About this file

This is Addendum #2 to a Request for Proposal issued by the State of Oregon Department of Administrative Services (DAS) State Procurement Services for food service products and related services. The addendum, issued August 4, 2025, pertains to RFP #10700-00013784 and clarifies that proposals may be submitted by either manufacturers or distribution warehouses, with bidders selecting the type/category most fitting for their company. The RFP closing date remains September 25, 2025, at 2:30 PM. The price agreements resulting from this solicitation will be available to Oregon State agencies, Oregon Cooperative Procurement Program (ORCPP) members, and Washington State Cooperative Procurement Program members through a concurrent posting on the WEBS platform under the Washington/Oregon MCUA cooperative agreement.

The addendum clarifies several operational and administrative requirements for bidders. Proposers must address specific delivery requirements in their proposals, including delivery appointment procedures, off-loading capabilities such as docks and forklifts, and methods to maintain food freshness through agency acceptance. Vendors registered to do business in California must also register separately with both the Oregon and Washington Secretary of States offices if they plan to provide services in those states. The price agreements do not replace existing ODE CNP USDA Processing Price Agreements for SY25/26, which are described as significantly different instruments. All bidders are directed to review solicitation documents thoroughly on OregonBuys and to structure their proposals according to their respective operational capabilities and regional service areas.

This Solicitation Addendum is issued to the above referenced RFP and forms a part of the contract documents and may modify the original scope of work, specifications, requirements and deadlines. Except as changed by this Addendum, all terms, conditions, scope of work, plans, specification, requirements and deadlines in the original RFP and previous addenda remain unchanged.

PLEASE NOTE THE FOLLOWING ARE QUESTIONS AND ANSWERS ONLY! The answers will not change the scope of work and are intended for clarification purposes.

1
Q & A - 1

Q – Please advise if you are looking for bid responses to be directly from manufacturers or if you are expecting pricing to come from distribution?

A - The answer is yes, the proposals may come from a manufacturer or from a distribution warehouse. Please review the solicitation in its entirety on OregonBuys then propose in accordance with the Type/Category that is most fitting for your company.

2
Q&A – 2

Q – Per the memo dated 2/12/25, ODE was not planning to release any USDA Processing Price Agreements for SY25/26 for smaller OR operators. Please advise if this Bid #S-10700-00013784 is replacing the ODE CNP Price Agreements for SY25/26?

A - These Price Agreements do not replace the ODE CNP USDA Processing Price Agreements. Those agreements are significantly different. Please review all documents found in OregonBuys carefully and compare against the USDA Processing PA’s to better understand the differences.

3
Q&A - 3

Q – Reaching out to you in case details outside of WEBS is to be shared for the Oregon State bid I would appreciate it if any information/invites/direction would include us as recipients.

A – This opportunity is fully available on OregonBuys but is being run concurrently on WEBS under the Washington/Oregon MCUA cooperative agreement and will result in Price Agreements available to Oregon Agencies, Oregon Cooperative Procurement Program (ORCPP) members and Washington State Cooperative Procurement Program members. It appears WEBS has given a link directly to the Solicitation on OregonBuys.

4
Q&A - 4

Q – What is this email notice I received from OregonBuys for?

A – This is a “Request for Proposal” to provide Food and Food related products and associated services under State of Oregon Statewide Price Agreements for Agency and ORCPP members as well as the State of Washington MCUA cooperative members to participate in. Please review the Attachments on OregonBuys for additional information and Provide a Proposal accordingly.

Q&A - 5
Q-Can you provide clarity of how to provide our requirements for delivery; including Delivery Appointments, off-loading requirements (docks, forklifts, etc.), as well as any other expansion of that definition. Our objective is to address those requirements prior to agencies placing orders.

A-It is important to address specifics of delivery in your proposal and remember the Ordering Instrument provided by the ordering customer may have more specific details for their needs, even so we want to see in your proposal how you will plan to address deliveries and how you will keep food fresh through the Purchasers acceptance of the Agency.

Q&A - 6
Q-We are registered to do business in California; do I still need to register with the Secretary of States office in Oregon and register to do business in Washington?

A-Oregon and the State of Washington both have registration requirements through their respective Secretary of States office’s. Make sure you are registered with each state you plan to do business in.
