CMAR Price Proposal Summary

This is a Construction Manager at Risk (CMAR) price proposal template issued by the City of Pasadena for the Transit Operations Maintenance Facility project located at 2180 East Foothill Boulevard. The proposal encompasses two phases: Phase 1 Preconstruction Services and Phase 2 Construction, with Phase 1 estimated to commence in July 2026 and conclude by January 2027, while Phase 2 construction is scheduled to begin in March 2027 with substantial completion required by June 2028 and final completion by July 2028. Proposers must submit a mandatory pre-proposal meeting attendance on April 28, 2026, with questions due by May 22, 2026, and final proposals due on June 8, 2026 at 2:00 PM; interviews are tentatively scheduled for June 22-25, 2026. The project is subject to liquidated delay damages of $19,000 per day if Phase 2 substantial completion milestones are not achieved.

The price proposal requires proposers to provide a lump-sum amount for Phase 1 Preconstruction Services and fixed percentage rates applied against the City's estimated direct construction cost of $60,000,000 for Phase 2 categories including General Conditions, General Requirements, Bonds, Insurance, Overhead/Profit & Fees, and Contingency (capped at 2-5%). Proposers must also submit a daily rate for compensable delay compensation and maintain bonding capacity exceeding the $60,000,000 estimated direct cost threshold. The proposal includes surety declarations and proposer certification requirements, with all documentation subject to California state law and notarization requirements. Award will be determined on a best-value basis incorporating qualifications (20%), organization and key personnel (20%), project approach and methodology (30%), financial strength (5%), safety record (5%), local business preference (5%), small/micro-business certification (5%), price proposal (10%), and interview performance (50 additional points).
