About this file
This is a CMAR Price Proposal form for the City of Pasadena's Transit Operations Maintenance Facility project. The document establishes the pricing structure for the two-phase delivery process, with Phase 1 encompassing preconstruction services and Phase 2 covering construction operations. Proposers must submit fixed percentage rates for indirect costs applied against the City's estimated direct cost of $60,000,000, including separate line items for general conditions, general requirements, bonds, insurance, overhead/profit and fees, and contingency (limited to 2-5%). Additionally, proposers must provide a daily rate for compensable delay compensation during Phase 2 performance. The proposal submission deadline was June 8, 2026 at 2:00 PM, with interviews tentatively scheduled for June 22-25, 2026. Phase 1 preconstruction services are estimated to commence in July 2026 with completion by January 2027, while Phase 2 construction is estimated to commence in March 2027 with substantial completion required by June 2028 and final completion by July 2028.
Proposers must demonstrate bonding capacity exceeding the $60,000,000 estimated direct construction costs and provide surety declarations with notarized signatures from authorized representatives. Financial strength documentation through reviewed or audited financial statements demonstrating profitability, liquidity, and positive net worth over the preceding three years is required. The project is partially funded by the Measure R Mobility Improvement Grant administered by the Metropolitan Transportation Authority. All contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements. Evaluation criteria assign 10% weight to the CMAR price proposal, with the remaining evaluation split among experience and references (20%), organization and key personnel (20%), project approach and methodology (30%), financial strength (5%), safety record (5%), local business preference (5%), small or micro-business certification (5%), and interview performance (50 additional points). The City is not obligated to authorize Phase 2 but intends to negotiate a mutually agreeable Final Guaranteed Maximum Price prior to Phase 2 authorization.
