About this file

This document is an Outreach Plan attachment (Attachment F) for an Oregon state procurement Request for Proposal (RFP #10700-00013784) related to Food Services Products and Related Services. The RFP focuses on encouraging participation of Certified Disadvantaged Businesses, specifically those certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), which includes minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.

The outreach plan requires proposers to detail their strategies for including certified firms in potential subcontracting opportunities. Proposers must indicate whether they are a certified firm, list any prior contractual relationships with certified and non-certified minority-owned businesses, and describe steps they will take to solicit Certified Firms for subcontracting if awarded the contract. The document emphasizes equal opportunity participation for certified businesses in state-funded contracts, with proposers expected to take reasonable steps to ensure competitive opportunities for these firms.
