About this file

This is a Technical Specifications document for a state-level food services products contract covering Oregon and Washington, issued by the State of Oregon Department of Administrative Services (DAS). The contract solicitation (RFP #10700-00013784) seeks a comprehensive food service products vendor to supply nine distinct product categories: dry goods, produce, dairy, bakery, beverages/juice bases, seafood, meat, smallwares, and disposable goods. The contract enables authorized purchasers across state agencies, institutions, and potentially local government entities to order food service products through a standardized pricing and delivery framework. The technical specifications outline detailed requirements for product quality, packaging, labeling, delivery, maintenance, and sustainability, with a focus on meeting federal and state food safety regulations.

The contract includes specific pricing provisions that encourage cost efficiency, such as requiring contractors to provide immediate benefit of any cost reductions when market prices drop by 3% or more, and implementing a "Buy American" preference for domestic food products. The specifications emphasize sustainable and environmentally conscious procurement, with preferences for recycled packaging, compostable materials, and products with specific certifications like Forest Stewardship Council, organic, and fair trade. Contractors must provide online ordering capabilities, accept credit card payments, and offer potential early payment discounts. The contract also includes robust requirements for product quality, food safety, packaging standards, delivery protocols, and maintenance of beverage dispensing equipment, with a strong emphasis on meeting nutritional standards for programs like the Child Nutrition Program.
