About this file

This is a technical specification document for the City of Fort Myers related to bridge construction for the John Yarbrough Linear Park Phase IV Extension Shared Use Path project. The document addresses temporary end bridge design and construction specifications for a 912-foot multi-span prestressed concrete bridge over SR 886/Colonial Boulevard and a 139-foot prefabricated steel bridge over the 10-mile canal. The project extends approximately 1.83 miles from south of SR 884/Colonial Boulevard to Hanson Street and is funded through the Florida Shared-Use Nonmotorized Trail Network under the Department's FY-24/25 work program.

The specification document establishes technical requirements and engineering standards for temporary bridge end structures, including load-bearing capacity, material specifications, installation procedures, and safety protocols necessary to support bridge construction and eventual removal. These temporary structures are critical components of the overall construction methodology, serving as temporary supports during the installation of the permanent prestressed concrete and steel bridge components that will form the shared-use path infrastructure crossing over the roadway and canal obstacles.

**DETERMINATION OF NO HAZARD TO AIR NAVIGATION FOR TEMPORARY STRUCTURE**

The Federal Aviation Administration has conducted an aeronautical study under the provisions of 49 U.S.C., Section 44718 and if applicable Title 14 of the Code of Federal Regulations, part 77, concerning:

Structure: Crane Construction Crane Location: Fort Myers, FL Latitude: 26-35-43.87N NAD 83 Longitude: 81-51-20.49W Heights: 18 feet site elevation (SE)

120 feet above ground level (AGL) 138 feet above mean sea level (AMSL)

This aeronautical study revealed that the temporary structure does exceed obstruction standards but would not be a hazard to air navigation provided the condition(s), if any, in this letter is (are) met:

**SEE ATTACHMENT FOR ADDITIONAL CONDITION(S) OR INFORMATION**

This determination is based, in part, on the foregoing description which includes specific coordinates, heights, frequency(ies) and power. Any changes in coordinates, heights and frequencies or use of greater power, except those frequencies specified in the Colo Void Clause Coalition; Antenna System Co-Location; Voluntary Best Practices, effective 21 Nov 2007, will void this determination. Any future construction or alteration, including increase to heights, power or the addition of other transmitters, requires separate notice to the FAA. This determination includes all previously filed frequencies and power for this structure.

This determination does include temporary construction equipment such as cranes, derricks, etc., which may be used during actual construction of a structure. However, this equipment shall not exceed the overall heights as indicated above. Equipment which has a height greater than the studied structure requires separate notice to the

FAA.

This determination concerns the effect of this temporary structure on the safe and efficient use of navigable airspace by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance, or regulation of any Federal, State, or local government body.

A copy of this determination will be forwarded to the Federal Aviation Administration Flight Procedures Office if the structure is subject to the issuance of a Notice To Airman (NOTAM).

If you have any questions, please contact our office at (404) 305-6462, or mike.blaich@faa.gov. On any future correspondence concerning this matter, please refer to Aeronautical Study Number 2021-ASO-37240-OE

To use a Temporary Crane to a height of 120 feet AGL, 138 feet AMSL, would be located 1,369 feet from RWY 23 and approximately 0.67 NM northeast of the Page Field Airport (FMY) ARP, Fort Myers, FL.

The proposed temporary crane (used for bridge construction) has been identified as an obstruction under the standards of Title 14, Code of Federal Regulations (CFR), Part 77 as follows:

Section 77.17(a)(3) - a height that increases minimum instrument flight altitudes within a terminal area (TERPS criteria).

RNAV (GPS) RWY 23, (missed approach penetration) LPV DA from 274 to 342.

Section 77.17 (a) (5): The surface of a takeoff and landing area of an airport or any imaginary surface established under 77.19, 77.21, or 77.23. However, no part of the takeoff or landing area itself will be considered an obstruction.

Section 77.19 (e) FMY: Transition Surface. These surfaces extend outward and upward at right angles to the runway centerline and the runway centerline extended at a slope of 7 to 1 from the sides of the primary surface and from the sides of the approach surfaces. Transitional surfaces for those portions of the precision approach surface which project through and beyond the limits of the conical surface extend a distance of 5,000 feet measured horizontally from the edge of the approach surface and at right angles to the runway centerline. The proposal will exceed Runway 05/23 Transition Surface by 71 feet.

The proposals would also be located within the traffic pattern airspace (TPA) for all categories of aircraft using FMY. The proposals would exceed the RWY 05/23 Transitional Surface by 10 feet.
