrieve, in both graphical and textual form, any stored aeronautical product and/or associated metadata; and support generation of graphic and selected aeronautical products. Within the APS is the capability to output digital products to various media types as requested by both internal and external customers. The APS subsystems are used to collect, store, maintain, and produce worldwide aeronautical data to a variety of military, civilian, and foreign customers.
NGA Products Produced Using System
Flight Information Publications (FLIP), Digital Aeronautical Flight Information File
(DAFIF), Automated Air Facilities Information File (AAFIF), Digital Vertical Obstruction File
(DVOF), Airfield Foundation Data (AFD), Airfield Imagery Support Compile, process, and maintain worldwide aeronautical safety of navigation data and products.
Collect from a variety of host nation producers and other means; enhance source as required using imagery and other intelligence sources. Maintain aeronautical Geospatial
Intelligence (GEOINT) databases and products used by the DoD aviation community and national policy makers. Provide DoD aviation mission planners and aircrews digital Aeronautical
GEOINT, legacy hardcopy publications, and aeronautical applications for mobile devices.
Support operational DoD and partners with material encompassing all phases of flight from pre-planning to enroute operations, to mission completion. Provide a data-centric environment that allows users to extract tailored digital information to meet a variety of mission requirements.
Concept of Operations
Aeronautical Analysts and Aeronautical Imagery/Feature Analysts perform database maintenance utilizing the Aeronautical Application Suite (AAS), the Aeronautical Obstruction
Environment (AOE) software, and assorted COTS, GOTS, and custom code for imagery analysis within the Aeronautical Production System (APS) production system. These software, hardware, and databases are used by the Aeronautical Safety of Navigation Office (SFA) to store and maintain the data mandated by Safety of Navigation statutory requirements and requirements as the res-prod for airfield data within the Intelligence Community (IC). This data contains over 70 million records essential to the SFA mission; all of which may be updated every 28 days.
