About this file

This is a CMAR Price Proposal form from the City of Pasadena, California for the Construction of a Transit Operations Maintenance Facility. The project is structured as a two-phase delivery process comprising Phase 1 Preconstruction/Design Assist Services and an optional Phase 2 Construction Services. The City is not obligated to authorize Phase 2 or issue a separate construction contract following the completion of preconstruction services. The proposal requires contractors to fill in all applicable costs and rates for each category and line item, with zero dollars entered for any items with no associated cost.

The pricing structure establishes a City's estimate of direct costs at $60,000,000 and requires proposers to submit Phase 1 preconstruction services costs as a lump sum amount. For Phase 2, contractors must provide fixed percentage rates for indirect costs including general conditions, general requirements, bonds, insurance, overhead/profit and fees, and contingency (limited to 2-5% of the estimated direct costs). Contractors must also provide a daily rate for compensable delay compensation, calculated against a 90-day multiplier that does not represent an anticipated delay estimate but rather serves as a basis for actual compensable delay payments. The proposal requires surety declarations with notarized signatures from authorized representatives, including total bonding capacity and available bonding capacity documentation. Proposer certification under penalty of perjury under California law is mandated for all submissions.
